Medecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. MdM operating in Nigeria, Borno state since October 2016.

We are recruiting to fill the position below:

 

Job Title: MEAL Supervisor
Location: Katsina
Employment Type: Full Time

Summary of Responsibilities

  • The Monitoring, Evaluation, Accountability and Learning (MEAL) Supervisor will play a crucial role in tracking MDM project(s) objectives at site and state level.
  • The M&E Supervisor will be responsible for supporting the program team to ensure that program decisions are based on quality, up-to-date evidence and will promote an atmosphere of constant learning within the team.
  • He/she will ensure that MDM MEAL strategy and approaches are implemented and included in activity implementation. The M&E supervisor will travel frequently to the field location within Katsina on roving basis 60% of the contract period.

Main Responsibilities

  • Under the direct supervision of the MEAL Advisor, the MEAL supervisor will also have reporting responsibilities to the Field Coordinator in his/her assigned site. He/She will be responsible to line managing the MEAL Officer, and Enumerators.

The MEAL supervisor will ensure the program quality of the implemented project(s) in the assigned site.
He/she will:

  • Implement all MEAL activities in the mission while providing technical support to staff and local implementing partner on MEAL system strengthening processes and approaches.
  • Supervising the MEAL members under him on the day to day MEAL functions and ensure all operations is reviewed, validated, and reported promptly to enhance decision making. Tracking of indicators and monitoring progress performance, and providing detailed monthly reporting.
  • Will also be responsible for updating the MEAL Database (Monitool), support in creation of electronic data collecting forms and training of staff on same or any other data management approaches in line with MDM processes.

Detailed Activities
Monitoring, Evaluation, and Learning:

  • Support the development, review, and revision of M&E plans, and logical frameworks, with a focus on performance indicators and their measurement, and keep them updated with project activities, timeframes, and targets as relevant.
  • Support the Team in aligning M&E activities with project goals ; support the development, review, implementation, and assessment of the overall M&E framework for projects and funding proposals.
  • With support from the MEAL Advisor, facilitate the design of “SMART” objectives, logic models and theory of change, M&E frameworks, and evaluation plans.
  •  Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions, compare the activities done with the donor’s contract and requirements, generate data and indicator reports for assigned sites for tracking progress against key indicators on a monthly/quarterly basis (oversee the tracking of achievements and indicators for projects/programs at assigned sites).
  • Ensure adherence to specific monitoring, supportive supervision and reporting requirements.
  • With support from the MEAL Advisor, develop quality benchmarking tools for monitoring interventions and track the progress being made.
  • In coordination with the MEAL Advisor and program coordinators, provide technical support to local implementing partners in the planning, implementing of M&E systems and activities including using data for decision-making, and results reporting.
  • Support the development and facilitation of Collaborative Learning and Adaptation (CLA) tools and activities to help in the identification, analysis, and synthesis of lessons learned from program implementation; facilitate incorporation of lessons into the activity cycle with the program coordinators and managers.

Accountability:

  • With guidance from the MEAL Advisor, ensure the, set-up and implementation of the FCR-M systems in MDM project locations of intervention.
  • Lead monitoring of the availability, functionality, and effectiveness of the FCR-M system in the target health facilities and surrounding communities.
  • Support in creating awareness of the FCR-M system within the communities and site location.
  • Support capacity building and understanding of the FCR-M system by MDM and partner staff, community members, and other stakeholders.
  • Ensure operational compliance, accountability, and archiving of project complaints and feedbacks in the central data base in line with donor and organizational requirements.
  • Ensure beneficiary satisfaction survey to improve tailored aid response.

Capacity Building:

  • With support from the MEAL Advisor, conduct staff and partner capacity assessment on MEAL. Support the development and review of MEAL training materials and toolkits.
  • Support the development of the MEAL training strategy or roadmap and lead in the implementation and monitoring of its progress.
  • With support from the MEAL Advisor, conduct capacity training (accountability, monitool etc.) through workshops, and webinars (MS Teams, Skype, Google Meet, etc.).
  • Provide technical support to local implementing partners, including developing tools, logframes, data analysis, planning, and reporting.
  • Provide on-the-job mentorship and coaching to data collection focal persons, on good data management practices.

Management and Coordination:

  • Participate in project planning meetings, providing analytical feedback and support to inform technical decisions (in the absence of the MEAL Advisor).
  • Represent the organization in MEAL Technical Working Groups (TWGs) at site and state levels.
  • Provide supportive supervision to MEAL officers while ensuring they are able to perform their roles and responsibilities coordinating with other departments.
  • Representation at a coordination meeting (in absence of MEAL Advisor) as well as other departments (programmes, finance, HR, operations and logistics) and provide updates/feedback on key issues.
  • Support the organization's communication strategy by providing input for content creation.

Quality Checks, control, and compliance:

  • Oversee the implementation of quality control processes and procedures to ensure the delivery of high-quality project outputs and services.
  • Establish quality control standards, metrics, and performance indicators to measure project effectiveness and efficiency.
  • Collaborate with project managers and stakeholders to address quality-related issues, implement continuous improvement initiatives, and drive quality excellence across projects.
  • Compile and archive the proof-document of the activities.
  • Lead quality control inspections, tests, and reviews to identify deviations from quality standards and recommend corrective actions.
  • Provide training and guidance to project staff on quality control methodologies, techniques, and best practices.

Assessment and Lesson learnt:

  • Conduct baseline and end-line assessment with support from the MEAL Advisor
  • Assessment situation and context to adjust the activities and prepare new projects, as well as organize lesson learnt sessions.
  • Coordinate data management through leading data quality reviews that support validation, quality and completeness of data sets.
  • Support creation and integration of data visualization using Monitool, Excel, and any other software such as MS Power BI and include these in reports, presentations, and information products.
  • Contribute to the development, implementation, and reporting of MEAL activities, including conducting routine monitoring and supervision visits, monthly learning sessions, quarterly and mid-term project reviews, impact assessments, baseline studies, final evaluation, and development and review of performance monitoring plans with relevant data collection systems.

Others:

  • Establish good relationships with the different stakeholders to have a smooth implementation of MDM project and be flexible in performing his/duties.
  • Participate in M&E related workshops and conferences, when possible and stay up to date of best practices and innovations created in the field of M&E.
  • Inform immediately the security focal point in case of any security problem.
  • Perform other additional duties on request as assigned by your supervisor.

Requirements

  • Bachelor’s Degree in a relevant field (e.g., of Social Sciences, Statistics, Public Health, Development Studies or relevant field). Master’s degree an advantage
  • 3-5 years of experience in monitoring, evaluation, and learning in the NGO or development sector.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively in a multicultural environment and with diverse stakeholders.
  • Fluent in English; proficiency in local languages is an advantage.
  • Proficiency in data management tools and software (e.g., Monitool, Excel, Stata, Power BI).
  • Strong analytical and problem-solving skills, with attention to detail.

Salary Range
N500,000 - N750,000 / month.
