TSHIP (Targeted States High Impact Projects) is a five-year program focused on the improvement of Health Systems and the Management of Health Systems for higher quality Maternal, Neonatal and Child Health, Family Planning, and Reproductive Health service delivery in Nigeria.
TSHIP is funded by the United States Agency for International Development (USAID) and implemented by a group of foreign and local non-governmental organizations consisting of John Snow Research & Training Institute, Inc. (JSI), Center for Development & Population Activities (CEDPA), Futures Group International LLC, JHPIEGO, and Management Strategies for Africa (MSA).

Job Title: Human Resources Manager

Roles and responsibilities
 1.Co-ordinate the designing and updating of personnel policies.
2.Design, update and implement personnel management systems in conformity with generally accepted personnel policies, which result in the effective and efficient management of TSHIP employees.
3.Manage TSHIP staff welfare and safety.
4.Ensure that TSHIP policies are following the Nigerian labour law through the life of the project.
5.Co-ordinate personnel related activities, such as recruitment, training, deployment, reward and compensation, and processing of related personnel documents.
6.Lead, organize and co-ordinate the staff performance review and evaluation process.
7.Lead and co-ordinate job evaluations and reviews.
8.In consultation with senior management and supervisors, develop annual and implement staff development plan.
9.Monitor the impact of existing policies on the organisational culture and the overall success of TSHIP and recommend necessary changes where necessary.
10.Monitor trends in employee behaviour, i.e. absence and turnover, and advise supervisors and the COP as appropriate.
11.Monitor productivity of staff in relation to utilization and achievement of TSHIP goal and objectives and advise the recommend management decision/action where necessary
12.Maintain up-to-date personnel information on all employees.
13.Maintain employees’ files and all HR records.
14.Keep tracking of vacations and sick leave balances.
15.Build and maintain positive relationships with all members of staff and with contacts both within and outside TSHIP.
16.Forward any changes in staffing (new hire, leaving, salary changes…etc.) to finance in order to take the necessary action toward payroll.
17.Advice the COP and DF&SS on personnel matters.
18.Ensure that TSHIP supervisors understand their personnel management role, in particular in relation to performance appraisal and staff development.
19.Other duties as assigned by superiors within the capacity of his/her field of profession.

Skill set 
•Working knowledge of office management.
•Ability to manage and monitor the human resources budget.
•High level of computer literacy, with competence in personnel management information systems, word-processing, spreadsheets, database and graphics packages.
•Ability to work with and manage a multi-disciplinary team.
•Ability to analyse strategic goals, evaluate the implications with regard to human resource management and develop strategies to support organisational strategic goals.
