Job Description
- The Emergency Team Leader leads and manages the Northeast Nigeria Emergency Team and is the interface between the Emergency Team and the Country Director and Program Director along with the Regional Emergency Coordinator (REC) for West Africa
- Current programming focuses on FNS (significant WFP funding in hardâ€�toâ€�reach areas – Food and Cash); Emergency SRHR services (Private Donors, CARE Austria and UNFPA) and GBV Protection (integration of prevention and response). Current preparations include: OFDA CN/proposal; SRHR Private Donors; French MoFA CN; Norwegian MoFA CN; other private donors/foundations
- Priorities for following 8 weeks include a focus on deepening quality, staff capacity, compliance with humanitarian principles and standards and resource mobilization.
- The Team Leader is responsible for the quality and effectiveness of CARE’s emergency response within his/her designated area of responsibility
- He/she is the leader of the Emergency Team, responsible and accountable for developing, coordinating and managing all emergency activities. He/she directly supervises 3 senior international Sector Program Managers - FNS Manager, SRHR Manager and the GBV and Protection Advisor. The Team Leader works closely with the Safety and Security Manager to ensure the security and well being of emergency staff.
Specifics include:
- Ensure consistent and effective CO participation in sector groups and humanitarian coordination groups in the Northeast.
- AAR/ RAR outcome. Coordinate and ensure the implementation of recommendations and action plan.
- Contribute to the CO Presence Review. Inputting into recommendations on model/type of presence that come out of the review analysis.
- Strengthen the presence and visibility of CARE in Local Government Areas (LGAs) and State level Coordination platforms (Borno and Yobe).
- Continue actions of improving the living conditions of CARE teams in the field (Guest Houses, vehicle for displacement).
- Strengthen Program Managers accountability � for analysis of context, documenting and using lessons learned from project implementation, regular assessment of gaps in relevant sectors and services and new and evolving needs of affected populations in order to increase readiness for new proposal development.
- Strengthen the system of supervision and monitoring quality of field operations through weekly field visits of Sectoral Program Managers.
- Maintain strategic relations with the WFP Office for the renewal of ongoing FLAs.

Qualifications
- People Skills: Ability to work independently and as a team player who demonstrates leadership and is able to support and train local and international staff and also able to work with disaster affected communities in a sensitive and participatory manner.
- Work style: Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills.
- Knowledge and skills: knowledge of CARE policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
- 3 - 5 years humanitarian aid experience.
- Multiple language skills desirable.
- Minimum of 5 years humanitarian aid experience in complex and natural disasters.
- High level of all aspects of managerial experience, including managing multi�million dollar budgets.
- Experience in complex decision making and leading a multi�disciplinary, multinational team under difficult circumstances.
- The highest level of expertise in representation and negotiation with governments and donors.
- Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management.
- Relevant language skills for the country of deployment - English in Nigeria.
- Must pass HEAT training.
- Communication Skills: Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of CARE. This includes effective negotiation and representation skills.
- Integrity: Works with trustworthiness and integrity and has a clear commitment to CARE's core values and humanitarian principles.
- Resilience/Adaptability and flexibility: Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions. Works and lives with a flexible, adaptable and resilient manner.

Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner.
