Job title: Data Analyst

Job summary
The Data Analytics Advisor will work with the TA data systems and analytics to support NACA’s mandate by providing technical support that will enhance the Agency’s capacity to integrate data and analysis into routine decision making. He/she will take responsibility for meeting the Global Funds routine data reporting requirements for the NACA and its sub-recipients. He/she will provide strategic information analytic support to the PMU and the NACA DG and his team. The candidate should be broadly skilled in data analysis, visualization and transforming data into readable, goal-driven reports to support HIV/AIDS response.
Key responsibilities
- Support data analyses and provide technical assistance relevant to relevant departments in NACA (Surveillance, Research and M&E Department and Performance Management Department)
- Conduct monthly analysis of routine HIV data sets (PEPFAR, GF HIV, NCAPS) interpretation and support dissemination HIV-related routine and non-routine data and other performance indicators.
- Conduct regular routine program data review and trend analysis of HIV/AIDS datasets: PEPFAR; Global Fund HIV and NCAPS
- Provide technical support for national response partner’s performance analysis
- Interfaces with the Global Fund Coordinator on all GF related Data management issues.
- Provide leadership and technical guidance for the timely and complete collection, collation and analysis of National data for reporting in the PUDRs, CCM dashboard and other reporting requirements of the GF and Government of Nigeria
- Take leadership, participate and provide technical support for data/strategic information in proposal writing for Global Fund Grants
- Take the lead in the development of performance frameworks and programmatic gap analysis tables for the GF funding requests.
- Take the lead in data retrieval, analysis and reporting of grant performance indicators in the Performance Framework.
- Provide data management technical support to the IBBSS 2019; KP size estimates and any other surveys and surveillance activities during the period of this engagement
- Interpret data, analyze results using statistical techniques and provide ongoing reports.

Qualifications/Experience
- First degree in Public Health, Sciences, Mathematics, Computer Science, Economics, or Statistics
- Minimum of 2 years working experience in managing and analysing data as a data analyst
- Familiarity with HIV/AIDS programs especially donor funded programs in the country
- Experience working in Nigeria with Government and donor partners working in HIV/AIDS programs at national and state level respectively.

- Demonstrate experience with DHIS and electronic medical records

Job summary
This exciting role will help develop new ways of looking at and analyzing national HIV data to evaluate national response, monitor progress towards epidemic control and provide insights to support important decision making. The Analyst will be responsible for extracting, transforming and mapping HIV data into performance metrics and KPIs to support NACA’s mandate by providing technical guidance that will enhance the Agency’s capacity to integrate data in coordinating the national multi-sectoral response to HIV epidemic.
Key responsibilities
- Extract, collect and transform multi-sectoral HIV data and prioritize analytics needs for evaluating key performance indicators for national response
- Leads data cleaning and preparation and translation of questions into relevant queries
- Work with all partners to ensure uniformity in reporting data for evaluating key performance metrics
- Mentor and build capacity of NACA staff on data handling and analytics
- Build dashboards, creat data sets and effectively utilize statistical, data mining, visualization, machine learning, and/or deep learning techniques in delivering data science insights
- Assist responsible NACA departments in developing metrics for improved planning, monitoring and measuring impact of national response programs and interventions

Job summary
NACA is desirous of strengthening its financial management capacity and those of its sub recipients to continuously attract and manage donor-funded projects. Deployment of a robust and responsive financial management system in line with the Global best practices is critical to attracting and managing multiple donor funded projects. NACA therefore intends to engage the services of a Financial Management Consultant to provide technical support to NACA and its sub-recipients devise innovative mechanisms and processes to improve performance and provide support to accelerating the implementation process, improve efficiency of service delivery and ensure compliance with grant agreements and policies. He/she will work with the NACA Finance team to develop mechanisms and tools to ensure full compliance with the applicable guidelines and global best practices. The Consultant will also build capacity of financial and procurement teams in grants management, risk mitigation and financial management system in accordance with global best practices.
Key responsibilities
- In Collaboration with the Fiscal Agent embedded in to NACA, Review of the financial management system at NACA and it’s sub-recipients entities to identify bottlenecks that may be a hindrance to the successful implementation of donor-funded projects.
- Review of current manuals to ensure that they are adequate for donor funded projects. The consultant will design effective controls to safeguard donor funds at NACA and sub-recipient levels for effective delivery of donor funded projects.
- Work with relevant directors within the agency to identify structural and operational challenges and inefficiencies in the financial management system.
- Work with management staff to identify potential areas of compliance vulnerability and risk; develop / implement corrective action plans for resolution of problematic issues and provide general guidance on how to avoid or deal with similar situations in the future.
- Strengthen capacity of financial and procurement teams of states project management units to better support their response to HIV/AIDS programs.
- Lead grant proposal submission and monitor grant applications.
- Build capacity and support relevant staff in donor contract management to ensure donor requirements are understood and complied with in addition to strengthening internal audit units to identify internal control weaknesses and developing mitigating measures.
- Ensure that all appropriate donor formats are available in-country and donor expectations at the proposal, kick off, amendment, reporting, close out and audit stage of Grants are understood.
- Collect and analyze data to detect deficient controls, duplicated effort, extravagance, fraud, or non-compliance with funding regulations, and NACA management policies and report same on a monthly basis to the Director General.
- Examine records and interview staff to ensure recording of transactions and compliance with extant laws and regulations and those of the funding agencies.

Qualifications/Experience

Job summary
The Technical Advisor HIV Epidemic Control and Sustainability is expected to provide technical expertise to DG NACA and his team for achieving a sustainable HIV epidemic control. He/she will be responsible for providing technical support for coordinating the national HIV response and validating progress towards attainment of UNAIDS 90:90:90. S/he will work with relevant units of NACA to provide guidance on HIV treatment and prevention programs, monitoring and evaluation, and performance appraisal to inform policy decisions. S/he will also provide support to the Director General for the effective organizational management and collaboration of national response donors, implementing partners and civil society organizations

Key responsibilities
- Provides technical advice and recommendations to DG NACA on strengthening the national HIV/AIDS response for effective epidemic control.
- Review available resources (such as NAIIS results, trends in program performance, successes and challenges) and provide advice in the development of strategic documents (such as NSPs) and operational.
- Provide technical support in the conduct of period in-country program reviews -identifying key programmatic areas/interventions for analysis, review and discussion
- Identify programmatic areas that are lagging behind on service coverage (such as PMTCT & EID) and initiate dialogue and actions
- Provide technical support to relevant units of NACA for monitoring, evaluating strategies and validating progress and contributions of HIV treatment and prevention programs towards attainment of UNAIDS 90:90:90.
- Support the development of sustainable models for HIV treatment and preventions in different population groups.

Job summary
The role is responsible for the leadership of the finance team for the grant. Reporting to SA GF and TA Finance Management Consultant this role will manage and lead the development, implementation and review best practice finance policies, procedures and practices.
Key responsibilities
- Ensure accuracy of work plan and budget submitted by NACA and oversee monitoring of all budgets on a continuous basis;
- Ensure the safe custody of NACA/GF assets, individual staff files, bank accounts and others related documents;
- Ensure the Fixed asset register is up to date and regularly updated on a continuous basis.
- Supervise the NACA Finance Officers on the following duties:
- Preparation of receipts, payment vouchers and follow up for necessary approval/signature;
- Posting on daily basis, financial transactions data into SAP (computerized accounting software);
- Keeping accurate record of all books of accounts and ensuring that all accounting records are in consistent with generally accepted accounting principles.
- Assets management, including effective management of foreign exchange exposure.
- Variance analysis and forecasting
- Any other duties assigned to finance officers
- Provide quality control checks on the SAP accounting software entries to ensuring that valid input data are entered into the accounting system, and all financial transactions are appropriately processed, using the correct accounting codes (project, activity and donor);
- Ensuring that PUDRs are discussed collectively with the different functions (program management, PSM, M&E, finance) to ensure quality analysis of the issues and identification of appropriate solutions, ensuring that this is captured in the PUDR, and double checking the PUDRs in collaboration with the GF Coordinator to ensure accuracy and quality reporting before forwarding to Global Fund;
- Prepare all finance related periodic analysis and reports as required under the Global Fund grant, ensuring they are of high quality standard satisfactory to the Global Fund;
- Prepare the quarterly cash balance and finance reports and the annual Tax report;
- Initiate and provide support to annual grant audits;
- Full participation in monthly, quarterly and annual review and planning processes for the Global Fund programme;
- Continuous support to the strategic development of the programme.
- Periodically visit SRs and provide training and TA in the areas of Finance and Grant Management.
- Ensure SRs have clear work plans and budgets;
- Ensure SR Finance Managers are trained on grant compliance issues to ensure compliance with NACA and GF requirements;
- Guide and support sub recipients’ accountants and other staff to ensure GF financial management standards are upheld. Arrange additional training/capacity building for SRs as required;
- Support grants team to analyze monthly expenditure, raising alerts when overspends/under-spends are identified.
- Effectively monitor the budgetary flexibilities in line with the Global Fund Guidelines.

- GF PUDRs and Dashboards prepared according to guidelines and presented as at when due.
- Enhanced Financial Report on GF activities with significant reduction in reportable issues from external audits and LFA/TGF reviews.

Experience

Job summary
The GF project Coordinator/Special Assistant to the DG on Global Fund will provide overall technical and managerial leadership to the NACA GF Project Management Unit (PMU) for grant implementation and coordination. S/he will be responsible for ensuring that grant goals and objectives are aligned with national policies, strategic plans and systems. S/He will provide strategic leadership to the PMU, interfacing directly with the Global Fund Country Team, technical partners including the USG, UN System and others with relevance to grant goal and objectives. S/He will maintain good working relationships with other relevant Government institutions and its officials, local and international partners. S/He will ensure that planned activities are implemented on schedule and meets technical requirements of the country and the Global Fund.
Key responsibilities
1. Technical and managerial oversight of the NACA GF grant and Project Implementation Unit (PMU).
2. Serve as a liaison between the PMU and NACA Management.
3. Provide leadership to the PMU and coordinate grant making processes, ensuring high quality implementation plans and related planning/management tools are developed and submitted on schedule
4. Provide strategic and operational leadership to the PMU and coordinate proposal development in response to RFPs in liaison with the national programme and ensure that outputs are of high quality
5. Coordinate the preparation and submission of high quality programmatic and financial reports to NACA management, the CCM and the Global Fund on schedule, using appropriate templates as applicable, with respect to the grant performance and progress.
