Women in the New Nigeria (WINN) is a leading women-led and women's rights non-governmental organization established in 2010 and legally incorporated in 2013, that focuses on women’s empowerment and enhancing the lives of youths. WINN has presence in 17 states in Nigeria, including FCT Abuja, and an international presence in eight (8) countries: North America (WINNA), WIN Ghana, WIN Mozambique, WIN South Africa, WIN Sierra Leone, WIN World UK, WIN Niger, and WIN Cameroun.

WINN ensure that the structures and systems with which women, girls, and people with disabilities interact on a daily basis, such as safe spaces, health facilities, education, legal services, and community engagement activities, to name but a few, are accessible and conducive to the empowerment and support of all stakeholders through our programs.

Job Title: Monitoring Evaluation Accountability and Learning (MEAL) Officer

Project Background

  • This consortium grant led by CRS and the protection component led by Mercy Corps and WINN with funding from the Bureau of Humanitarian Affairs (BHA), WINN is scaling up and expanding its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional assistance in a wider geographic area under the project titled Transitioning Households to Recovery from Vulnerability (THRIVE) in Jere.
  • The THRIVE project will provide context-specific humanitarian assistance with the goal of initiating early recovery in three wards in Jere LGA: Mairi, Mashamari, and Dusuman.
  • The two-year consortium project will operationalize an area-based approach to advance participants from lifesaving assistance to life-building support. Under the Protection sector, the implementation is focused on GBV Prevention and response activities through WINN, the implementing partner.
  • Under protection, the overarching goal is to ensure that crisis affected IDPs, returnees, and host communities in Jere LGA, live in safe, dignified, and resilient communities.

General Position Summary

  • The MEAL Officer is responsible for supporting WINN staff to regularly collect, enter, verify, and analyze data and make timely database adjustments, to measure the impact of the program.
  • He/she will work closely with other project team members and will closely coordinate with other program staff to help ensure monitoring and evaluation of data is accurately incorporated into all reports and information products.

Roles and Responsibilities

  • Understand and maintain an M&E system database that improves WINN’s ability to inform program implementation, analyze data and represent impact to donors, government, partner organizations and communities.
  • Ensure all relevant program staff are able to utilize the database to analyze program information and results.
  • Regularly review data entered into the M&E system to locate and fix problems with data entry or integrity.
  • Work as part of a team to facilitate and support M&E operations including baseline, annual and end line surveys, regular monitoring, data collection, analysis and reporting according to the M&E work plan.
  • Ensure field teams always have the most recent version of all M&E tools and documents.
  • Assist the team in improving the program’s M&E systems by identifying good practices, field-tested lessons learned and creative recommendations; share with and encourage staff to incorporate these in their daily work.
  • Work closely with the Program team to develop and deliver staff training, improving capacities in monitoring, evaluation and database management.
  • Review or edit data in reports as requested and required.
  • Generate data (tables/graphs/reports) from the M&E database at regular intervals, ensuring reports/information are available for program implementation staff when required. Facilitate data analysis with program implementation team as requested.
  • Conduct regular field visits to ensure all elements of the M&E system and database are better to utilize effectively by all stakeholders, assessing and identifying breakdowns and areas that require clarifications and improvements.
  • Other duties as may be assigned to him/her.

Supervisory Responsibility:

  • S/he will supervise Enumerators

Accountability

  • Reports Directly to: Senior Protection Officer
  • Works Directly with: Finance, Program, MEAL, and Operation Teams, partner staff

Job Requirements

  • Candidates should possess an HND / B.Sc Degree in Statistics, Computer Science, Information Technology, Geography, Management Sciences, Economics, or relevant with 3 years’ experience.
