General Position Summary
  • The Operations Officer provides day-to-day support to the program operations in Potiskum under the direct supervision of the Field Manager
  • As part of his/her responsibilities, the Operations Officer will undertake tasks under procurement, administration, logistics and security working in close collaboration with the finance and program teams
  • S/he will promptly and effectively provide all required support to programs so to deliver assistance to beneficiaries in a timely, compliant and transparent manner.
Essential Job Functions Procurement:
  • Lead Mercy Corps daily Procurement Activities in Potiskum to meet program and country mission objectives in a timely manner and in accordance with Mercy Corps guidelines and donor regulations
  • Possesses a full understanding of MC procurement policies and formats
  • Provide training to new staff on these policies and provided refresher training as the gap in staff knowledge are identified
  • Assists staff as needed on creating clear and understandable purchase requests (PR) and other documentation
  • Collects quotations and bids from the market for PR-s with support from Field Manager in Potiskum – as per Mercy Corps standards and formats
  • Conduct regular market survey at least every quarter
  • Conduct Preferred Supplier process for Accommodation, stationary and other repetitive requests
  • Maintains PR Master Lists and shares with staff on weekly bases
  • Interact with vendors during collection of quotations – explain Mercy Corps formats and ensure that vendors will use the provided forms
  • Ensures fair competition and strictly adhere to Mercy Corps procurement rules regarding vendor relations as described by Mercy Corps
  • Ensures that the required documentation of supplies and transactions are completed to Mercy Corps standards
  • Maintains and updates the procurement files.
Assets:
  • Read and have a clear understanding of the Mercy Corps Asset Management Manual and all procedures
  • Assists the Asset Controller with asset management
  • Identify assets during the course of procurement and notify the Asset Controller on receipts of assets
  • Participate in regular assets inventory and checks
  • Ensure that all the assets are maintained and in good condition
  • Check assets stickers regularly
  • Maintain inventories of Mercy Corps premises (non-expandable properties) conduct regular checks (quarterly)
  • Advise Operations Manager Biu on any broken, damaged or destroyed equipment.
Fleet:
  • Read and has a clear understanding of the Mercy Corps Fleet Management Policy Guidelines
  • Ensure that all vehicles are safe and road-worthy
  • Ensure that all vehicles have proper on-board vehicle documentation
  • Schedule vehicle uses to meet programmatic and operational needs
  • Ensure Vehicle Authorization is approved before leaving Mercy Corps Office
  • Oversees the vehicles movement plans
  • Maintains vehicles documentation, including log sheets, repairs logs and schedules
  • Monitors vehicles fuel consumption
  • Oversees the generator and inverter operation, monitoring the servicing schedule.
Administration:
  • Read and has a clear understanding of the Mercy Corps Field Administration Manual and all procedures
  • Liaises with Operations Director on the renewal of office rental agreements;
  • Establishes and maintain appropriate filing systems for office correspondence
  • Receive and dispatch mail
  • Ensures that the office is run in a professional and responsible manner including hosting guests, cleaning, receptionist duties and general contact and liaison with outside agencies
  • Ensures that the office has sufficient office supplies
  • Co-ordinates any other necessary administrative and office management details
  • Makes all necessary travel and lodging arrangements for Gombe visitors
  • Oversee the management of office consumable (office materials like: stationary, cleaning & hygiene,): that will include: collecting the requests on monthly bases, maintaining the stock, monitoring the use
  • Facility management (cleaning, equipment repairs, utilities, water supply, green office considerations, facility keys management etc.)
  • Administrating communication, ensuring internet, printers are working, the staff has enough phone credit
  • Collect HR related documentation and liaise with the Abuja office on HR tasks
  • Monitor the generator and inverter operation, monitoring the service schedule
  • Monitor generator fuel consumption
  • Responsible for oversight of vehicle rentals including tracking of leases and payment.
Operations Management - Security:
  • To act as the office Security Focal Point
  • If needed, conduct security risk assessments of core operational features and record and report findings
  • To ensure that compound guards remain an effective and credible deterren
  • To ensure through comprehensive briefings, that all staff and visitors to are fully appraised of the risks, the prevailing security situation and any security procedures
  • To manage and maintain all security communications equipment.
Other:
  • Carries out other duties as assigned
  • The Operations Officer will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
Supervisory Responsibility:
  • Drivers, cleaner, cook and Security Guard.
Accountability:

Knowledge and Experience
  • A relevant First Degree in Business or Arts is desired
  • Minimum 3 years’ experience in operations (logistics, procurement), preferably within an NGO; international business or related field. Strong organizational skills; ability to interact effectively with international and national personnel
  • Excellent oral and written English skills
  • Knowledge of local languages is required
  • Strong computer skills on MS Office programs, especially in MS Excel

General Position Summary
  • The Resilience & Conflict Mitigation Tech Advisor will provide technical, operational, and strategic vision to the implementation of the resilience and conflict mitigation component by working with the project staff, national partners, to ensure that the program meets performance-based targets on time and within budget, as per Mercy Corps and donor requirements.
  • H/she will coordinate conflict management and reconciliation programming through the building of community trust in the ability of the Local and State Government to address the root causes of youth participation in violence in Borno.
Essential Job Responsibilities Program Management:
  • Provide technical leadership and guidance in the implementation and management of innovative Resilience & Conflict Mitigation initiatives aligned with the Program logical framework and project impact goal.
  • Provide sector oversight and guidance in the implementation of Resilience & Conflict Mitigation activities aligned with the project log frame and budget.
  • Work with Consortium Partners and other implementing partners on the Resilience & Conflict Mitigation component of the project.
  • Build the technical capacity of project staff in Resilience & Conflict Mitigation n skills that are relevant to the implementation of the project through training and continuous mentoring.
  • Submit a clear capacity-building plan for this process.

  • This position requires travel within the Yobe for support to programs as well as Abuja for coordination on finances.
Essential Job Functions
  • Manage the finance assistants in maintaining a balanced petty cash float, processing payments and recording in the financial system.
  • Review employee expense reports, cash advance requests and travel approval requests within financial review authority for accuracy, completeness and compliance.
  • Review procurement documentation within financial review authority for accuracy, completeness and compliance.
  • Review payment requests within financial review authority for accuracy, completeness and compliance.
  • Ensure all expenses are within assigned project budgets.
  • Prepare checks or wire transfer requests based on fully approved documents and present to approved check-signers for review and signature.
  • Prepare bank payment vouchers and ensure that all bank transactions are documented appropriately.
  • Record payment vouchers daily in Field Connection on Navigator, ensuring the information in Navigator is as accurate as possible, including dimensions and expense details.
  • Prepare timely and accurate month end reconciliations, ensuring all entries on the bank statement are accounted for, and follow up for completeness in a timely manner.
  • Manage the bank accounts and banking relationship in the field and communicate with Abuja as needed.
  • Maintain a balanced bank account balance and submit funds transfer requests to Abuja based on policy.

General Position Summary
  • The Senior Monitoring, Evaluation & Learning (MEL) Officer will support the planning and execution of monitoring and evaluation, ensuring quality in accordance with accepted standards, providing essential feedback for learning, accountability and decision-making.
  • S/he will be responsible for providing internal capacity building for program staff on monitoring and evaluation activities as well as review and develop the tools and reports necessary to meet Mercy Corps and donor reporting requirements.
Essential Job Responsibilities Strategy and Design:
  • Ensure that the MEL systems for the field location comply with Mercy Corps’ global, regional and country policies, procedures, standards and strategic initiatives.
  • As needed, assist in the coordination of consortium MEL activities.
  • Assist in program strategy design, planning and implementation to ensure adherence to Mercy Corps’ Minimum Standards, including the use of standardized tools and indicators and documentation methodologies.
  • Lead and support the design and implementation of assessments and other pre, ex-ante and post data collection and analysis.
  • Support learning-to-action events, reflection session to analyze data for programmatic use and to document and incorporate lessons learned into program design, planning and implementation.
Data Management and Quality Controls:
  • Assist program teams to develop and maintain knowledge and Information management system to support data collection, reflection, analysis and reporting needs.
  • Ensure quality control procedures and accuracy of entered data and comparing it with the existing filing system to make sure all records are consistent and aligned.
  • Provide support for the development of MEL Plans, tools, survey design, methodology, data analysis, and other services as may be required for program monitoring and evaluation.
  • Ensure program teams (including partners) are compliant with donor monitoring, evaluation and reporting requirements (adhere to donor MEL guidelines)
Technical Support:
  • Play a key role in the development and review of program, sector intervention strategies and MEL frameworks and document changes to generate learnings and ideas for programs.
  • Maintain an up to date database that reflects progress on indicators (including disaggregated beneficiary counts).
  • Coordinate assessments, evaluations and monitoring surveys in the area of operation. This will entail the development of Scopes of Work, development of survey tools, training and management of data collectors, report writing and facilitating discussion on the results.
Documentation and Reporting:
  • Regularly document lessons learned best practices, program data analysis, summaries, and evaluations and provide evidence-based information, success stories, case studies and other high quality, results-based documentation.
  • Produce quality program reports and support program teams to review and improve on the quality of reporting.
  • Visit sites and partners to collect supplementary data, stories and conduct qualitative research both independently and in teams and support partner-organizations with proper documentation and report generation.
Leadership and Capacity Building:
  • Build the capacity of all relevant team members (including partner staffs) to develop and maintain an excellent MEL system and facilitate periodic reflection and analysis of program monitoring information that feeds into programming and learning.
  • As needed, support in the training and oversight of enumerators for data-collection.
Additional Tasks:
  • Maintain professional relationships with local government officials, private sector partners, NGOs, other development organizations, and civil society organizations.
  • Maintain an active advisory role with the program and MEL team to help guide them towards robust and relevant data collection.
  • Work with MEL and IT staff to maximize the value and utility of technology initiatives for effective MEL for the Northeast.
  • Conduct himself/herself both professionally and personally in such a manner as to credit Mercy Corps and not jeopardize its mission.
  • Perform any other duties as assigned by his/her supervisor or representatives.

  • Should understand concepts and demonstrate skills in monitoring and evaluation, results frameworks/program logic, and participatory monitoring.
  • Experience with both quantitative and qualitative data collection and reporting techniques.
  • Should be able to design and implement surveys, have knowledge of commonly used sampling techniques.
  • Experience with facilitation, capacity building, formal and informal knowledge transfer, partnership strengthening, and empowering staff through opportunities for growth and development.
  • Experience leading learning extraction, development and sharing as part of the monitoring and evaluation feedback process.
  • Knowledge of statistical analysis software such as SPSS, EPI Info and mobile data collection platforms preferable.

  • The Security Guard works to assist, provide, protection and support to the activities of Mercy Corps in all the working areas. The Security Guard will adhere to all Mercy Corps safety rules and follow the guidelines to provide security and support as it’s required by the Mercy Corps.
Essential Job Functions
  • To assure the security and safety of personnel and property at the Mercy Corps guesthouse or office to which assigned by the immediate supervisor, during all of the hours of the working shift.

  • The Cash and Livelihood Program Officer is responsible for the day-to-day implementation of unconditional cash (UCT), cash for work (CFW) and using systems are in place to support cash transfer programming and livelihood interventions in Northeast Nigeria (Borno state).

  • The Monitoring and Evaluation Assistant will work with the Senior Monitoring and Evaluation Officer as part of a team to operationalize specific program systems.
  • The M&E Assistant is responsible for supporting Mercy Corps staff and partners to regularly, collect, enter, verify and analyze data and make timely database adjustments to measure the impact of the program.

General Position Summary
  • The Cash and Livelihood Program Assist will assist the Cash and Livelihood Program Officer to ensure the successful implementation of all CASH and Livelihood interventions and activities and all program areas.
Essential Job Functions
  • Provide weekly field reports, capturing activities progress, lessons learned as well as general situation and community updates and needs.
  • Document lessons learned and success stories on the project.
  • Adhere to all MC policies and procedures as outlined in MC policies and procedure manuals.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in country of operation.
  • Assist program officers to ensure program progress according to the developed schedule and work plan.
  • Assist in the coordination in Potiskum.
  • Support in the process of beneficiary registration, community mobilization and sensitization.
  • Assist in promoting community participation and inclusion as to encourage community ownership over activities implemented.
  • Ensure equal representation of various community groups in the implementation of activities.
  • Assist in the facilitation of community meetings, focus group discussion and other as required by the program.
  • Keep program officers and management updated regards to security situation in the project implementation area.
  • Other duties as assigned.
Security:
  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
Other:
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission.

Knowledge and Experience
  • Bachelor Degree in relevant field or equivalent experience is highly recommended
  • Ability to work under pressure
  • Strong interpersonal, intercultural and communication skills
  • Excellent oral and written skills and computer skills
  • Fluency in English; fluency in Hausa is required, ability to speak Kanuri and Shuwa highly desired.
  • 1-2 years of working experience. Previous experience in community work is highly preferred.
  • Proven ability to develop and maintain good relationships with the local communities and project beneficiaries.
  • Demonstrated skills in planning, organizing and reporting

  • The ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.
