Background
The North East in Nigeria, which includes the six states of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe has a combined population of almost 19 million and has been under insurgency attacks since 2009. The population accounts for about 13.5 percent of the national population (2006 Census). On 14th May, 2013, the Federal Government, in response to the growing spate of violence unleashed by the Boko Haram sect on citizens declared a State of Emergency in the 3 north eastern states of Adamawa, Borno and Yobe.
The upsurge in terrorist activities of the Islamist sect in northern Nigeria, especially in the North East geo-political zone, has resulted in huge loss of lives, wanton destruction of properties and disregard for the sovereignty of the Nigerian state as evidenced in an earlier situation where the group was in control of more than 12 Local Government Authorities (LGAs) in Borno State in 2014. The combined insurgency and counter-insurgency activities in the region have had considerable negative effect on the people, such as mass displacement of the people, crippled socio-economic activities, livelihoods, food supplies, communication and worsened an already debilitating health delivery services. The displaced population are returning to their natural habitants but lack every basic necessities of lives including food and non-food times, shelter, sanitation and sustainable means of livelihoods.
UNDP has supported the government to design and implement recovery projects which ensures linkage to the immediate humanitarian efforts with longer term sustainable development. Within UNDP’s recovery approach, emergency employment, immediate livelihoods recovery projects provided immediate jobs and livelihoods for the affected population, as well as, the wider local economy.
To effectively address the needs of North-East Nigeria through a consolidated early recovery response, UNDP has established a Sub Office in Maiduguri, the capital of Borno.
Duties and Responsibilities
- Under the guidance of the Head of UNDP Sub-office in NE Nigeria and direct supervision of the Early Recovery Programme Coordinator, the Early Recovery Area Coordinator is delegated the responsibility for achievement of programme results in his/her assigned geographic area of responsibility.
- Within agreed constraints in the detailed work plan the ER Area Coordinator is fully accountable for the achievement of substantive and/or geographic programme outputs and oversees a Programme Associate (when applicable).
Summary of Key Functions
- Ensures day-to-day management of programme activities in his/her assigned substantive and/or geographic programme outputs;
- Reports to ER Programme Coordinator on the achievement of project outputs, feeds into project/programme reports and into communications results of UNDP Nigeria;
- Ensures that the programme produces the ER results specified in project documents, to the required standard of quality and within specified constraints of time and cost within his/her area; and
- Suggests activities in her / his area for the annual project work plan and contributes to overall ER programme development as well as resource mobilization
Ensures day-to-day management of programme activities in his/her assigned substantive and/or geographic programme outputs:
- Liaises and collaborates with relevant counterparts and target groups in specific locations in the three targeted states
- Details and implements ER programme components and outputs for the benefit of IDPs as well as communities
- Ensures full alignment and complementarity of UNDP’s ER efforts with those of national counterparts, sister UN Agencies and other institutions and individuals in the target areas
- Monitors and supervises the work of contracted parties and individuals for specific substantive or geographic outputs
- Ensures full compliance with UNDP rules and regulations of all ER activities for specific substantive or geographic outputs.
Reports to ER Programme Coordinator on the achievement of project outputs, feeds into project/programme reports and into communications results of UNDP
- Reports on UNDP’s ER activities, accomplishments and results as per formats, milestones and other requirements for specific substantive or geographic outputs
- Contributes to sub-office reporting towards counterparts and humanitarian clusters for UNDP
- Certifies completion of specific works and services as conducted by contractors as part of specific substantive or geographic outputs
- Produces stories, editorials, audio-visual and other materials in support of UNDP communications efforts furthering ER in the three targeted states.
Ensures that the programme produces the ER results specified in project documents, to the required standard of quality and within specified constraints of time and cost within his/her area:
- Implements and monitors the high quality of UNDP’s programmatic work in specific substantive or geographic outputs
- Works laterally with other UNDP ER Area Coordinators to discuss approaches, learn lessons, exchange experiences and improve UNDP ER programming and operations across board
- Conceives and supports a range of partnerships for the benefit of UNDP’s ER activities with state and local governments, non-traditional leaders and institutions, research and volunteer organizations, UN Agencies and non-governmental actors of all sorts
- Suggests and advances areas for improvement of the UNDP ER programme for further incorporation into further proposals and concepts.
Suggests activities in her / his area for the annual project work plan and contributes to overall ER programme development as well as resource mobilization:
- Contributes to discussion and documentation on lessons learnt and best practices towards furthering the UNDP ER business case;
- Contributes to the conception and drafting of project and programme concepts, proposals and budgets for new and expanded ER programming;
- Advocates UNDP’s achievements and experiences to wider audiences, in the targeted areas and beyond;
- Contributes to resource mobilization efforts of UNDP.
Impact of Results
- The key results have an impact on creation of effective positioning of UNDP as a key actor in early recovery in the NE of Nigeria, thus contributing to the stature and name of UNDP as UN’s global development network.
- In particular, the key results have an impact on implementation of UNDP early substantive recovery strategies with a view to delivering on-ground UNDP’s early recovery programmes and projects, as well as reaching resource mobilization targets.

Required Skills and Experience
Education:
- Master's degree in Media relations, Journalism, Publishing
Experience:
- 2 years of relevant experience at the national or international level in public relations, communications or advocacy.
- Previous experience with a multilateral or international organization is helpful but not mandatory.
- Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.
Language Requirements:
- Proficiency in both oral and written English

Purpose
- UN field personnel are exposed to various health and security hazards that may result in disease; psychological trauma and life threatening injuries.
- Dedicated, effective primary health, occupational health and emergency medical services may mitigate negative outcomes of trauma, injuries and health complications providing better chances for saving lives as well as for faster and better recovery.
- The UN Clinic Physician, is part of the UN common services of the UN country team in (duty station) and administered by UNDP.
- The UN Clinic Physician will attend to the UN Clinic on a full time basis and provide medical services to staff members and their dependents.
- In addition, he/she will facilitate for medical evacuations and cooperate with headquarter offices on all related matters.
- The UN Clinic Physician is responsible for the day to day running of the UN Clinic and he/she manages the UN Clinic staff and physical assets (equipment and inventories), ensures consistent delivery of high quality medical services to the UNCT.
- The UN Clinic Physician will also be responsible for medical examinations of staff, a responsibility he/she will share with other designated UN Physicians. (The UN Clinics operate, with regard to technical matters only, under the general supervision of the UN Medical Director and with UNDP on regards of all administrative matters).
Reporting structure and partners:
- Under the overall supervision of the UN Resident Coordinator with regards to all administrative matters and the general supervision of the UN Medical Director with regards to technical matters, UN Clinic Physician, will provide clinical services including medical consultations and emergency care, and supervise the work of the medical staff (including nurses, lab technician and pharmacist).
- The incumbent will promote proactive occupational health policies and best practices and procedures in the medical services in conjunction with Administration.
- This will include outreach to staff and dependents in the areas of preventative health.
- The UN Clinic doctor is expected to take part in the HIV work in the UN work place as outlined in UN Cares and UN Plus.
- S/he is part of the emergency response team and will as such work closely with DSS in implementing case-vac and mass casualty response.
Duties and Responsibilities

Clinical Duties:
- Attend the United Nations Clinic on a full time basis.
- Respond to acute emergencies in line with international protocols such as advanced trauma life support management and advanced cardiac life support or Pre Hospital Trauma life support.
- Be able to do triage and primary stabilization.
- Undertake day-to-day clinical duties, e.g. walk-in clinic, pre-placement and periodic medical examinations and immunizations.
- Provide health education.
- Participate in addressing work environment and occupational health issues.
- Undertake medical examinations for UNDP and UN Agencies international and local staff and dependents.
- Diagnose and recommend treatment to all staff visiting the Clinic on a daily basis.
- Be on call during and outside office hours to observe and treat emergencies in the UN Clinic. Undertake house calls when required.
- Responsible for entry and periodic medical examinations for United Nations staff members who choose to use the UN Clinic for their examinations.
Medical Administrative Duties:
- Liaise with other UN Clinics, host-nation medical facilities and medical facilities abroad to coordinate medical evacuations.
- Follow the United Nations established policies and procedures regarding medical clearances, sick leave and medical evacuations.
- Recommend medical evacuation when required to RR (the doctor recommend as the medical expert, submit evacuation request to UN medical Director for authorization and facilitate medical evacuations of UN staff and their dependents). Responsible for all paper work and reporting procedures for medical evacuations in line with UN Rules and procedures.
- Ensure proper follow up on all cases
- Application of terms of reference in UNDP POPP for rules and regulations regarding UN Clinic operations
- Responsible for establishing good relations with reliable hospitals, private medical facilities and blood banks and local physician, including UNEP if available.
- Keep constant contact with the United Nations Designated Examining Physicians to facilitate their availability as and when required;
- Ensure that proper medical records are kept in a strictly confidential manner.
- Maintain emergency medical supplies and equipment to be used in case of emergency situation;
- Replenish first aid kits and other essential medical supplies kept in other duty stations within the country
- Recommend procurement of vaccines, medical supplies and equipment, and ensure that inventory is kept.
- Maintain medical records of all United Nations personnel thru Medgate (Electronic Medical Records System) and advise health precautionary steps to new staff members; already include above
- Prepare and send periodic (quarterly) reports of functions, visits, medical evacuations and treatments at the UN Clinic to the United Nations Medical Service; included below.
- Advise on health precautionary steps to be undertaken at the duty station, and perform any other duties as considered necessary by the United Nations medical Director and/or the UN Resident Coordinator
Supervisory Administration:
- Supervise, distribute work to the nurse (s) and other staff of the United Nations Clinic; included below
- Manage day-to-day mission medical support operations by ensuring availability of supplies and proper functioning of medical equipment;
- Ensure that appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR).
- Responsible for regular reporting on clinic activities, medical facilities available locally and other statistical information as may be required.
- Responsible for the supervision and distribution of work for the nurse(s) and other staff of the UN Clinic.
Coordination of UN Cares Activities:
- Planning and organization of training of focal points and peer educators;
- Arranging the dissemination of UN policies on HIV/AIDS.
- Conducting an education and information campaign.
Required Skills, Experience and Qualifications
Education:
- Advanced University Degree in Medicine from an accredited University and currently licensed to practice within home country or other national jurisdiction;
- Valid certification in Advanced Trauma Life support, Advanced Cardiac Life Support Or Prehospital trauma life support is required;
- Certification in HIV care OR VCCT is desirable.
Experience:
- At least five (5) years progressive experience and practice in general medicine in developing countries or countries in conflict, of which at least one year should be in Trauma and Emergency care and two years in Internal Medicine;
- Surgical, ICU, aeromedical or anesthetic experience is an advantage; • Experience in Tropical Medicine,
- Previous UN medical system/international medical experience is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is expected
Language Requirements:
- Fluency in English is required. Knowledge of local language (Hausa) highly desirable.
