The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a division of the Department of Public Health, in the Nigeria Federal Ministry of Health (FMH).
The concept of NASCP and its mandate is to coordinate the formulation and effective implementation of the Nigeria government policies, guidelines and standard operating procedures for the prevention of new HIV infections as well as improve on the existing treatment, care and support for those persons already infected and affected by the virus in the country.

Job Title: GF Programme Management Unit Team lead/Project Director

Background
The NASCP PMU team lead will lead all aspects of the implementation of public sector Global Fund grants in accordance with the Global Fund grant agreement and laws of Nigeria under the supervision and approval of the National Coordinator. He/she will be responsible for overall program implementation and meeting of the PMU objectives by ensuring effective coordination, implementation, quality assurance, and achievement of PMU goals. Provide necessary strategic and operational leadership, and will report to the National Coordinator on the Global Fund grant. He/she will maintain good working relationships with all units of NASCP relevant on activities, Government officials, local and international partners, the National Agency for Control of AIDS, and other stakeholders. He/she will ensure that NASCP and the sub-recipients meet Global Fund requirements and that the required reports are accurate, timely and complete.
Responsibilities:
- Oversees the coordination and implementation of activities in liaison with the procurement, finance and technical teams ensuring required outputs meet required quality standards and within the specified constraints of time and cost.
- Provide strategic and operational leadership to PMU and coordinate program planning, implementation, reviews, and evaluation in collaboration with the larger NASCP structure.
- Ensures all programme inputs are in accordance with procedures for nationally implemented projects. Planning and management of project delivery processes.
- Ensure grant objectives and targets are achieved, and that the Global Fund policies and procedures are followed.
- Develop and monitor dashboard for state performance.
- Develop and implement scorecard system based on state performance.
- Support regular convening and implementation of project management meetings at all levels and ensure reporting of same
- Ensure budget control systems are operational by reviewing and monitoring grant budget, expenditure, and variances on a quarterly basis.
- In close liaison with the project management officer, PMTCT specialists, prepare and revise project work and financial plans.
- Liaise with relevant government agencies, and all implementing partners for effective coordination of all project activities.
- Proactively identify and address bottlenecks to the implementation of grant activities
- Ensure both internal and external audits of the Global Fund grants are implemented in accordance with the grant agreement.
- Ensure timely preparation and submission of progress updates and disbursement requests to the Global Fund and CCM
- Oversees project annual work plans and budgets, preparation and submission of timely and quality project reports and monitoring of project performance in line with the monitoring systems and objective of the project.
- Support regular convening and implementation of project management meetings at all levels and ensure reporting of same
- Coordinate all advocacy meetings and activities in close liaison with the Zonal officers, prepare and revise project work and financial plans.
- Liaise with relevant government agencies, and all implementing partners for effective coordination of all project activities.
- Undertake periodic visits to project areas to backstop challenges and ensure project implementation is on course.
- Provide operational oversight for project finance, procurement, and supply chain activities
- Provide any other services required for the successful delivery of the project.
Qualifications & Skills:
- A minimum of 12 years’ post-graduation with evidence of a progressive increase in responsibility.
- Sound knowledge of the Government of Nigeria structures and policies relevant to the management and oversight of Global Fund programs with evidence of at least 10 years of work experience with the Government of Nigeria and at least 7 years spent in HIV or health related programmatic experiences.
- Working experience with the project stakeholder institutions and agencies
- Demonstrable experience managing a team with demonstrable leadership and motivational abilities with a strong management, supervisory, and capacity-building skills, including at least 5 years’ experience in managing teams of professional staff.
- Ability to effectively coordinate a multi-stakeholder project with proven result, proven experience in leading a Global Fund project will be an added advantage.
- Ability to administer budgets, lead a team, train and work effectively with counterpart staff at all levels, and interact effectively with all groups involved in the project.
- Proficiency in working with ICT systems to demonstrate the development and use of technology such as survey tools, dashboards, automated reporting in monitoring a large project which involves over 10,000 persons.
- Strong leadership skills and ability to respond effectively to deadlines and high-pressure situations.
- Strong written and oral communication skills, including professional-level English language skills, presentation, and reporting skills.
- Excellent verbal and written communication, effective interpersonal and negotiation skills, proven through successful interactions with all levels of stakeholder groups.

Deliverables:
- Report of monthly activities identifying challenges, issues to be addressed and recommendations on way forward.
- Timely delivery of project activities and reports in line with approved plan.
- Quarterly progress update based on dashboard.
- Quarterly dissemination of scorecard
Contracting & Accountability:
- The officer will be accountable to the National Coordinator.
Renumeration:
- S/he will be paid competitive fees for the agreed duration based on qualification and experience.
