Overview
- With the progress made on the implementation of the technical assistance to Government on the EGHS project, Knowledge management, measurement and learning Advisor position it required to expand the knowledge base, scientific documentation and learning of the project in Jhpiego.
- He/She will work with Jhpiego Technical Advisors and government to facilitate high quality documentation on integrated disease surveillance, One health, syndrome and/or event-based surveillance systems, community-based surveillance systems, laboratory, health systems and others.
- He/she will support the development of specific data policy publications and documents such as reports, one-page fact sheets, proposals, and other related materials.
- Provide TA in interpreting and translating scientific data into easily understood materials, development of Abstracts, manuscripts, success stories etc.
- He/She in collaboration with the EGHS Project Director will provide leadership to improve the knowledge management systems for EGHS program and technical resources; enhance visibility of project learnings and support effective implementation of program implementation, reporting and documentation.
Responsibilities
Data management:
- Support Technical Advisors to strengthen integrated disease surveillance, with real time availability of actionable, high quality surveillance data that can be used to guide decision making National / subnational .
- Support scripting and development of data collection tools like ODK for data collection and checklist development at nationalrk
- Provide support to strengthen capacity in data analysis and data driven decision producing periodic (weekly, monthly and quarterly) analysis feedback from surveillance data to enhance decision making at relevant levels leveraging on the routine monthly Surveillance Data Quality Management (SDQM) National/states 18)
- In collaboration with other Jhpiego TA, facilitate real time data capturing of testing data across service delivery point including data collection, tools, capacities, SOP’s, hardware and systems integration data into SORMAS and use at subnational
- Strengthen transmission of standardized electronic surveillance data across all levels of government national and subnational (LGA, State and community levels to a central national hub).
Knowledge Management:
- Identify creative and effective ways to generate and share knowledge with a view to leveraging good practices and improving the EGHS programs
- Coordinate knowledge capturing, sharing, and strategic learning to speed performance-based adaptations and bring new innovations to the Ministry’s programmatic work in country at both National and subnational.
- Develop stories/narratives reports about the work and best practices of EGHS for a variety of media.
- Actively participates in the development of annual work plans and any specialized technical planning or reporting.
- Work closely with EGHS staff to develop information products and learning material.
- Develop IEC materials, job aids, publications and presentations as needed.
- Develop a repository of relevant EGHS documents and materials on One-Jhpiego and SharePoint.
- Work closely with the Project director, program manager and technical advisors to identify cross cutting capacity building needs of technical and programmatic staff, plan and coordinate KM brown bag sessions for the EGHS team.
Measurement and Learning:
- Lead or support research and evaluation activities including designing ToRs; hiring consultants; overseeing field teams, analyzing data and writing report
- Reviews and enhances systems for the analysis, triangulation, interpretation, dissemination and utilization of data from multiple sources (routine, survey, surveillance and vital statistics among others) for policy making.
- Develop abstracts and manuscripts for publication in a scientific journal to document lessons learnt on EGHS project implementation.
- Ensure compliance to donor and Jhpiego reporting requirements .
- Provides technical support for the collection, analysis, triangulation and interpretation of data and the monitoring of programmatic, surveillance, demographic and epidemiological indicators.
- Contributes to the identification and analysis of data from multiple sources in order to identify national and sub national trends and risk factors
- Perform any other duties as assigned by supervisor
Required Qualifications
- Master's Degree in Public Health, Epidemiology, Strategic Information, International Development or other related fields.
- Bachelor's Degree in Computer Science, Computer Engineering, Statistics, Monitoring & Evaluation or Data Management related field with additional data management training – Essential
- Experience in word processing, use of spreadsheets (including graphing), database use, e-mail communication and Internet research,
- Possess a range of computer skills (including Word Access, Excel, PowerPoint, Outlook, and Access), which may need to be acquired through very quick learning.
- Fluency in verbal, written and interpersonal communication in English.
- Fluency in any local language in the project locations will be an advantage
- Proficiency in writing and editing letters, reports, and documents.
- Minimum of 10 years of experience working in data management or monitoring and evaluation field and a minimum of 5 years of work experience in developing countries,
- Experience in the collection, analysis and interpretation of data and in the monitoring of demographic and epidemiological indicators,
- Experience in developing abstracts, manuscripts, success stories etc.
- Experience in transferring knowledge and skills through seminars, brainstorms and workshops,
Knowledge, Skills And Abilities:
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
- Proficiency in word processing, Microsoft Office and data software.
- Ability to travel 25% of time.
- Nigerian nationals are strongly encouraged to apply.
- Excellent presentation skills and verbal and written communications skills.
- Previous experience working in INGO.
- Diplomatic; demonstrate experience in undertaking high-level policy dialogue with different stakeholders - Well-developed written and oral communication skill
