Job Title: Procurement & Administrative Associate

Position Number: 21:270
Location: Abuja
Division: Program Management
Status: Local National Employee

Primary Function / Purpose

  • The Procurement & Administrative Associate provides procurement and administrative support to the IFES-Nigeria field office. 

Job Responsibilities

  • Apply IFES procurement policy in conducting and managing local procurement including requesting informal quotes, re-bidding local contracts, preparing Purchase Orders, Call Orders or other contractual mechanisms and ensuring proper backup documentation for procurement of goods and services are filed and organized internally.
  • Work with the Senior Administrative & Procurement Officer in communicating the need for HQ-led procurement, including but not limited to, sending MSRs/SOWs/DIQF and participating in bid evaluations.
  • Assist in the organization and logistics for workshops, conferences and seminars.
  • Manage local vendors and IFES service providers – Insurance, Telephones, Office Lease, Utilities, Internet provider, Office Facilities, etc.
  • Assist in organizing and maintaining a central filing system in both paper and electronic form.
  • Assist in drafting and submitting payment requests for vendor & staff statutory payments.
  • Assist in updating the procurement tracker sheet and update the tracker on regular basis for all IFES Nigeria procurements (Local & HQ).
  • Work with program team to verify the number and description of items/services delivered against each purchase order/contract, considering quality and quantity of material/services and providing program team with the appropriate delivery note(s).
  • Timely reporting to the Senior Administrative & Procurement Officer and/or Management in case of any discrepancies in delivery of material/services.
  • Assist in conducting vendor verifications in collaboration with the program team before contracts are issued.
  • Assist in conducting vendor and participant debarment checks and provide support documentation of debarment checks to the program team members.

Position Requirements

Job Title: Senior Strategic Communications Officer

Position Number: 21:279

Primary Function / Purpose

  • Under the supervision of the IFES Nigeria Deputy Country Director/Head of Programs, the Senior Strategic Communications Officer will support IFES Nigeria strategic communications and reporting across all program areas.
  • This will include processes and tools developed to enhance the project's strategic communications and voter outreach programming, as well as support to social media engagement and programmatic reporting. 

Job Responsibilities

  • Assist Deputy Country Director and the program team in implementing IFES project activities.
  • Develop and maintain IFES Nigeria communications platforms, website and social media outlets, ensuring effective engagement with the public and IFES partners.
  • Develop content for IFES Nigeria communications platforms, website and social media outlets in coordination with IFES Nigeria program team.
  • Coordinate drafting and editing of IFES Nigeria outreach materials - newsletters, bulletins, weekly, quarterly reports, ensuring synergies between IFES Nigeria programs and IFES global programming in line with IFES Nigeria project goals and objectives.
  • Develop communications and media strategy and press contacts for IFES Nigeria.
  • Manage and expand on IFES Nigeria contact list and database.
  • Oversee communication and branding of the IFES Nigeria programs in line with IFES Global and Donor branding requirements.
  • Support IFES Nigeria partners with training and development of an effective strategic communications framework. 
  • Assist in conducting training of beneficiaries and facilitating events with stakeholders.
  • Interface with IFES partners on specific areas of current programming and implementation
  • Contribute to lessons learned sessions for outreach teams and other partners.
  • Contribute to the design and preparation of training materials.
  • Provide support to international and local consultants.
  • Assist in the collection and analysis of data for monitoring and evaluation of activities.
  • Manage proper tracking and documentation of political and election-related activities in the media and IFES Nigeria in the news.
  • Provide input on the design and formulation of new program activities.

Position Requirements
Education: 

  • Bachelor's Degree is required in Communications, Political Sciences, Public Information, International Relations or a related field. A Master’s Degree is strongly preferred.

Experience & Skills:

  • Minimum of 6 years of relevant job experience working with media, journalism and/or strategic communications.
  • Experience in project implementation, management and training is required.
  • Good understanding of the Nigerian media and communications environment.
  • Good strategic communication and analysis skills.
  • The ability to remain organized while handling multiple tasks under tight deadlines.
  • Ability to complete tasks with minimal supervision.
  • Excellent speaking and writing skills in English, including the ability to draft material in a variety of styles, for different audiences and within tight deadlines (established track record of writing and/or editing materials for publication).
  • Social media and multimedia skills.
  • Ability to work as part of a team.
  • Willingness to adhere to all principles of confidentiality.

Job Title: Accounting & Finance Officer

Primary Function / Purpose

  • The Accounting and Finance Officer will provide support services to the IFES-Nigeria field office. 

Job Responsibilities

  • Monitor and analyze office financial activities to ensure compliance with accounting and legal requirements.
  • Review and maintain financial records.
  • Ensure compliance with accounting, tax laws and other statutory deductions.
  • Enter transactions into the accounting system.
  • Prepare payment vouchers and obtain approval.
  • Maintain Petty Cash account and disbursement log.
  • Manage banking transactions.
  • Assist in preparing monthly financial reports.
  • Periodic bank/account reconciliation.
  • Assist in EMB training on financial management.
  • Provide guidance on proper financial management, documentation and office financial policies and procedures to program and administrative staff.
  • Track advance payments to ensure clearing of all advances.
  • Review Travel Expense Reports (TER) and other payment requests for approval.
  • Maintain personnel files with timesheet, severance and vacation information.
  • Prepare bi-weekly payroll for IFES Nigeria staff.
  • Liaise with Banks and obtain monthly bank statements and/or when is needed.
  • Prepare and reimburse event participants.
  • Reconciliation of event expenses.
  • Assist in evaluating sub-grant proposals and budgets.
  • Review sub-grantee financial reports to ensure compliance with terms of sub-grant and liaising with sub-grantee(s) where and when necessary.
  • Assist in providing training as needed to sub-grantee(s) on IFES and USAID financial policies, procedures and regulations.

Position Requirements
Education: 

  • Minimum of Bachelor's Degree[BK1] [CB2] in Finance, Accounting, Business Administration or another relevant degree is required

Experience & Skills:

  • Minimum of 4 years experience in finance and/or accounting.
  • Experience with USAID financial policies and procedures is required; experience with other donor policies and procedures is preferred.
  • High levels of proficiency with Quickbooks and other accounting software
  • The ability to remain organized while handling multiple tasks under tight deadlines. 
  • Supervisory experience is desired
  • Ability to complete tasks independently and efficiently 
  • Must value operating in a collaborative and cooperative environment. 
  • Ability to show initiative, good judgment, and resourcefulness. 
  • Good oral and written communication skills.
  • Computer proficiency in Microsoft (Word, Excel and PowerPoint).

Language Skills:  

  • Proficiency in the English language required.
