  • Under the overall Supervision of the Chief, Field Office and technical guidance of the Chief of Education in the Country Office, Education Manager supports in managing the section, contributing to knowledge development/innovation and developing and preparing education programs/projects. The Manager  provides authoritative technical guidance/operational support throughout all stages of programming to facilitate the management and delivery of results on strengthening national education systems to improve learning outcomes and to promote universal access to and equitable and inclusive primary/early childhood education, especially for children who are marginalized, disadvantaged and excluded in society.
  • Further, Manager contributes to achievement of concrete and sustainable programs/projects results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

Key Tasks / Responsibilities
Management and advisory support:

  • Provide advice in establishing the annual work plan including developing strategies and determining priorities/targets and performance measurements for Humanitarian and Development Programming. Coordinate work progress monitoring and ensure results are achieved according to schedule and performance standards and report to Supervisor critical issues for timely action.
  • Provide technical advice to colleagues in the Section on all aspects of programming and implementation to enable colleagues to achieve program/performance objectives

Program development and planning:

  • Plan and/or provide technical assistance and operational support to the preparation/design and conduct/update of situation analysis to ensure that current comprehensive and evidence based data on education issues in the North East are available to guide UNICEF’s strategic policy advocacy, intervention and development efforts on education and to set program priorities, strategies, design and implementation plans.
  • Keep abreast of national/regional/international development priorities on Education in Emergencies, recovery and development to enhance program management and delivery.
  • Participate in strategic program discussion on the planning of education programs/projects. Formulate, design and prepare programs/projects proposal for the sector, ensuring alignment with the overall NE Strategy UNICEF’s Strategic Plans and Country Program and coherence/integration with UN Development Assistance Framework (UNDF), regional strategies and national priorities, plans and competencies.
  • Establish specific goals, objectives and strategies and implementation plans for the sector/s using on results-based planning terminology and methodology (RBM). Prepare required documentations for program review and approval.
  • Work closely and collaboratively with internal and external colleagues and partners to discuss strategies and methodologies and to determine national priorities/competencies to ensure the achievement of concrete and sustainable results.
  • Provide authoritative technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programs/projects with other UNICEF sectors and achievement of results as planned and allocated.

Program management, monitoring and quality control of results:

  • Plan and/or collaborate with monitoring and evaluation initiatives to establish benchmarks, performance indicators and other UNICEF/UN system indicators, to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results in education programs.
  • Participate in major monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess progress and to engage stakeholders to take required action/interventions to achieve results.
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
  • Monitor programs/projects to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Plan, monitor and control the use of program resources (financial, human, administrative and other assets) certifying/verifying compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. Ensure timely reporting and liquidation of resources.
  • Submit/prepare program/project reports to donors and other partners to keep them informed on program progress and critical issues.

Advisory services and technical support:

  • Provide technical advice to key government officials, NGO, UN system and other country office partners on policies, strategies, best practices and approaches on equity in education, learning and skills, and governance in education and other related issues to support program development planning, implementation and delivery of results.
  • Coordinate/ensure the availability of technical experts (with Country Office, Regional Office/HQ) to ensure timely support throughout all stages of programming/project processes.
  • Participate in strategic discussions to influence policy and agenda setting for combating poverty and all forms of discrimination against women/children by advising on and advocating strategies and approaches to promote universal access to and equitable and inclusive education for children in the North East.
  • Prepare policy papers, briefs and other strategic program materials for management use, information and consideration.
  • Participate in country discussions on education emergency preparedness, programming and contingency planning to ensure proactive and appropriate response are in place to meet onset of emergencies nationally or other designated locations.

Advocacy, networking and partnership building:

  • Build and strengthen strategic partnerships through networking and advocacy with all Ministries providing Education in the North East, local/national governments, UN system agency partners, donors, internationally recognized institutions, NGOs, funding organization, research institutes and private sector to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on education.
  • Prepare communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances for sustainable results and support fund raising for UNICEF and Country Office education programmes and emergency interventions.
  • Participate and/or represent UNICEF in North East inter-agency discussions and planning on education in emergencies and related issues to ensure organizational position, interests and priorities are fully considered and integrated in the HAC, North East Multi Year Strategy, CPD, UNDAF process in development planning and agenda setting. Collaborate with inter-agency partners/colleagues UNDAF planning and preparation of programs/projects including emergency preparedness.

Innovation, knowledge management and capacity building:

  • Promote critical thinking and innovative approaches and good practices for sustainable education programs/projects initiatives through advocacy and technical advisory services.
  • Keep abreast, research, benchmark, introduce and implement best and cutting edge practices on education management and information systems. Institutionalize and disseminate best practices and knowledge learned.
  • Contribute to the development of policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programs and projects.
  • Organize/plan/implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on education and related programs/projects.

Requirements
To qualify as an advocate for every child you will have:

  • An advanced university degree (Master's or higher) in Education or Economics, Psychology, Sociology or other Social Science field required.
  • A minimum of 8 years of relevant professional work experience in  programme planning, management, and/or research in Education at the national and international level, some of which in a developing country and in an emergency context is required.
  • Experience of working in the UN system is an asset.
  • Fluency in written and spoken English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Job Title: Information Management Officer (Child Protection)

How can you make a difference?

  • Ensuring a well-run not only requires strong coordination capacity but relies on strong and reliable information management capacity and this is a formal accountability of the Sector Lead Agency. Strong information management carried out in support of coordination processes will support relevant actors to work with the same or complementary information and baseline data when making decisions.
  • Properly collected and managed data during emergencies can furthermore support in early recovery, recovery and disaster preparedness activities.  Information Management (IM) is therefore a time critical intervention to support timely evidence-based decision making in the Sector / sector.
  • The Information Management Officer (IMO) is a core sector coordination team member and responsible to manage the collection, analysis and sharing of information that is important for the Sector partners to make informed (evidence based) strategic decisions.

Major Responsibilities
Under the supervision of the Sector Coordinator, the  Information Management Officer’s (IMO) major tasks and outputs will include but not be limited to:

  • Developing key and quality humanitarian information products, develop/adapt templates for collecting this information that are sex and age disaggregated and disseminate the products in a timely manner;
  • Mapping and updating of all current and potential actors – government, national/local and international humanitarian organizations as well as national institutions, the private sector through provision of regular inputs/updates to  on the Sectors 5W’s (Who, What, Where, When and for Whom) matrix, Sector priority response matrix and other tools;
  • Assist in developing mechanisms to eliminate duplication of service delivery based on existing data and proactively strive for effective methods of acquiring data from the relevant stakeholders to fill information gaps;
  • Support organisation and participate in regular sector coordination meetings and disseminate meeting outputs, presentations and minutes for effective coordination between all sector partners;
  • Regularly update and maintain contact lists of all CPSS partners and working groups and regularly update and maintain the Sector’s web presence primarily on the HR.info website.
  • Manage an inventory / database that contains relevant documents on the sector’s humanitarian situation and other relevant sectors including multi-sectorial assessments, sector surveys, assessment reports of other relevant sectors;
  • Provide IM support in preparation, analysis and documentation of sectoral and multi-sectoral needs assessments, gap analysis and surveys;
  • Provide IM support for the preparation of the Humanitarian Needs Overview and the Humanitarian Response Plan for the sector and other sectoral plans and strategies.
  • Support monitoring and analysis of both geographic and programmatic coverage of the sector’s response in line with the Humanitarian Response Plan and develop and disseminate quality products including dashboards and operational presence maps) in a timely manner to facilitate effective response monitoring of performance.
  • Provide relevant and up to-date inputs into the preparation of monthly, quarterly, annual and situational reports with emphasis on the sector’s achievements.
  • Identify and address information gaps including gaps in the sector’s service delivery indicators (quantity, quality, coverage, continuity and cost) and gaps in reporting by sector partners.
  • Work with the OCHA Information Management Team to develop appropriate effective information management strategies for intersectoral collaboration and participate in Information Management Working Group.
  • Promote and provide training and capacity building activities of the sector’s partners for reporting, use of the information management outputs, etc.
  • Provide information management support the preparedness and contingency planning for child protection.
  • Maintain up-to-date information on the sector’s programming which is readily available to facilitate planning and analysis.
  • Provide information management to partners in setting up and maintaining complaint and feedback mechanisms based on the guidance provided by the sector coordinator.  
  • Any other tasks as assigned by the sector coordinator that may be required (within reason) to achieve the objective of this assignment.

Job Requirements
To qualify as an advocate for every child you will have:

  • A university degree in Information Systems / Information Management, Statistics / Mathematics, Data Management or related field (Computer Sciences, Geography / GIS, etc is required.
  • Formal training in sector information management is an advantage.
  • Minimum 2 years of professional work experience in information management preferably with NNGOs / INGOs and / or the UN is required. Experience in major emergency response relevant to the sector is highly desirable.
  • Fluency in English is required.  Working knowledge of the local language at the duty station is a strong asset.

Other Skills:

  • Understands key technical issues for the sector sufficiently enough to engage with sector members and understand their sector-specific information management needs;
  • Excellent knowledge of MS Excel or MS Access (e.g. pivot tables and functions);
  • Proven technical expertise for managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, graphs and reports;
  • Knowledge of establishing and managing basic websites (e.g. UNOCHA’s Humanitarian Response platform);
  • Proven skills in GIS and in using map-making packages;
  • Skills in web design and software development are an asset;

Purpose for the Job

  • Under the direct supervision of the Field Security Specialist, the Security Officer provides professional technical, operational and administrative assistance to the field office to manage a range of activities on security planning, management and risk assessments to ensure the safety and security of personnel and their eligible family members and safeguarding of UNICEF premises, assets and resources at the duty station.
  • S/He will assist in activities aimed at facilitating access to security-compromised areas in North-Eastern Nigeria particularly in Borno, Yobe and Adamawa States.
  • Specific attention will be given to those areas where access is required to ensure that programme delivery is conducted in as safe and secure a manner as possible, within the scope of the UN Framework of Accountability and UN Security Management System.
  • The Security Officer may also be required to liaise with key Army Officers in order to negotiate local access for programme activities.

Key Function, Accountabilities and Related Tasks
Security Risk Management and Planning:

  • Provide supervisor with input related to the safety and security of UNICEF personnel and eligible family members, premises, assets, and resources in accordance with UN and UNICEF Security Management Systems.  Participate as a member of the security coordination cell established by United Nations Department of Safety and Security (UNDSS).
  • Assist in the implementation of all technical security requirements contained in the UN Security Plan, Security Risk Management Measures, Residential Security Measures (RSM) as appropriate, and other relevant policies, guidelines, and assessments.  Provide technical support for contracted security providers.
  • Provide technical input to UNICEF security documentation including security contingency plans and assist in drafting mandatory reports in accordance with UNICEF security reporting guidelines including Security Incident Reports (SIRs).

Safety and Security Services:

  • Monitor the security situation and provide information, through the supervisor, on emerging security threats to UNICEF personnel and eligible family members, premises assets and resources.
  • Keep abreast of political, military, security, and economic developments in North-Eastern Nigeria that could impact staff safety and security.
  • Assist in security activities that support UNICEF operations and participate, as requested, in security risk management for all locations where UNICEF personnel and eligible family members are present.
  • Ensure that UNICEF personnel are kept informed of matters affecting their safety and security and the actions to take in the event of an emergency including those identified in the UNICEF/UN Security Plans.
  • Support the establishment of an effective and functioning communications system for security management within UNICEF that is fully integrated into the UN Emergency Communications System.
  • Coordinate with UNDSS to ensure all UNICEF personnel undertake all mandatory security training/briefings and participate in all security-related contingency exercises.  Assist in the implementation of security surveys of international personnel residences in accordance with the Residential Security Measures (RSM).

  • In close coordination with UNDSS, actively participate and maintain official liaison with host government agencies, local authorities responsible for security, law and order, and counterparts in the UN.
  • Support the effective collaboration between UNICEF, other UN agencies, international NGOs and government, on security-related issues pertaining to NE Nigeria.
  • Develop and maintain productive relationships with key individuals in relevant government departments, including the military hierarchy in the ongoing theatre of operations and Security officers of UN Agencies/Funds/Programmes, and other relevant individuals as appropriate.

Innovation, Knowledge Management and Capacity Building:

  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.

Minimum Requirements
Education:

Experience:

  • A minimum of two years of professional experience in global security risk management and/or security analysis is required.
  • Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable.

Maintenance of assigned vehicle:
