HR Assistant at Medecins Sans Frontieres (MSF)


Medecins Sans Frontieres (MSF) is an international, private, non-governmental, non-profit humanitarian organization. Our organization offers assistance to populations in distress, to victims of natural or man-made disasters, to victims of armed conflict, without discrimination irrespective of race, religion, creed or political affiliation. We have been working in Nigeria since February 1996. A Memorandum of Understanding between Medecins Sans Frontieres and the Federal Government of Nigeria facilitates this. We are at present co-operating with the Federal Ministry of Health, State and Local Government departments of health on various health projects.

We are recruiting to fill the position below:



Job Title: HR Assistant

Location: MSF OCA, Anka, Zamfara
Job Type: Indefinite

Main Objective and Responsibility of the Position

  • Execute administrative, HR and legal related tasks to support the Project HR Manager following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve project objectives.

Generic Accountabilities

  • Under supervision of the Project HR Manager managing personal files in order to ensure accuracy, compliance and on time payments.
  • Updating the HR database and personnel files to facilitate HR processes management.
  • Updating social security tax office files in order to meet legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
  • Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.
  • Additional HR/ Admin tasks delegated by the Project HR Manager.
  • Preparing employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
  • Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.

MSF Section / Context Specific Accountabilities

  • Support the Line Manager in recruitment and hiring processes (Administrative tasks).
  • Brief new employees on HR policies, Procedures, Administrative forms and regulations according to MSF’s Labour Terms and Conditions.
  • Support the HR Manager to ensure that the MSF OCA Nigeria Labour Terms and Conditions are implemented and support actively Policies & Procedures implementation.
  • Roster technical verification as per the terms and conditions of MSF OCA
  • Provide answers to day to day questions posed by employees concerning their salaries and clarify the pay slip contents under local employment legislation.
  • Supporting the Line Manager in translating documents into local language and assisting in meetings/recruitment for translation on request.
  • Act willingly and proactively on the other HR instructions from the line manager for the smooth running of daily tasks.
  • Checking Roster and get line manager approval before sharing with managers and supervisors.
  • Following the timeframes of staff contracts (Types, Term) and get instructed to proceed accordingly.
  • Maintain the Daily Worker Pool list, ensuring update of pool information, rotation of selected staff and reporting issues in management of daily workers proactively
  • Act as focal point for staff pension and National housing fund scheme.
  • Supervise the domestic staff (Cleaners) located at the Expat Base and in the Office.
  • Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll and monthly Homere closure/management.
  • Preparing employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
  • Updating the HR database and staff personal files to facilitate HR processes management.
  • Support the timely and accurate payment of Incentive staff though communication of submission timeframes, preparation of incentive payment spreadsheet and liaison with line managers as required.

Requirements (Qualifications / Experience / Knowledge)

Education:

  • Desirable Finance, Business or Administration related Diploma.

Experience:

  • Essential previous working experience of at least two years in relevant jobs.
  • Desirable experience in MSF or other NGOs in developing countries.

Languages:

  • Mission language and local language essential.
