Job Title: Information Management Officer (MM/IM)

Context

  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
  • To meet these challenges IOM, with support from the European Union (EU), has developed targeted interventions in Nigeria and transit countries to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, provision of direct assistance through search and rescue support, identification, referral and direct assistance to vulnerable migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
  • As part of IOM’s global efforts to strengthen information management in the area, systems are being upgraded and expanded to ensure that data is systematically stored and managed through a centralized, standardized system. The upgrade improves operational efficiency and the data produced will be used to develop the evidence base on migration and vulnerability and provide valuable insight into IOM’s programming. The expanded systems will also include processes to improve the assistance workflow and monitoring of the return and reintegration experiences and outcomes of returns, as well as the assistance provided to all migrants in vulnerable situations assisted by IOM.
  • Working under the overall supervision of the Project Manager (MM) and Head of Sub Office, Lagos in Nigeria and the direct supervision of the Programme Support Officer (MM/PSU), Lagos and the thematic supervision of the Regional Office (RO) and Headquarters (HQs), the successful candidate will be responsible for the implementation, monitoring and effective coordination of Information Management (IM) related activities within the Migration Management Unit (MMU) in Nigeria.

Core Functions / Responsibilities

  • Assist in planning, developing and supervising the implementation of all IM activities in Nigeria. Monitor quality output, allocation of resources to achieve the identified outputs, and the selection of personnel and partners, and participate in overall management functions.
  • Coordinate with Sub-Units to identify and analyze needs related to information management and prepare tools, conduct preliminary analyses and draft reports relevant to proposed programmes.
  • Support the Unit’s monitoring and evaluation team in developing tools and analyzing collected data for feedback mechanism, data management, and reporting.
  • Support the roll out and application of the latest MiMOSA upgrade in Nigeria in particular for the use in EUTF funded migrant protection and reintegration programming.
  • Participate in the development and maintenance of databases and other information management/reporting systems.
  • Provide guidance and training on the implementation and effective use of data collection tools embedded in IOM’s institutional information management systems – including MiMOSA, Flow Monitoring and standardized M&E tools for voluntary return and reintegration – in Nigeria to support and improve data monitoring, analyses and reporting.
  • Produce and provide data and information for the development of reports as required to be used for internal and external publications, with focus on IOM Nigeria’s Migration Management programming outcomes and impact.
  • In coordination with the DTM team, support the Migration Data Team in the implementation of Flow Monitoring related activities of the EU-IOM Joint Initiative for Migrant Protection and Reintegration.
  • Identify and implement practical solutions related to data collection, analysis, and visualization of Migration Management Unit’s activities, in line with best practices on data security and data protection.

Required Qualifications and Experience
Education:

  • Master’s degree in Information management, Demography, Geography, Statistics, Economics, Computer Science, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience:

  • Experience of information management work, including data verification, validation, classification, and transformation;
  • Experience in the development and management of databases and applications;
  • Experience in the field of migrant assistance, particularly Assisted Voluntary Return and Reintegration (AVRR) and protection strongly preferred;
  • Experience using MiMOSA is strongly preferred;
  • Experience in the development and management of (SQL and NoSQL) databases and applications is preferred;
  • Experience in the use of database applications and statistical analysis tools.

Skills:

  • Excellent qualitative and quantitative data analysis skills and demonstrated ability to produce high-quality information products;

Job Title: Public Information Officer

Context

  • Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Development Coordinator, in close coordination with the Head of Sub-offices and in collaboration with the Regional Media and Communications Officer in RO Dakar and the Head of the Media and Communications Unit in Geneva, the successful candidate will be responsible for assisting in the implementation of public information (PI) strategies that promote an accurate narrative on migration in the media, among the UN and other IOM key partners as well as the general public.

Support all procurement transactions and analyse them for conformity with specified requirements.
  • Follow-up on purchase orders status and keep Programme Managers abreast with estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with PO specifications, and that all goods are in good condition.
  • Create and maintain the database of vendor, contractor accreditation and evaluation status to ensure a pool of reliable service providers to address the needs of the Country Office.
  • Establish and monitor a tracking system for purchase requisitions raised in the Sub-Offices; organize and maintain proper filing systems.
  • Undertake physical inventory of the assets in the Sub-Offices and update it on a periodic basis; implement effective systems for assets management; ensure that appropriate record is kept on assets disposal.
  • Direct and supervise stockroom management practices, in order to ensure there is no undue overstocking or loss.
  • Manage and supervise the overall maintenance and repair of office facilities, including preventive maintenance. Establish maintenance agreements with competent service providers when it is feasible and determined to be cost effective.
  • Assist in the coordination of vehicle controls, supervision of drivers and management of staff movements.

Job Title: Head of Sub-office

Context
Under the direct supervision of the Chief of Mission (CoM), in coordination with the Regional Emergency and Post Crisis (EPC) Specialist in Regional Office (RO) in Dakar and technical oversight of Headquarters (HQ) Department of Operations & Emergencies (DOE), and with other Resources Management Units and other Units in Abuja, the successful candidate will be responsible for overseeing all aspects of the Emergency Response Programme in Northeast Nigeria and the Maiduguri Sub-Office, project development, implementation, monitoring and evaluation (M&E), reporting, donor relations and staff supervision. In particular, s/he will carry out the following duties:

Core Functions / Responsibilities

  • Supervise and manage the operational, human resources, administrative and financial functions of the Sub-Office in accordance with the Organizational regulations and procedures. Execute responsibility for the recruitment and capacity building of local staff.
  • In coordination with the CoM, Project Development Officer and Project Managers, lead the development of new and ongoing emergency response programmes in Northeast Nigeria, including the Sub-Office Operations in Maiduguri and provide guidance to the Emergency Response.
  • Develop and maintain close liaison with local authorities, assistance actors (including NGO's and UN Agencies), and with the United Nations Mission in Maiduguri. Represent the Organization and participate in coordination meetings at the State level vis-a-vis the Government and partners.
  • Identify and develop projects and activities of interest for IOM in coordination with CoM, the relevant Programme Coordinators and in cooperation with government partners and communities.
  • Identify opportunities to expand IOM programming beyond emergency response including, operationalizing IOM Nigeria’s humanitarian, Development, and Peace Nexus programming as well as increasing IOM’s footprint in early recovery, transition, livelihood and community stabilization.
  • Direct and monitor implementation and reporting of all the Sub-Office activities; supervise the work of Project Managers/Officers responsible for the execution of emergency projects. Regularly meet Project Managers/Officers on the progress of project activities, burn rate, and donor reporting.
  • Ensure application of strategy, procedural standards and policies of IOM emergency projects. Review the overall direction and strategy of the Emergency Response Programme for effectiveness on a regular basis and build linkages with other IOM programmes in the Country and the Region.
  • Oversee the development of Emergency Response project implementation strategies and preparation of dedicated standard operating procedures aimed at meeting the projects’ and Sub-Office objectives.
  • Monitor the performance of the programmes to ensure that the targets are being met, in coordination with Programme Managers. Provide regular reports to the CoM in order to provide an objective overview of programme performance. Prepare and submit reports to the CoM covering office operations, programme implementation, and progress programmes.
  • Analyze operational and administrative activities and prepare recommendations with a view to increasing their effectiveness and streamlining procedures. Ensure compliance with IOM rules and regulation and internal controls.
  • Provide the CoM an objective overview of the performance of the programmes and Sub-Office operations and isolate any factors that may be leading to underperformance and prepare proposals for appropriate action.
  • Supervise the administrative functions including but not limited to:
    • Staff recruitment and management ensuring that IOM Administration rules and regulations are implemented and followed;
    • Tracking and supervising the financial expenditure per project code;
    • Maintain records in coordination with the Resource Management Unit and in accordance with programme standards;
    • Ensuring proper management of the office and maintenance of the IOM properties, infrastructures and assets;
    • Ensuring an updated inventory of assets, in coordination with relevant departments; and,

  • Ensure a comprehensive emergency response including good and effective coordination of activities between different IOM emergency projects and adequate monitoring of activities in North-East Nigeria. Improve and expand IOM Emergency Team structure and human capacity to cope with the scale-up of emergency response in Northeast Nigeria. Identify new opportunities and recommend/implement measures to improve emergency projects and increase the efficiency of ongoing activities.
  • Review and adjust proposals to ensure consistency with relevant priorities of IOM Nigeria emergency response, including IOM role in ES/NFI and CCCM sector coordination, taking into consideration available resources. Formulate and present such proposals through the use of technical and substantive inputs, in accordance with the required format for final review and approval.
  • Ensure compliance with IOM and donor regulations and obligations as indicated in the funding agreements, project documents, work plans and budgets, with an emphasis on timely and accurate reporting.

Required Qualifications and Experience
Education:

  • Master's degree in International Relations, Political Science, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience:

  • Practical experience with international organizations, in development, implementation and evaluation, and/or project implementation and management;
  • Experience in Camp Coordination and Camp Management, ES/NFI, Shelter, DTM and project management and/or coordination;
  • Experience in coordinating complex programmes and engaging with multiple partners and stakeholders;
  • Familiarity with different project cycle steps and donor relations;
  • Experience in liaising with government authorities, inter-governmental institutions, other national and international institutions and national and international NGOs;
  • Previous experience working within the region is an asset; and,
  • Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols and experience working in phase III (or above) security environment.

Skills:

  • In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming;
  • Strong knowledge and cultural understanding of the region and conversant on regional politics is an advantage;
  • Ability to supervise large numbers of staff;
  • Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;
  • Effective resource management skills; and,
  • Strong general analytical skills.

Languages:

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
