Responsibilities
Organizational Setting and Work Relationships:
- The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower persons of concern.
- The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, Country Operations and key external partners, including persons of concern.
- Under the direct supervision of the (Snr) DIMA Coordinator/Deputy Director/Head of Service/Deputy Representative or other IM staff or designated manager, the Associate Information Management Officer supports data and information management activities in the relevant country and regional offices.
- They are part of a team of data and information management staff (depending on office configuration) and support coordination among staff working on information and data management activities and liaison with Headquarters/Region/Country on data related issues.
- Information and data management staff are responsible for coordinating, planning and delivering on data and information activities for all UNHCR operational contexts, responses and populations of concern, including providing coordination and leadership in partnerships on data with all stakeholders including persons of concern.
- They serve the entirety of UNHCR staff and activities, including protection, programme, operations, external relations and executive management for evidence-informed planning, advocacy, and coordination.
- They are key in ensuring multi-stakeholder, multi-sector, and multi-country activities are provided with robust and meaningful data and information to support planning, funding and advocacy efforts. This includes both internal and external assessments, regional and country-based planning and monitoring activities such as the COPs, CRRF, RRPs, HNOs, HRPs, and Cluster Plans.
- Information and data management covers the assessment, design, implementation and evaluation of data and statistical related activities. This includes assessment of the information landscape; definition of information and data needs; design of data and information activities, including data collection, analysis, storage and dissemination; implementation of data and information management activities; and monitoring and evaluation of data management activities.
- The focus is largely operational data along with financial and HR data related to assessment, planning, monitoring and evaluation. This is the data, information and analysis needed to deliver robust and comprehensive assessments and evaluations, and to support results-based planning, monitoring and reporting implemented by UNHCR and by its partners.
- Depending on if they are located in HQ, regional or country offices, the role of the data and information management staff is to provide the necessary quality assurance and technical support for the full range of the data and information management and analysis activities to countries and regional offices; to ensure these process are in accordance with technical standards for data and information management; and to undertake regional or country data and information management (definition, collection, analysis, storage and dissemination) activities. In addition they are responsible for coordinating HQ and external support to the country and regional offices, to liaise with relevant bodies on relevant data and statistical matters; to monitor the quality of data and information management activities in country/regional or HQ; to design and implement global, regional or country-based data strategies and systems; to ensure data and information activities are implemented in according with data privacy policies, global data sharing agreements and data protection regulations; to communicate the status, value and importance of data; to provide the data, information and analysis needed for global analysis; and to identify risks and opportunities based on insights derived from data.

Duties
Coordinate data and information management activities:
- Participate in the data and information management team and activities.

Undertake data and information management activities at the Global/Regional/Country level:

Organizational Context
- Head of a UNHCR Field Office (HoFO) is a senior managerial position within a given country operation. The incumbent carries the full delegated authority of the UNHCR Representative (or the country Manager or Head of Sub-Office) of the country, who will exercise entire supervisory managerial responsibility over the position.
- The position, on the other hand, provides all information on developments in relation to the protection (legal protection issues relating to the persons of concern to UNHCR), security (Physical security in relation to the UNCR staff and the persons of concern to UNHCR) and operational matters (programme and office management / administration) within the domain of its geographical area of responsibility to the UNHCR Representative (or the country manager) on a regular and timely manner. Subject to the specific legal or socio economic or security developments in the Area of Responsibility (AOR), Representative will direct and guide the Head of Field Office to take the most appropriate course of action. Concerning overall physical security concerns, HoFO will liaise directly with the competent UN security coordinator while keeping the UNHCR Representative fully informed.
- While the functional responsibility of a Head of Field Office will always remain the same despite its grade level, the other parameters (therefore the depth and breadth of the competencies) such as the size of the population of concern to UNHCR, their specific legal/security concerns, volume of assistance, Number of operational / Implementing partners and the size of the Office (i.e. number of UNHCR staff and their grade levels) will determine the appropriate grade level. The operational autonomy also depends upon the same parameters/competencies.
- As the most senior UNHCR staff member within the given geographical area, he/she is required to liaise with all the relevant senior government officials, security organs in the area, the Head of various Non-Governmental Organisations (both national and internationals based in the area), Civilian/tribal leaders/elders, local opinion makers and the local media net-work to ensure his/her assigned responsibilities are effectively and efficiently discharged.
- As the extended field representative of UNHCR at the front line of High Commissioner's operations, he/she remain as the effective advocate and assistant to the local authorities to ensure that the respective government authorities in the area implement their conventional responsibilities in favour of refugees and others of concern to UNHCR.
Functional Statement
Accountabilities:
- The Convention concerning the treatment of asylum seekers, IDPs, refugees, returnees and the stateless, where applicable, is disseminated to the local authorities.
- UNHCR policies and standards are applied consistently in the AOR to ensure quality protection of populations of concern.
- A healthy, safe and respectful working environment is provided to the workforce in the AOR.
Responsibilities:
- Monitor and report on the implementation of refugee conventional responsibilities and international obligations of the local authorities Vis a Vis the population of concern to UNHCR within the given geographical area; based on local situations/developments make appropriate recommendation to the UNHCR Representative/HoSO.
- Advocate and promote UNHCR standards concerning the treatment of asylum seekers, refugees and returnees as well as IDPs, where applicable; Advocate, promote and encourage the concerned authorities and local opinion makers to uphold established UNHCR standards that have become the international norms.
- Ensure that the basic needs of the concerned population are properly assessed with the participation of the beneficiaries themselves, the host governments and/or the competent Implementing partners and/or UNHCR itself.

Organizational Setting and Work Relationships
- In the Bureaux, the Senior Protection Officer works under the direct supervision of the Bureau Deputy Director or Head of Bureau Protection Service or Senior Protection Coordinator. In the Field, the incumbent normally reports to the Representative, Deputy or Assistant Representative (Protection) or Head of Sub Office as appropriate.
- The incumbent has direct supervisory responsibility for protection staff whose work may include RSD, community-based protection, registration, resettlement, internal displacement, complementary pathways, and education, among other areas. In HQ, the incumbent may report to a Chief of Section or Deputy Director and may lead a Unit and/or supervise other protection staff.
- The incumbent acts as a key advisor to senior management and leads the development of a comprehensive protection strategy under the area of responsibility (AoR).
- S/he represents the Organization to authorities, UN sister agencies, partners and other stakeholders on protection policy and doctrine.

Duties
- Provide technical guidance and support to UNHCR and partners on all protection related issues.
- Stay abreast of legal, political, social, economic and cultural developments that have an impact on the protection environment.
- Manage a consultative process with government counterparts, partners and persons of concern to develop and implement a comprehensive protection and solutions strategy addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, persons of diverse sexual orientation and/or gender identities (LGBTI persons), persons living with HIV/AIDS; gender equality and Sexual and Gender Based Violence (SGBV) priorities with regard to these persons.
- In operations applying the Cluster Approach, ensure the response of the Protection Cluster is grounded in a strategy which covers all assessed and prioritized protection needs of the affected populations.
- Ensure that the protection strategy is fully integrated into the Country Operations Plan, the UN Development and Assistance Framework (UNDAF) and the Humanitarian Country Team¿s common humanitarian response plan as well as with the implementation of the Global Compact on Refugees and the Three Year Strategy on Resettlement and Complementary Pathways.
- Promote relevant International, Regional and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct and ensure that all sectors and /or in clusters in applicable operations fulfil their responsibilities in mainstreaming protection.
- Promote the implementation of the AGD policy, including UNHCR's updated commitments to women and girls, and design, deliver and monitor programmes on an AGD basis to address identified protection needs.
