Overview
- The objective of the Laboratory Systems Specialist is to provide technical support on leadership of the Care And Treatment for Sustained Support (CaTSS) laboratory program in the state in a manner that strategically support the maintenance and uninterrupted delivery of quality HIV/AIDS and TB care and treatment services integrated into the host country health system, through technical assistance to be provided in close collaboration with the Government of Nigeria (GoN) at the state, and local government levels in five President’s Emergency Plan for AIDS Relief (PEPFAR) - sustained response states
Specific Responsibilities
- The Laboratory Systems Specialist will be required to support the laboratory systems for sustaining patient-centered care and treatment services for HIV/AIDS and TB. This will involve innovative, evidence-based, state-specific, and cost effective technical assistance partnership approach that will allow state and local governments to increasingly assume overall HIV and TB responsibilities. S(he) will be responsible for strengthening laboratory systems in line with MSH broader health systems focus.
- In liaison with the Country Office Laboratory Team, S(he) ensure all MSH-supported laboratories in the State provide quality laboratory services throughout the year by ensuring that all lab equipment is functional at all time and maintaining zero-stock out time for all reagents and RTKs.
- Establish strong collaboration with the Laboratory Directorate in the SMOH, State Hospital Management Board/Bureau for increased state government ownership and funding for laboratory system improvements that leads to sustainability, starting with the state governments setting goals and benchmarks with CaTSS, co-designing, and then co-developing and co-monitoring laboratory activities with the project and gradually taking responsibility.
- Specifically support the SMOH, State Laboratory Quality Management Task Teams and health facilities and continuous quality improvement programs evidenced by proportion of state laboratories that are registered by the MLSCN and prepared towards attaining national accreditation by the MLSCN
- Provide capacity building on basic laboratory management, including planning, budgeting, and integration of laboratory activities.
- Ensure health facility laboratories implement GoN-approved diagnostic protocols, quality control procedures, significant biosafety and biosecurity practices.
- Ensure that all MSH-supported laboratories carry out quality assurance functions, including but not limited to IQA, EQA and PT activities, the availability of quality documents and records.
- Take programmatic responsibility for the functioning of the laboratory information system (LIS) whether paper or electronic at the state level as well as work closely with State Supply Chain Management Specialists to ensure prompt submission of reports from health facilities as required by PEPFAR, MOH and MSH (monthly, quarterly, and as required).
- Contribute to development of lessons learned from programs and projects related to laboratory management of HIV/AIDS.
- Represent MSH on issues of laboratory management of HIV/AIDS at the state level.
Qualifications and Experience
- Minimum of B.MLS/B.Sc. Medical Laboratory Science
- Post-graduate degree in public health/health science is preferable
- Must be registered with Medical Laboratory Science Council of Nigeria (MLSCN) and licensed to practice in Nigeria
- Minimum of 4 years’ experience in laboratory diagnosis of AIDS, tuberculosis and other opportunistic infections and laboratory monitoring of clinical status of people living with HIV essential
- Significant expertise in laboratory Quality Management Systems
- Familiarity with local and WHO/AFRO Accreditation process is a plus
- Must be organized
- Must be solution and objective-oriented
- A methodical individual with strong motivation for service, who enjoys working in a team environment
- Ability to work independently with excellent computer and analytical skills.

Overview
- The objective of the Community Care Specialist position is to manage the MSH CaTSS PHDP/Care and Support portfolio including HIV prevention, OVC services in a manner that strengthens linkages and synergy between community-based and facility-based services; in partnership with the state government, other implementing partners and the community itself
Specific Responsibilities
- Together with CaTSS headquarter and State Staff spearhead the effective and efficient implementation of the HIV prevention, OVC, Care and Support services, provided under the CaTSS project.
- Member of the State Project Management Team that is responsible for overall project performance.
- Provide technical input in the development of an integrated State project plan in collaboration with the State Teams.
- Together with the Clinical Care Specialist, take lead in the establishment of comprehensive HIV and TB services in supported health facilities.
- Conduct targeted advocacy to LGA and community leaders for implementation of OVC, care and support services and HIV prevention programs in target LGAs.
- Be part of the state capacity building and supervisory team ensuring quality HIV prevention program, OVC, care and support services are delivered
- Provide technical assistance to the implementing health facilities and target communities on HIV prevention programming, Care and Support including HTC, adherence support systems, and client retention strategies.
- In collaboration with the SCMS lead, monitor stock levels of Prevention, Care and Support commodities and OI drugs in the State and ensure timely procurement and distribution.
- Network with LGA, grantee CSO and community partners in the LGA to establish a functional referral system for clients between clinical and community-based HIV/AIDS services.
- Ensure timely relevant technical support to all grantee CBOs.
- Participate in activities to scale-up prevention interventions to target communities
- Liaise with the M&E team to ensure functional monitoring, evaluation and reporting of HIV sexual prevention program, care and support/OVC services as required in the project PMP
- Represent MSH CaTSS project at the state and LGA level on matters of HIV Prevention, OVC and care and support.
- Document programmatic achievements and keep the State Team Leader informed on a monthly, quarterly and annual basis
Qualifications and Experience
- Nurse with a graduate degree in a Public Health. Social Worker with a graduate degree and extensive experience working with PLHIV may be considered.
- Experience in HIV Sexual prevention programming and working with key populations, preferably in Nigeria.
- Significant experience in HIV/AIDS Programs with a focus on HIV Care and Support, OVC in resource poor settings in Africa, preferably Nigeria.
- Experience working with CSOs and community structures as well as managing, and supervising allied health professionals.
- Experience with HIV/AIDS programs supported by bilateral agencies such as CDC/USAID and international agencies such as WHO and World Bank preferred, particularly those related to sub granting to CSOs, HTC, treatment adherence and provision for orphans and vulnerable children.

Overview
- The Finance Assistant is responsible for assisting the Senior Accountant/Finance Manager with safeguarding the assets (financial and physical) of MSH and ultimately the U.S. Government or other donor against fraud, loss or misuse.
- The Finance Assistant is responsible for ensuring that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, MSH policy, and any cost principles imposed by the donor agency.
- The Finance Assistant is aware of, and adheres to, MSH’s procurement integrity standards in all activities
Specific Responsibilities
- Prepare payment vouchers
- Properly code all transactions
- Payment of expenses, including per diem and transport to participants during activities in the field
- Prepare and control advances
- Assure balances of unused portions of advances are deposited into the MSH account
- Prepare deposit slips for cash to be deposited into the bank account
- Maintain accounting files
- Follow up on outstanding advances and assure timely reconciliation
- Participate in the improvement of the accounting system and the system of internal control
- Preparation of forms for payments of taxes and social security
- Other tasks as requested by supervisor
Qualifications and Experience
- Minimum of University Degree or HND in Accounting.
- Minimum of 1 year (one) of experience in accounting. Knowledge of US Government funded programs, regulations and requirements
- Proficiency in Microsoft Office programs, especially Excel spreadsheets
- Ability to use basic accounting software (i.e. QuickBooks) or comparable software
- Demonstrate good judgment and sound financial "common sense"
- Computer skills including proficiency in Microsoft Office Suite applications (Excel spreadsheets, word processing, and electronic mail along with data entry experience)

- The objective of the M&E Specialist position is to provide technical leadership in the roll-out of CaTSS M&E plan in the states integrating it with other health systems and generating strategic data for program management, reporting and documentation of best practices
Specific Responsibilities
- Spearhead the roll-out of CATSS M&E plan in line with PEPFAR and national reporting requirements
- Member of the State Project Management Team that is responsible for overall project performance
- Provide technical input in the development of an integrated State CATSS project plan in collaboration with the Directors, Advisors and State Teams.
- Take lead in the implementation of CaTSS state M&E plan and reporting formats for PEPFAR indicators and targets in collaboration with the State Team, Advisors and Directors
- Establish system for flow of information from service-delivery points to the CaTSS central data base and ensure timely M&E technical support to all implementing health facilities.
- Take lead in building the capacity of health units’ M&E staff and relevant health and community workers in collection, summarization, analysis and presentation of M&E data.
- Manage the roll-out of the project M&E data quality assurance system including quarterly data quality audits.
- Coordinate regular data quality assessments, undertaken in a participatory manner, with facility staff and ensure the completeness, consistency and validity of routine data including Electronic Medical Records (EMR) and mobile applications.
- Ensure that the quality of program/project Monitoring and Enhanced Evaluation in the sites is of international standard and quality by supporting the development and implementation of appropriate mechanisms to ensure quality.
- Provide direct technical assistance and capacity building in the design and implementation of the program/project Monitoring and Enhanced Evaluation components of the activities in the communities served.
- Build capacity of local partners in project monitoring and with program staff and local partners, used program/project monitoring data to modify existing programs and design new programs.
- Provide technical support in evaluation research (including sampling strategies, analysis and presentation of data) to the local research groups working on the Secure the Future project.

Qualifications and Experience
- Postgraduate degree in Statistics, Epidemiology or related field with focus on monitoring and evaluation and/or Biostatistics
- Minimum of 3 years hand-on monitoring & evaluation experience
- Minimum of 4 years’ experience in developing monitoring plans and/or management information systems 3 years of which spent working with NGOs in an African setting
- Minimum of 3 years’ experience working in HIV/AIDS programs in Nigeria
- Familiarity with PEPFAR reporting systems highly desirable, particularly for HIV Counseling and Testing, prevention of Mother-to-Child Transmission, ART, and OVC
- Good analytical, presentation and reporting skills
- Excellent inter-personal, multi-cultural and team building skills

- The objective of the Clinical Care Specialist position is to manage the MSH CaTSS ART program in a manner that strengthens integrated delivery of comprehensive HIV/TB and PMTCT services in partnership with the state government and other partners, and leads to sustainable HIV/AIDS prevention and control efforts.
Specific Responsibilities
- Provide technical input in the development of an integrated State and LGA project plan in collaboration with the Advisors and State Teams.
- Take lead in the establishment of comprehensive HIV/TB care and treatment services as well as PMTCT services in CaTSS focus states.
- Be part of the State capacity building and supervisory team ensuring quality PMTCT/ART/TB service delivery at supported health facilities
- Provide technical support on HIV care and treatment including PMTCT, ART, adherence, OI management to state partners and facility based multi-disciplinary teams.
- Participate in activities to scale up HIV and PMTCT services to underserved communities in target States.
- Liaise with the HMIS staff to ensure functional PMTCT/TB/ART monitoring, evaluation and reporting systems as required in the project PMP

Qualifications and Experience

- At least 6 years’ experience with HIV/AIDS care and treatment programs supported by bilateral agencies such as USAID/CDC and international agencies such as WHO and World Bank preferred. Extraordinary verbal and written communication skills to manage project communications and disseminate project information are required.
- Strong written and oral presentation skills in English.
- Excellent grasp of clinical issues and current literature on HIV/AIDS care and treatment.
- Experience in developing country health care programs.
