Duties
- The incumbent performs clerical and administrative duties as the Office Management Assistant (OMA) for the Regional Security Office (RSO) pertaining to a multitude of RSO administrative items, both classified and unclassified.
- The incumbent will need to work independently and possess strong communication skills as the incumbent will be in contact with many diverse individuals on a daily basis. Incumbent will require unescorted access to the Control Access Area (CAA) and a Secret security clearance.

Summary
- The USAID Project Management Specialist, Budget is located within the HIV / AIDS-TB Office and reports to the HIV / AIDS Section Chief / Team Lead. The Specialist is responsible for leading or performing a wide array of budget actions for the entire Health Office portfolio, including budget planning, development, implementation and monitoring of complex, multi-million-dollar health initiatives, a large portion of which includes President’s Emergency Plan for AIDS Relief (PEPFAR) funds.

Duties
Budget Planning and Direction:
- Serves as subject matter expert in leading the Health Office Team in the preparation of annual and multi-year office budgets and ensures program budget planning and development is aligned with Mission and PEPFAR strategy and cross-cutting priorities.
- Provides extensive advisory services to a wide array of stakeholders including project managers, USAID/Washington PEPFAR team as well as other USG agencies implementing PEPFAR funding and implementing partners to ensure annual multi-million-dollar USAID budgets are aligned with USAID priorities in the host country.
- Analyzes budget guidance from a variety of sources, and guides Health Office and Mission leadership to ensure adherence.
- Provides the appropriate fiscal data to be used for new and existing projects.
- Advises the Health Office on budgeting issues and pertinent regulations that apply to the use of USAID funds by source, type, and duration.
- Makes recommendations to the Teams regarding appropriate contractual and financial actions.
- Compiles budget information, project obligation materials and budget scenarios in conjunction with the Office of Financial Management (OFM).
- Coordinate closely with USAID/Washington PEPFAR team on PEPFAR-funded activities to ensure Health Office budget planning and direction aligns with PEPFAR goals and guidance.
Budget Implementation, Monitoring and Analysis:
- Ensures health program budgets adhere to agency requirements, (adequate documentation, forward funding compliance, adherence to earmarks, initiatives, directives, and budget guidelines).
- Updates uncommitted balances regularly and provide technical and programmatic recommendations to Health Office management on the use of un-sub-committed balances for new or ongoing activities.
- Tracks obligations, outlays, accruals, and pipeline and ensure their conformity to action plans, budgets, and U.S regulations, as well as PEPFAR guidelines.
- Analyzes existing financial data, including pipelines, disbursements, accruals, and forecasted expenditures to inform the budget formulation process.
- Prepares field support budget requests, in coordination with the Technical Teams.
- Develops and / or edits obligation documents, action memos, waivers and other documents needed for budget decisions.
- Serves as Health Office subject matter expert (SME) for GLAAS.
Reporting:
- Provides guidance and coordinates Health Office contributions to a variety of plans and reports, including PEFAR Country Operational Plan (COP), Congressional Budget Justification, Mission Resource Request (MRR), and Performance Plan and Report (PPR).
- Organizes and coordinates Health Portfolio Reviews and assists in preparing the necessary document and presentations for Mission Portfolio Reviews. Helps track and follow-up action items from the portfolio reviews.
- Identifies existing and potential program implementation and management problems as evident from tracking efforts and work with respective program managers to resolve problems/take corrective action.
- Serves as a key liaison with the Mission’s Program Office (PRO) responding, on behalf of Health Office, to regular and ad hoc reporting and programmatic requests.

Program / Project / Activity Performance Management and Reporting:
- Provides expert direction and technical guidance in the implementation of the Health Office portions of the Mission Performance Management Plan (PMP), and Health Office responsibilities from Mission PMP; and SI and MEL services and support to IPs in the development and implementation of program/project/activity Monitoring, Evaluation, and Learning Plans.
- Provides guidance to IPs in understanding of the Performance Monitoring Plan systems, and their role in the process, and advises on specific measurement techniques appropriate for their programs/projects/activities.
- Provides technical strategic information (SI) and monitoring and evaluation (M&E) expertise to the Program Office, USAID/Washington, and other USG agencies to plan and manage Health Office responsibilities related to the PMP, including collection, assessment of validity, and improving data quality.
- Develops innovative and cross-cutting monitoring tools, including Data Quality Assessment and Improvement (DQA/I) tools in coordination with the Program Office and SI / MEL contractors; tracks and maintains multiple sets of key indicators, common indicators related to standard components in all USAID programs / projects / activities, indicators at the strategic objective level, and detailed indicators at the activity level; and, ensures proper collection of data, and that indicators serve is an appropriate measure of their corresponding result.
- Provides technical leadership to CORs/AORs and IPs to ensure activity work plans and monitoring plans include relevant and effective performance measures, which together provide greater results and more accurate measurements.
- Leads, designs, and performs assessments/studies/research requiring independent analysis and interpretation, on a regular and recurring basis; studies and research are cross-cutting, and include substantive and often sensitive Mission and Health Office topics. Briefs Health Office and Mission leaders on findings and makes recommendations to impact strategic, operational, and programmatic direction.
- Provides expert guidance to Health Office technical staff on defining measurable indicators and targets for desired results addressed by their program, and edits quarterly, semi-annual, and annual performance Reports.
- Leads USAID’s support to the host government for the development and management of a national information system, and a central repository (data warehouse) for Health data; and serves as USAID point of contact for Health data and information systems.
Evaluation and Organizational Learning:
- Provides technical guidance and leadership to ensure evaluations are properly planned and carried out in a high quality and professional manner, by aiding Health Office CORs/AORs to draft appropriate Scopes of Work (SOWs) for evaluation Teams, by actual participation in and/or leading evaluation Teams, and by ensuring that Team comments on draft evaluation reports are reflected in final reports.
- Leads a team in the development and execution of an evaluation plan that ensures compliance with USAID Evaluation Policy. Advises thematic teams/working groups and technical specialists on planning, designing, and implementing appropriate Evaluation Plans.
- Provides technical guidance and leadership to other USG agencies in the development, preparation, and dissemination of results of Public Health evaluations, Demographic Health Surveys, etc.
- Leads cross-cutting evaluations, and supports prioritization and implementation of recommendations, as required.
- Manages the Collaborating, Learning, and Adapting (CLA) component of Health Office activities.
- Organizes and leads roundtables and consultations with Health Office staff, IPs, and other stakeholders to develop a Learning Agenda for Health interventions; identifies mechanisms for implementing research; and manages implementation of research and evaluation activities and dissemination of results.
Project Management:
- Serves as a C / AOR for SI / MEL programs awarded through the Health Office, providing financial and programmatic oversight to ensure contracts and grants achieve anticipated results, and are linked to and enhance attainment of the Health Office, Mission, and USG objectives.
- Conducts site visits as required to monitor progress, and to provide technical and programmatic recommendations to ensure effectiveness, efficiency, and judicious use of USG funding.
Representation:
- Provides technical and strategic leadership in the preparation of key annual and mid-term planning reporting documents including the Country Operational Plan, Operational Plan, Congressional Budget Justifications, Technical Notifications, Quarterly, Semi-Annual and Annual Progress Reports.
- Drafts talking points and/or speeches for the Office Chief, Mission Director, Ambassador, and others, as required, and prepares briefing papers, presentations, and coordinates site preparations for VIP site visits.

Duties
Monitoring - 30%:
- Supports the design, implementation, and periodic revisions to the mission PMP.

Qualifications and Evaluations
Education Requirements:
- A College/University studies in a relevant field such as social science, economics, statistics, project management, public administration, international development is required.
Prior Work Experience:
- Minimum of three years of progressive responsibilities in activity design or implementation, monitoring, evaluation, development research, use of M&E tools, results frameworks, and performance indicators to measure impact.
- Experience in data collection, synthesis, statistical methods, field research, data visualization, and/or statistical software is required. Professional experience with data quality assessments and organizational learning is required.
Job Knowledge:
- The MEL Assistant will be required to have a good understanding of USAID or International Donor activity management procedures and guidelines, particularly managing for results, and monitoring and evaluation. The MEL Assistant must have a thorough understanding of administrative operating procedures, database management.
- A sound knowledge of the concepts, principles, techniques, and practices of development assistance is required. A sound knowledge of host-country economic, social, cultural, and political characteristics is required.
- The MEL Assistant will be required to be proactive in keeping abreast of evolving MEL guidelines and policies which affect Mission activities within the Automated Directives System (ADS), Mission Orders, Mission Notices, USG Procurement regulations, Operational Plan, Foreign Assistance indicators, and USAID Program Strategy and Policy Documents.
