The Federal Government of Nigeria (FGN) through the Ministry of Budget and National Planning, plans to recruit qualified candidates for the services of:     Job Title: Procurement Specialist Location: Nigeria Project: ISEMDP Background/Project Objectives The Government of the Federal Republic of Nigeria has received a Loan from the African Development Fund to finance the Institutional Support for Economic Management and Delivery Project (ISEMDP). The Ministry of Budget and National Planning, the International Economic Relations Department of the Federal Ministry of Finance, and the Bureau of Public Procurement, each being responsible for their respective component under the Project, in line with their statutory mandates shall be the implementing Agencies for the Project. The principal objective of this Project is to strengthen economic and financial governance for achieving a stable macroeconomic environment, inclusive and sustained growth, and effective implementation and delivery of the national development plan. The specific objective of the Project is to develop institutional capacity in macroeconomic management, revenue mobilization, procurement, monitoring and evaluation, and performance and portfolio management and delivery. The Project has four mutually reinforcing components: (a) enhancing economic management, (b) enhancing performance management and delivery, (c) strengthening domestic revenue mobilization and effectiveness in public procurement, and (d) project management support. For effective management of this Project, a Project Steering Committee (PSC), Project Implementation Teams (PITs) within the various Components, and a Project Management Unit (PMU) will be set up. The PSC will be responsible for strategic oversight and policy guidance and monitoring portfolio performance. The PITs, to be appointed for each project component and/or subcomponents, will spearhead the day-to-day implementation of their respective Project activities in collaboration with the PMU. The PMU will coordinate project implementation services including manage procurement and financial management processes. and act as a secretariat to the PSC. The Role

  • The Procurement Specialist should have an experienced record of accomplishment to manage and carry out the procurement activities required for implementation of the Project in accordance with the Peojects’ covenant documents such as the Financing Agreement and their supporting documentation, and African Development Bank Group or World Bank procurement rules, guidelines and procedures.
Requirements Education and Experience:
  • At least a Postgraduate Degree in Business Administration, Economics, Procurement and Supply Chain Management, Marketing or related field.
  • Certification in procurement is desirable.
  • A minimum of five years of progressively responsible experience in procurement and administration in public sector, of which at least three years should be directly related to first-hand procurement and/or contracting experience at the international level.
  • Demonstrated sound understanding of the challenges in public procurement and project development projects funded by Development Partners.
Desired skills and abilities:
  • Membership of a recognized procurement-related institute, such as CIPS;
  • Experience with preparing complex packages like QCBS and ICB, and successfully completing such packages
  • Knowledge of/experience with Bank/other international development organizations’ procurement procedures;
  • Familiar with International Financial Institutions procurement procedures (AfDB, World Bank, EIB, IBD, etc.).
  • Full understanding of the principles of project cycle and project implementation;
  • Demonstrated high experience in contract management at managerial level;
  • Fluency in spoken English and ability to write lucid reports and documents in English is required
  • Proven track record in working effectively within multidisciplinary teams, recognize the value of sharing ideas, knowledge and information with others and takes personal responsibility for doing so;
  • Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identity and resolve policy and operational constraints;
  • Ability to handle multiple tasks simultaneously, set priorities, and work independently, or under minimum supervision;
  • Demonstrated computer skills, knowledge of Microsoft Office Suite especially, Word, Excel and PowerPoint.
  • Demonstrated integrity objectivity and confidentiality.

  • His/Her role is to support data collection, analysis, and learning activities to help ensure accountability and efficiency from the start to finish of the project.
  • The M&E Specialist will provide technical leadership to develop the project framework, plans and indicators to capture project performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities.
  • The M&E Specialist will work closely with the Project Implementation Teams (PIT) to design, implement and supervise the project’s monitoring and evaluation activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
  • Under the supervision of the Head of the Project Management Unit, the Monitoring and Evaluation Specialist will facilitate the collection of quality data in order to produce monthly, quarterly and annual progress reports.
  • The reports will follow up on project expenses and indicators. The M&E Specialist will also be responsible for documenting end disseminating project successes and challenges to the Key Project Stakeholders.
Requirements Education and Experience:
  • Postgraduate Degree in a development field, Social Science, Economics, or relevant discipline.
  • Minimum of five (5) years of progressively responsible professional experience in a performance monitoring and/or evaluation role with an international development organization.
  • Specialized courses monitoring and evaluation, management, and various specialized databases and computer programs.
  • Demonstrated ability in data analysis, project design, monitoring and evaluation of development activities.
  • Experience developing results frameworks, logical frameworks, or similar tools for project design is required.
  • Experience developing and/or using performance management plans or similar tools is required.
  • Demonstrated knowledge of and experience in monitoring and evaluating programs including indicator development, study design, and data analysis - in multiple sectors.
  • Experience using knowledge management software or database is highly desired. Experience managing grants or contracts is also highly desired.
Desired skills and abilities:
  • Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner
  • Excellent research and data collection methodology skills
  • Ability to create organizational work plans based on higher-level goals.
  • Ability to lead and coordinate multiple offices through multiple step processes without being a direct supervisor (although appropriate authority will be given)
  • Ability to apply Agency regulations and procedures to daily work requirements
  • Excellent computer skills, including word processing, spreadsheet programs and data base management.

  • His/Her role is to provide administrative and project management support services and to contribute to the efficiency of the PMU by ensuring all assigned administrative duties are earned out in a timely and efficient manner.
Requirements
  • First Degree (BA or BSc) in Social Science, Political Science, Development Management, Economics or related discipline;
  • At least seven (7) years post qualification experience; five of which should have been at the level of a Senior Executive Assistant or equivalent grade;
  • A minimum of five years experience working in environment that manage donor grants;
  • Hands-on experience with office equipment; (h) Computer literacy with extensive use experience with MS Office packages including MS Word, MS Excel and MS PowerPoint;
  • Good interpersonal skills and possession of team work skills and ability to interact harmoniously and effectively with colleagues from diverse disciplines
  • Knowledge of basic accounting, procurement processes, and project monitoring process;
  • Adaptable and willing to learn new skills:
  • Excellent communication (verbal and writing) skills; and
  • Ability to uphold a strict level of confidentiality.

  • The Project Accountant shall have the overall responsibility of managing the projects financial resources, tracking and monitoring of financial expenditure, and ensuring strict adherence to the budgets.
  • He/she will be responsible for developing and implementing strategies that improve overall financial systems for the project.
Requirements Education and Experience:
  • A Bachelor's Degree in Accounting or related degree from accredited University or institution, as well as professional certificate in Accounting (ACCA, ACMA, MBA, CPA certification etc.).
  • A minimum of seven (7) years post qualification experience in accounting and/or auditing preferably in the public sector.
  • As least five (5) years bands on related experience in financial management of donor funded projects preferably in the public sector.
  • Knowledge of procurement, contract management procedure and financial management systems in government and multilateral operations (AfDB or other Donor organizations) will be an added advantage.
  • He/She must be a team player and open to learning.
Desired Skills and Abilities:
  • Detailed understanding of Development Partners financial management rules.
  • Knowledge of AfDB financial reporting requirements will be an added advantage
  • Ability to prepare financial statements in accordance with International Accounting Public Sector Standards (Or equivalent) and Development Partners reporting requirements
  • Ability to use recognized accounting software, knowledge of Pastel and SAP Grants Management Module will be an added advantage.

  • He/She will oversee end coordinate the program portfolio to ensure the highest level of project quality and accountability, while fostering continuity through building local capacity.
  • He/She will have overall responsibility for ensuring technical and operational excellence in the delivery of all activities to achieve the objectives established in the grant and strategic plan of the Project.
  • In addition, he/she will provide oversight over the Project, and ensure that the Project complies with the Bank’s procedures and processes.
Requirements Education and Experience:
  • At least a Master's Degree in Development Studies, Economics, Business Administration, or related fields.
  • Minimum of 10 years post-qualification experience.
  • Al least ten years’ experience in Project Management at a senior/management level.
  • At least ten years’ experience in monitoring and evaluation of development programs.
  • At least ten years’ experience in project/program design and management.
  • Experience in managing Complex projects/Development Partner Field Projects.
  • Demonstrated ability to manage complex organizational, personnel, administrative, and cross-cultural aspects of donor supported projects.
  • Demonstrated leadership, versatility, and integrity.
  • Experience in leadership roles in a donor funded project.
Desired Skills and Abilities:
  • Excellent emotional intelligence and interpersonal and people management skills, including an ability to effectively lead a team, communicate a vision, maintain morale, make timely and transparent decisions, and prevent and manage conflict.
