  • The Deputy Director of Programs (DDP) is a member of the senior management team (SMT) (along with the Deputy Director of Operations (DDO), Deputy Director of Field Management (DDFM) and Financial Controller (FC)).
  • She/he is responsible for leading and managing the program/sector, grant management and M&E teams in the Country Program. The DDP is expected to contribute to high levels of teamwork and inter-departmental and cross-sectoral collaboration.
  • Through her/his leadership the IRC Nigeria country program will develop and implement high quality programs based on the principles of results, data-driven analysis, problem identification and problem solving.
  • The DDP will also be the focal point for strategy development, review and monitoring. The position is based in Abuja with frequent travel to all field locations.
Major Responsibilities Ethics, Integrity and Safeguarding:
  • Adhere to and act in accordance with the IRC Way (code of conduct) and other Global HR Policies and Procedures, and communicate through word and example a high standard of compliance with all applicable policies and regulations.
  • Ensure that programs are designed in ensure integrity and safeguarding are central to all interactions with clients.
Security:
  • Contribute to the highest possible standard of security management through SMT level security and risk analysis and planning and the integration of security principles in program design and implementation, grant management and M&E.
Management and Strategy:
  • Actively contribute to and participate in management and leadership platforms such as the senior management team, the country leadership team and the country management team.
  • Be a champion and focal point for the development, periodic review and implementation of the Nigeria Strategic Action Plan and ensure quality and meaningful participation of programs, grants and M&E teams in strategy and research related activities and initiatives.
Program Design and Implementation:
  • Ensure the highest level of quality in program design through robust and in-depth context analysis, development of theories of change and sector level strategies.
  • Through rigorous M&E processes and results-based management ensure periodic and systematic learning is informing program design and adaptation.
  • In partnership with the DDFM ensure efficient and effective delivery of program commitments through overseeing the development and implementation of tools such as procurements plans, budget versus actual reports, work plans etc.
  • Oversee appropriate technical assistance for all sectors ensuring that programs are reaching a high quality through use of best practice, evidence base and up-to-the-minute learning.
Business Development and Grant Management:
  • In conjunction with SMT colleagues, lead the development, implementation and review of IRC’s country program business development strategy to ensure that individual sector programs, overall strategy and operations are adequately funded.
  • Lead the grant management team to ensure IRC Nigeria are meeting all institutional donor and internal reporting and compliance requirement.
Representation, advocacy and Communication:
  • In conjunction with the CD and DDFM, ensure that the IRC is effectively represented in relevant coordination fora and networks and with relevant stakeholders.
  • This representation should aim to bring to bear IRC’s learning and experience to improve the overall humanitarian and development response in Nigeria.
  • Drive an advocacy strategy that advances the strategic aims of the country program.
  • Ensure that the IRC has an appropriate range of communication products to highlight the work of the country program to various audiences.
Human Resources Management:
  • Provide leadership to the human resources and administration team and ensuring the application of best practices and adherence to national and state level NGO and other relevant compliance regulations. Ensure proper functioning of the HR department and necessary support to all sectors and teams.
  • Oversee the development/review of HR policies, guidelines and processes.
  • Ensure recruitment, staff planning, training needs assessments and plans are carried out to meet the needs of all departments. Oversee the administration functions especially as they relate to rental agreements, visas and registration.
Qualifications
  • At least seven years of international experience with two years of experience in the management of emergency, post-conflict and development programs.
  • Demonstrated skills and experience in program design and delivery, including proposal development
  • Proven capacity in staff management, multi-tasking, time management and diplomacy.
  • Excellent communication and presentation skills
  • Must be an innovative and creative problem solver, and a team player, with experience working with multi-cultural teams.
  • Fluent in English

  • The Health Outreach assistant is responsible for patient care at the mobile clinics and overseeing community health activities for the population in the catchment area of IRC mobile clinics in Konduga, Borno State.
  • The Health Outreach assistant reports to the team leader/health clinical officer.
Major Responsibilities
  • Will support the health activities in triaging patients, assessment of patients, health education.
  • Act as the link between Health facilities/mobile clinics and the community to ensure awareness of available services, proper follow-up of patients and defaulter tracing.
  • Develop and conduct training of community volunteers on pillars of safe motherhood, infant and young child feeding practices, infection prevention and control, general child care and hygiene promotion.
  • Provide health and nutrition messaging in the communities, in collaboration with community volunteers.
  • Conduct regular meetings with the CVs, for sharing information, discussing relevant health issues and weekly activity plans for health messaging in the communities.
  • Ensure health basic protocols and other IEC materials are well displayed in the facilities and outreach sites.
  • Ensure mobile clinic sites are clean and well maintained.
  • Establish effective referral mechanism between the mobile clinic and the hospital/IPD. Collect weekly activity reports from the CVs, review, discuss and submit to the team leader/health officer
  • Supervise and monitor CVs in the community.
  • Assist the health officer in patient care at the Health facilities and mobile clinics
  • Jointly with the team, provide ongoing education for clinic staff and CVs.

Operations:
  • Maintain an updated record and compile and submit monthly reports of all services given.
  • Monitor and ensure the proper usage of health and program supplies.
  • Prepare weekly workplans and ensure timely implementation of the project activities.
Communication and Reporting:
  • Support Health Clinical Officer in compiling statistical reports from the mobile clinics for submission weekly, monthly and annually.
  • Ensure adequate flow of information for all supervisees with constant feedback as may be required.
  • Carry out other relevant or requested duties as may be required.
Key Result Areas:
  • Improvement of key health indicators mainly prevention of communicable disease, neonatal mortality ratio, and community population coverage.
  • Increased uptake of health services as a strategy of reducing mortality
  • Increased uptake of positive practices related to health, nutrition and hygiene.
  • Timely and quality health care services to displaced persons, refugees and other vulnerable groups.
  • Community volunteers actively participate in health services within their community.
Qualifications
  • Registered Nurse, whith BNSc is an added advantage
  • A mature person of high professional discipline and moral integrity, able to work under stress as the situation may dictate.
  • Must possess the practicing license and relavant certificate.
  • Experience in nutrition is an added advantage.
Competencies:
  • Two to three years experience in clinical medicine or public health.
  • Proven experience in community based programming with the ability to motivate and lead community volunteers.
  • Ability to work with displaced communities with diverse cultural and ethnic backgrounds.
  • Experience in working in a team.
  • Flexible to travel and work in different locations.
  • Ability to speak Hausa and local languages will be added advantage.
  • Proficiency in computer skills, especially in MS Word and Excel is an added advantage.

  • The IRC is seeking two Urban Resilience Assistant to support it’s From Response to Resilience project in Maiduguri, Nigeria. Through the project, we will build the resilience of the people, neighborhoods, and governmental systems of urban Maiduguri to address the risks the city currently faces. We will implement this project while supporting the local integration of internally displaced persons wishing to reside within Maiduguri permanently.
  • As Community Engagement Assistant, you will assist the Community Engagement Officers to collaborate with Maiduguri’s communities, ensuring that the project is effectively implemented on schedule and to maximum benefit for Maiduguri's residents, in tune with their needs and preferences.
  • You will support the implementation of the three-year Area Based Approach project, including the establishment and oversight of community-based feedback and complaint mechanisms, mobilizing local communities, and organizing community engagement sessions.
  • The Community Engagement Assistants will be based in Maiduguri.  S/he reports to the Senior Urban Resilience Manager.  The Community Engagement Assistant shall carry out any other tasks as required by supervisors.
Major Responsibilities Project Strategy and Quality:
  • Work as part of a team to design, plan, execute, and monitor neighborhood-based activities, ensuring that communities are able to freely and safely voice their needs and preferences.
  • Help to plan and carry out community mobilization, awareness creation, and information dissemination activities.
  • Assist the Community Engagement Officers in planning, organizing and implementing capacity building trainings at the community level.
  • Complete weekly reports on project activities, including good quality activity photos, documentation of feedback from community engagement sessions, and the proactive sharing of lessons learned.
  • Assist in keeping records of all community-based activities
  • Coordinate referral pathways between consortium partners and other IRC sectors, ensuring targeted assistance is provided to extremely vulnerable individuals.
Administrative Support:
  • Provide direct administrative support to Urban Resilience team including copying, dissemination of documents, assisting the preparation of procurement-related documents, tracking purchase and payment requests, etc.
  • Collect information, compile data, produce reports, and organize files as requested by Senior Urban Resilience Manager
  • Support the development and maintenance of knowledge management systems for sharing information across the consortium, to other sectors within the IRC, and to external stakeholders
  • Coordinate with IRC HR and Logistics teams as necessary to organize travel and administrative needs
  • Carry out other tasks as assigned by the supervisor.
Qualifications Education:
  • Bachelors degreee in Social science, Economics, International Affairs/Relations or related field is required. Masters degree in Internationl Development, Urban Planning or public policy related field is a plus.
Work Experience:
  • At least 1 year of professional humanitarian/development experience; Experience with neighborhood-based projects highly desirable.
  • Experience with community engagement and participatory processes, including: previous facilitation of group work with relevant populations, active participant of sectoral/social groups, and experience with capacity building or training exercises.
  • Knowledge of urban resilience concepts a plus.
  • Good communication skills (written and verbal), cultural sensitivity, flexibility, ability to improvise, team player.
  • Able to solve complex problems through a reciprocal and consultative approach
  • Ability to live and productively work under stress while maintain a sense of humor.
Languages:
  • Fluency in spoken and written English is required.
  • Knowledge of one or more local languages is obligatory.
  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
