Role Overview
  • Under the supervision of the Principal Program Officer, Administration and Finance, the incumbent shall coordinate all activities related to the Communication and visibility of ECREEE.
Roles & Responsibilities
  • Provide support in development and implementation of all Information and Communications programs and projects of ECREEE, including but not limited to capacity building, training, knowledge management, etc.; mobilize support from development partners and other stakeholders;
  • Contribute to the identification and implementation of innovation and continuous improvement in support of organizational excellence and world-class performance;
  • Update the Head of Division, on a regular basis, on the progress and challenges faced by the Communication Unit in the implementation of the programs and projects as well as on technical, policy or strategic issues;
  • Carry out all activities aiming to enhance the image of the Centre; in charge of presenting the positive image of the centre in the public by ensuring permanent dissemination of information on the centre through the relevant communication media;
  • Create and coordinate the Newsletter of the centre in order to make its activities more accessible to the public, donors and development partners;
  • Ensure that the ECREEE website is functioning in a proper manner and all information and data are regularly updated in collaboration with the ICT officer;
  • Define the requirements of the centre communication equipment;
  • Liaise regularly with the program managers and project teams to enrich the web site and determine communication requirements for the Centre;
  • Cover all activities related to workshops, seminars, conferences, forums, events, etc.. organized by the Centre;
  • Serve as information focal point of the centre and its corporate image;
  • Develop, implement and oversee monitoring of the long-term Communication and Public Relation Strategy of ECREEE ;
  • Develop and implement actions to promote the visibility of ECREEE and acknowledgement of its policy positions and activities in regional and international policy processes and debates;
  • Review projects presented to ECREEE for funding and recommend communications and capacity building actions in their support to the Head of Division;
  • Undertake activities related to the communication strategy and policy of the center;
  • Undertake advocacy, public information and communication activities in coordination with the other Units of ECREEE. Support the implementation of on-the-job training for Energy Ministries, Electricity Utilities, Regulatory Agencies, Private Sector and Civil Society on the design, implementation, oversight and operation of RE, EE and Energy Access projects. Support the preparation of training material, training programs and awareness-raising materials for stakeholders (including the general population, academia, NGOs and CSOs, etc.);
  • Identify, publish and disseminate best practices and lessons learned to build capacity and knowledge;
  • Undertake any duty assigned to him/her relating to the general communications framework.
Academic Qualifications and Experience
  • Bachelor’s degree in journalism, public relations, mass communication or related field from a recognized university.
  • 5 years’ experience in journalism, communications and public relations;
  • Knowledge in developing communication strategies and plans for, internal and external communication;
  • Ability to coordinate and manage complex communication campaigns and events;
  • Ability to conceptualize and contribute to the design of communication campaigns that target multilateral audiences;
  • Proven knowledge of communication and the ability to diplomatically handle sensitive situations with target audiences and cultivate productive relationships.

Role and Responsibilities
  • Coordinate and ensure compliance with financial procedures of the various financing agreements of the Centre  and the manual of procedures;

  • Set up a recording and filing system of the vouchers and financial documents of the Centre;

Academic Qualifications and Experience
  • Master's degree (or equivalent) in Administration and Finance, Business Administration, or in a similar discipline from a recognized University;
  • Membership in Accounting or Management, Administration would be an advantage.
  • 10 years of professional experience in procurement, human resources, administration, managing finance and budget operations in an international or multinational organizations including 5 years at a supervisory level;
  • Knowledge of ECOWAS financial regulations and procedures and an ability to apply them;
  • Demonstrated ability to provide technical advice on a broad range of administrative, financial and accountancy  areas;
  • Demonstrated knowledge in network development to support financial data.

Role Overview
  • Under the guidance and direct supervision of the PPO Electoral Assistance, the incumbent main task will be to support the Head of Division in implementing programmes and activities related to institutional framework, in line with the provisions of ECOWAS extant Protocols and Decisions, in particular, the 1999 Mechanism for Conflict Prevention, Management, Peacekeeping and Regional Security, the Supplementary Protocol on Democracy and Good Governance and the ECOWAS Conflict Prevention Framework.
Duties and Responsibilities
  • Participate in discussions and formulation of political and technical strategies in electoral fields;
  • Support the Head of the Division planning and executing ECOWAS Pre-Election Fact-Finding Missions logistics
  • Coordination and arrange logistics for ECOWAS Election Observation Missions ( Long and Short-Terms)  in the region;
  • Liaise with National election management bodies and ECONEC and other organisations as required on electoral matters

Role Overview
  • The incumbent shall ensure the timely production of periodic Community Levy reports for the Commission and the whole Community for his supervisors review.
  • The position will primarily be responsible for the strategic development, implementation, and management of grants, submission, ensure effective implementation of grants.
  • The incumbent shall report directly to the Director, Budget & Treasury and ensure the timely production of periodic financial reports for the Commission and the whole Community for his supervisors review.

Role and Responsibilities
  • Initiate plans and programmes for the assessment and collection of Community Levy proceeds, arrears of proceeds and any contribution arrears from Member States.
  • Arrange for visit to Member States to investigate the assessment, collection and deposit of Community Levy proceeds into ECOWAS Accounts at the Central Banks.
  • Liaise with the various Customs authorities in Member States for information on Community Levies collected.
  • Arrange with the Central Banks to provide monthly bank statements on ECOWAS Community Levy Accounts on regular basis.
  • Ensures the proper recording and reconciliation of Community Levy proceeds with National Offices.
  • Oversee the operation of the Treasury Unit and make proposals to the Director of Finance on the best form of investment for surplus funds including surplus Community Levy proceeds.
  • Represent the Finance Department at Inter-departmental and inter-institutional meetings which concerns the Community Levy management during the absence of the Director of Budget & Treasury.
  • Ensures the provision of quarterly reports to management on the performance of Member States in connection with the collection and remittance of Community Levy and contribution arrears.
  • Prepare annual reports the Administration & Finance Committee and the Council of Ministers on the implementation of the Community Levy Protocol.
Academic Qualifications and Experience
  • Master's degree in Accounting and / or Finance from a recognized university is required;
  • 10 years’ experience in a complex organizational environment, in budget formulation, financial monitoring, accounting and financial reporting; including 6 years relevant international work experience and 5 years of management experience in finance and budget operations;
  • Possession of a professional qualification in accounting such as ACCA, ACA, ANAN or other recognized accounting certification is an advantage;
  • Knowledge of financial accounting principles and concepts including the International Public Sector Accounting Standards (IPSAS).
  • Good knowledge of general aspects of financial management software and of at least one ERP software. Previous specific experience with SAP will be an asset
  • Demonstrated practical knowledge of relevant financial accounting principles and concepts to perform tasks in accordance with the generally accepted Accounting Principles and Standards of relevance to public sector and international organizations;

  • Provide technical and policy inputs to the ECREEE Business Plan, annual Work Plans and Status Reports considering in particular strategic orientations for the EE sector of West Africa, as well as internationally;
  • Coordinate, support and monitor identification and implementation activities of all EE programs and projects of ECREEE, including but not limited to identification and preparation of feasibility studies, project preparatory activities, business proposals and introduction and monitoring of quality standards for review of investment and technology-related projects and programs to mobilize support from development partners;
  • Coordinate, support and monitor the identification and implementation activities of all EE programs and projects of ECREEE. Harmonize the interventions, identify and build on synergies with other Units or Division of ECREEE;
  • Coordinate, facilitate and oversee the development and harmonization of EE policies, strategies and quality assurance frameworks within the region, including with ongoing activities and programs;
  • Maintain/strengthen institutional relationships with and develop and implement a strategy to mobilize support from development partners and other stakeholders from the public and private sectors (including NGOs and CSOs) and facilitate the introduction of tailored financial mechanisms and appraisal methods;
  • Identify, promote and initiate EE projects and actions to accelerate the development and replication of EE activities and co-ordinate with donor agencies to mobilize resources;
  • Produce technical project reports and regularly provide policy briefs on topical issues to development partners, and bring to the attention of stakeholders;
  • Actively participate in EE discussions in the region through compilation of technical and policy briefs, and publication of relevant material (including books, opinion articles etc.);
  • Facilitate, coordinate and supervise the identification and preparation of feasibility studies, project preparatory activities and business proposals for EE projects aiming to maintain a constant and manageable ECOWAS EE pipeline;
  • Review and recommend EE projects presented to ECREEE for funding to the Director, and provide technical and policy input to projects funded by ECREEE throughout the project cycle;
  • Undertake advocacy, public information and communication activities in coordination with the Capacity Building and Knowledge Management Units of ECREEE. Support the preparation of training material, training programs and awareness raising materials for stakeholders (including the general population, academia, NGOs and CSOs, etc.);
  • Establish and oversee a monitoring mechanism and evaluation framework for the implementation of the projects and programs to ensure quality and impact;
  • Perform any other task as assigned by the supervisor.

Academic Qualification & Experience
  • Master’s degree (or equivalent) in Energy Engineering or other related field from a recognized university;
  • 10 years progressively responsible experience in the field of energy efficiency and renewable energy or related field including and 5 years of which is at a supervisory level;
  • Demonstrated expert knowledge of renewable energy policies, guidelines, protocol; proven ability to mobilize funds to support programs in the sector of renewable energy;
  • Knowledge of issues related to renewal energy, energy efficiency, environmental impact and connectivity through infrastructural harmonization and fiscal and investment policies related to energy within the West-African Region;
  • Extensive knowledge of renewable energy policy development framework as it relates to the energy sector, between the Commission, sub-regional institutions, other regional economic communities and African institutions.

Role Overview
  • Under the supervision of the Commissioner, Energy & Mines, the incumbent shall oversee all activities, programs, projects, policies, guidelines related to the development and promotion of renewable energy and energy efficiency in the ECOWAS region.
Role and Responsibilities
  • Providing support and leadership on all Renewable Energy (RE), Energy Efficiency(EE), Project Development, Resources Mobilization programs and projects of ECREEE and championing the priorities and objectives set by the Commissioner Energy and Mines;
  • Supervising activities related to Administration, Finance, Accounting and Human Resources carried out by the Center;
  • Promoting teamwork and collaboration amongst the ECREEE staff under his/her direct supervision by providing clear direction and guidance, setting achievable objectives and goals and fomenting an environment that enables them to perform their duties responsibly, effectively and efficiently;

  • 15 years of progressively responsible experience in the field of energy, business management, financial management, diplomacy in a senior leadership capacity with a minimum of 7 years’ experience working on issues related to the ECOWAS region; experience working with Member States and delegations in the context of international organizations; extensive experience in program and project planning, financing and oversight;
  • knowledge of policy and strategy development, change management and related issues, with broad geographical outcomes/impacts;
  • ability to lead the development, management/review of reports and papers on technical and policy issues;
  • knowledge of ECOWAS policies, management, administrative, budgetary and staffing systems, procedures and regulations;
