Position Summary
- Creative is seeking a Standards Specialist for an anticipated donor-funded project in Nigeria aiming to enable more effective state and non-state systems to deliver foundational skills to all children.
- The Standards Specialist will be responsible for assisting coordination and development of English early literacy standards with government stakeholders and international short-term technical assistance (STTA), ensuring alignment with English and Hausa education standards and with overall literacy expectations for Nigeria.
Reporting & Supervision:
- This position reports to the Assessment and Standards Advisor.
Primary Responsibilities
The Standards Specialist will:
- Coordinate the development of early literacy standards with government stakeholders and international STTA, ensuring alignment with Hausa standards and with overall literacy expectations for Nigeria;
- Provide leadership for the development and/or adaptation of curricula and instructional materials, in coordination with the Information and Communication Technology and materials development specialist;
- Develop, implement, and support teacher, school leader, and local government authority staff training in early literacy methods and materials, in coordination with the teacher training specialists;
- Coordinate with staff in state offices to ensure the fidelity and quality of program implementation at the school level;
- Coordinate with the monitoring and evaluation team to develop knowledge-sharing efforts related to early literacy, including communication briefs and presentations on achievements and lessons learned; and
- Coordinate with the project director and home office technical team to share lessons learned, problem-solve, and ensure that work in the field meets the highest standards of quality and is consistent with the state of the art in early grade
Required Skills & Qualifications
- Educational Qualification in Standards, or related fields;
- At least 10 years of general experience and five (5) years of experience in measurement, evaluation and student assessment;
- Expert knowledge in reading instruction;
- Demonstrated experience in measurement, evaluation and assessment report writing;
- Good communication and interpersonal skills are required;
- Knowledge of USAID Rules and Regulations, previous experience working on USAID-funded projects is preferred; and
- Professional proficiency and fluency in written and spoken English.

- The Coaching and Mentoring Specialist is responsible for leading the development and implementation of an evidence-based coaching and mentoring model for bilingual learning with literacy instruction.
Reporting & Supervision:
- The Coaching and Mentoring Specialist reports to the Teacher Education Advisor.
Primary Responsibilities
- Employ a proven coaching protocol and procedure that will be implemented at the school and district level and monitored at the provincial level;
- Effectively train and manage the combination of trainers, reading coaches and teachers;
- Work with trainers/coaches to provide the skills and materials to continually improve, adapt, and cater trainings based on post-test performance data and information on individual teacher performance gathered during coaching sessions;
- Develop coach recruitment and selection criteria, formalize certification of coaches, and work to institutionalize a coach incentive package;
- Collaborate effectively with Ministry of Education on training activities while building capacity.
- Ensure all teacher behavior and learning materials are gender-sensitive, respond to needs of children with disabilities, and be respectful of student diversities;
- Manage the outputs and performance of state-based personnel; and
- Perform other related duties as assigned.
Required Skills & Qualifications
- Master’s Degree in Education or related Pedagogically oriented field;
- At least four (4) years of experience in work specifically to improve education programming directed to rural, ethno-linguistic underserved populations;

- The Assessment and Standards Advisor will be responsible for coordinating the development of English early literacy standards with government stakeholders and international STTA, ensuring alignment with Hausa standards and with overall literacy expectations for Nigeria.
- The advisor will work closely with the project technical teams to provide technical guidance and support field activities to improve teachers’ ability to use continuous assessment and assess their progress; improve reading standards and benchmarks; and strengthen school monitoring practices.
- S/he will also work closely with the Ministry of Education in the areas of student assessment and reading standards and benchmark setting and dissemination.

- This position is housed in Abuja, Nigeria, reporting to the Team Leader.
