Currently, IRC Nigeria implements programs in Primary Health Care PHC), Nutrition, Environmental Health (EH), Women Protection and Empowerment (WPE), Protection, Child protection, Education, Food security & livelihoods.
- With a background of poor Reproductive, Maternal, Newborn and Child Health (RMNCH) indices, made worse by the ongoing humanitarian crises and advent of COVID-19 pandemic; the RMNCH outcomes in Northeast Nigeria could face a downturn, without intensified intervention. Over the years, the IRC has provided comprehensive package of SRH services (including Family Planning (FP), Antenatal Care (ANC), Basic Emergency Obstetric and Neonatal Care (BEmONC), Post-Natal Care (PNC), treatment and prevention of Sexually Transmitted Infections (STIs), Post Abortion Care (PAC) and Clinical Care for Sexual Assault Survivors (CCSAS). IRC seeks to continue these services with the objective to ensure women and girls’ safety needs during the Covid 19 pandemic are met. Thus, we are recruiting to fill the vacant position of midwife supervisor.
Job Overview
- The Health Officer is responsible for patient care at the mobile clinics and overseeing the mobile clinic activities in Monguno LGA, Borno State.
- She/he is also responsible for ensuring adherence to the implementation of program activities according to proposal and nation
Major Responsibilities
Clinical Supervision:
- Provides accurate diagnosis, treatment and management of patients in a primary health care setting. Using standard national or internationally endorsed protocols, ensure quality of clinical and non-clinical service provision in health sites by assessing and monitoring performance against standards and guiding and motivating staff to meet and maintain standards
- Promote behaviour change by providing health and nutrition messages in the communities, in collaboration with community volunteers.
- Ensure adequate infection prevention and control standards are maintained at all times in the facility.
- Ensure health basic protocols and other IEC materials are well displayed in the facilities and outreach sites.
- Establish effective referral mechanism between the mobile clinic and the hospital/IPD.
- For new location: Liaise with local leaders and other partners in identifying new mobile clinic site and sensitize community on project implementation.
Technical Support and Quality of Care Management:
- Ensures staff adherence to universal hygiene standards/precautions, appropriate waste management, bio-hazard prevention, infection prevention and control in the health facilities. Works with cleaning staff to maintain general cleanliness of the working environment.
- Liaise with the referral officer to facilitate referral of patients who need emergency or special care.
- Ensure all SRH services are in line with national/adopted protocols, and RH policies and guidelines
- Ensure all the staff follow the established IPC standards and international standard of infection prevention protocols.
- Ensure adherence to instrument processing and sterilization protocols.
- Conduct quarterly clinical skills’ assessment for midwife and follow up on areas that need improvement.
- Works with community mobilization team to ensure strong linkages between services and communities.
Staff Management:
- Routinely monitor supervised the CHVs performance according to their job description, conduct performance evaluation and provide written feedback in a timely manner.
- Provide on-the-job trainings to all midwives and support staff, define their training needs, and support the RH manager to implement them according to project objectives.
- Provide supervisory support to the pharmacy technician and dispenser to ensure the availability of essential drugs and medical supplies at the facility as per the approved tracer drug list. Liaise with the pharmacy warehouse to prevent stock out of drugs, other medical supplies while working with the RH manager to procure other consumable required in the facilities.
- Monitor staff daily attendance to duty posts and ensure time sheets are correctly filled and submitted monthly.
Representation, Project Implementation and Reporting:
- Focal person for intersectoral integration between Reproductive Health and Women Protection and Empowerment sector.
- Ensure teamwork and maintain relationship with different sectors and government agencies.
- Responsible for validation of program data and timely submission to M&E on weekly basis.
- Work with M&E team to analyze data on a weekly/monthly basis, feeds information back to the program, and adapts strategies accordingly.
- Provide weekly/monthly activity reports to the supervisor.
Others:
- Consistently and proactively monitors and assesses the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.

Qualifications

Job Overview
- Under the direct supervision of the Health Manager, the Snr Health officer, the Nurse midwives will be responsible for implementation of these comprehensive package of Health and RH services in Mongonu LGA and will support other locations as assigned.
- The Nurse/midwives will assist the Health officer to oversee provision of basic health services at the IRC clinic in Stadium clinic and ensure quality and timely health and reproductive health care services while maintaining high level of ethical and professional standards.
Major Responsibilities
Clinical Supervision:
- Provision of daily outpatient services at the integrated mobile clinic.
- Provide antenatal care, postnatal care, family planning counseling, STI counseling and treatment.
- Provide assistance in the emergency room as needed.
- Attend to patients admitted to the ward for observations, monitor their condition and report to the nursing officer or medical doctor as needed.
- Maintain accurate records on patient care, registration, treatment etc.
- Participate in continuous medical education program with the health team.
- Participate in health education program with the facility health team for waiting patients and clients.

Job Title: Pharmacy Technician

Background
- IRC entered Nigeria in October 2012 in response to a widespread flood disaster. The IRC is now in the process of establishing long term presence in Nigeria. An office has been established in Borno State, North East Nigeria and IRC is providing critical humanitarian assistance to conflict affected people.
Scope of the Work
- The Pharmacist Technician is the technical referent on compliance with quality, management and dispensing of medicines and medical material for the IRC Mongonu Field office. Reports directly to the Medical Supervisor (line supervisor) with dotted line to Roving Pharmacy Manager.
Key Responsibilities
- In close collaboration with the Pharmacy manager, warehouse officer(s) and dispensers, develops stock levels alert (based on an average monthly consumption (AMC) and morbidity data); Gathers stock indicators, analyze them and discuss with to the Medical supervisor, Health Manager / Roving Pharmacy Manager so as to avoid stock-outs and the financial losses generated by expired items.
- Ensure quality assurance: Focal point for Good Distribution Practices and Good Dispensing practices in clinics.
- Maintain and monitor a good record of receiving, storing, dispatching of medical items at the stores in line with IRC guidelines or/and procedures.
- Conduct supervisory visits to supported Health facilities and IRC Mobile clinic cliic site to oversee the receipt of items (checking of expire date, quantity and quality, etc.) and make sure that all necessary paperwork's are completed.
- Regularly monitor the quality of product in storage and report any concern to the medical supervisor, Pharmacy manager. Follow the GSC Pharma SOP requirements for the management of damaged items.
- Organize drugs delivery to the different sites and Partner organizations in collaboration with Warehouse assistant, SC Logistics Supervisor and health Project Manager.
- Update and control all pharmacy files (including sites' ones) monthly. Ensure monthly physical inventory and fill the inventory file.
- Maintain permanently a good housekeeping of the IRC pharma stores (checking of temperature and hygiene).
- Ensure the security of the pharmacy as per the GSC warehousing policy.
- Follow up the monthly consumption and calculate the needs for local and urgent international orders in collaboration with Supply Chain team.
- When needed support the team in dispense medicines and/or medical supplies to patients, as prescribed by the clinician
- Provide patients and their caregivers with adequate information on drug usage, possible side effects and additional advice as appropriate and in adherence to MoH protocols.
- Alert the clinician when inconsistencies of prescriptions are noted in view of patient safety and compliance.
- Maintain daily records of drug consumption and drugs stock, and submit weekly reports to the clinical health officer and pharmacy technician.
- Observe trends in drug consumptions and timely alert the clinical health officer when supplies need to be replenished.
- Participate in continuous medical education program with the IRC health team.
- Promote the quality of the IRC’s health programs by following the measures put in place in collaboration with other staff and the IRC health unit.
- Conduct additional tasks as requested by the Medical supervisor and Health officer to assist in the running of the mobile team on day-to-day basis.
- Ensure a good working relationship with the mobile team and with staff at supported health facilities.
Qualifications
- Bachelor in Pharmacy with practising license and at least 1 years working experience in relevant humanitarian setting is preferred. Or College Diploma in Pharmaceutical sciences with minimum of 2 years work experience in drugs and medical supplies management .
- Experience in deep field mission as a pharmacist in humanitarian setting is highly recommended.
- Must be registered with relevant licensing bodies and allowed to practice in Nigeria
- Thorough knowledge and understanding of drugs and medical supplies regulations of Nigeria
- Excellent interpersonal communication skills
- NGO work experience is an advantage
- Should be able to use Microsoft Office especially MS-Word, Excel
