Widows and Orphans Empowerment Organisation (WEWE) is a reputable national indigenous non-governmental organization implementing a USAID-funded Orphans and Vulnerable Children (OVC) project called Local Partners Initiative for Orphans and Vulnerable Children in Nigeria
(LOPIN-2) in partnership with local and international organizations as well as different tiers of the Government of Nigeria at national, state, local and levels.

WEWE seeks applications from qualified persons for the vacant position in the USAID-funded LOPIN-2 project:


Job Title:
Monitoring and Evaluation Officer
Location:
  Port-Harcourt, Rivers State
Key Duties and Responsibilities

  • Monitor project progress through field visit, sport checks, data collection and PM&E at all levels offer feedback and regular communication with Program staff
  • Collect and collate reports from the field sites
  • Liaise with field implementers regarding reports on M&E activities in Rivers State
  • Conduct regular monitoring visits to implementing agents which are sub-grantees to WEWE-LOPIN to verify data quality and authenticity
  • Participate in operational research
  • Conduct Routine Data Quality Assurance (DQA) and other assessments as may be directed
  • Develop case studies and success stories from results in Rivers State
  • Assist the M&E director to develop M&E tools
  • Provide technical guidance on the implementation of M&E plan at the field level
  • Conduct Quarterly M&E meeting with implementing agents (IA) in Rivers State
  • Supervise data input into the NOMIS and processes for checking data quality with partners
  • Provide updates on performance indicators in the database to enable the fulfillment of reporting obligations to donors
  • Assist M&E director with data entry into USAID District Health Information System (DHIS)
  • Support the M&E Director to response to data queries from donors
  • Develop/update performance indicator definitions
Qualification, Skills and Experience
  • A minimum of a University Degree or Higher National Diploma in Demography, Sociology, Anthropology, Statistics, Mathematics or any relevant disciplines with a Second Class Upper Credit. First class is preferred
  • Strong research and evaluation skills
  • Extremely strong computer skills with extensive knowledge of SPSS
  • Very strong report writing skills
  • Fluency in both written and oral English required and ability to speak the local language of the region is desirable.



Job Title: Program Officer
Location:
Owerri, Imo State
Key Duties & Responsibilities

  • Responsible for direct management and coordination of all project activities in the state, in line with project implementation plan.
  • Ensures that all project activities in the state meet effective programming standards and best practices established by WEWE-LOPIN 2 and the Nigerian Government especially the National Standards for Improving the Quality of Life of Vulnerable Children in Nigeria.
  • Ensure that services provided to vulnerable children are needs based and in line with the National service standard and the PEPFAR guidelines
  • Provide support to stakeholders at State, LGA and IAs levels to develop state specific workplans to address identified needs of OVC
  • Strengthen technical capacity of IAs in OVC programming, service provisions and governance.
  • Coordinate state project activities to ensure successful implementation of household centered and community based approach
  • Provide technical leadership for need assessments and design activities to ensure implementation of innovative approaches including mainstreaming of gender into LOPIN-2 activities.
  • Carry out advocacy to integrate budget for OVC activities into state and LGA annual budget
  • Represent the organization at meetings with government agencies, other implementing partners, service providers, OVC Technical Working group and State OVC Steering Committee meetings etc
  • Support community improvement Teams activities.
  • Ensure compliance to all donor requirements in program, activities and reports
  • Provide timely update on grant work plan progress.
  • Participate in project review meetings, project monitoring, reporting and documentation.
Qualifications
  • A Degree in Social Sciences with at least 4 years post National Youth Service experience, which must include at least 2 years in OVC programming, health, education and sub granting.
  • Also, preferred are knowledge of Household Economic Strengthening, community development program, and NGO/CBOs collaborative relationship.
  • An MPH is an added advantage. Familiarity with local tradition and language is highly desirable.
  • A first class or second class upper is an added advantage



Job Title: OVC Improvement Officer
Location:
Uyo, Akwa Ibom
Key Duties & Responsibilities

The overall role of the Improvement Officer:
  • Support the implementation of technical activities to improve the well-being and care for vulnerable children, and their households in Akwa Ibom State using the national service standard and improvement science
  • Responsible for ensuring eligible vulnerable children and households are enrolled into LOPIN Project
  • Responsible for ensuring that service provisions are of quality, based on identified needs and in line with the National service standard and the PEPFAR guidelines
  • Supervise and follow up of case plans for VC and their households
  • Facilitate the formation of Improvement teams at the local government and community level in Akwa Ibom State
  • Supervise community volunteers and community improvement teams
  • Provide ongoing mentoring and support supervision to community volunteers and community improvement teams.
  • Facilitate the coordination of strong referral network system and linkages
  • Map available resources to serve the needs of the vulnerable children and their households in the community
  • Responsible for setting up/monitoring of caregivers forums in LOPIN Project communities
  • Responsible for the set up/establishment kiddiesyouth clubs
  • Facilitate the setup/ monitoring of village savings and contribution group (VSCA) with the assistance of Improvement Manager
  • Ensure that HIV prevention and gender are integrated into the program
  • Conduct monthly meetings with community volunteers to review activities and ensure that service delivery is in line with stipulated standards
  • Facilitate VC and household graduation
  • Conduct regular site visits to assess implementation of activities.
  • Coordinate a community based Public Private Partnership (PPP) fund raising drive to mobilize funds for each households
  • Support the coaching of IAs, State, LGA and Community Improvement Teams in the implementation of national service standards to bring about improvement in service rendered to vulnerable children
  • Assist in providing technical assistance to Social Development/LGA welfare department aimed at strengthening capacity of the government to perform their coordinator role.
  • Write monthly programmatic/technical reports, document success stories and best practices
  • Any other duties as may be assigned by supervisor
Qualification, Skills and Experience
  • Degree in Social work, or Community Development studied or any social Science
  • Minimum of two (2) years of experience in community development work preferably in the field of OVC related
  • Knowledge of quality improvement approaches is strongly desired
  • Excellent writing and verbal communication skills and experience working with other implementing partners
  • Good analytical skills
  • Familiarity with USAID regulations is desired
  • A first class or Second Class Upper Credit is an added advantage
