The Independent National Facilitation Unit (INFU) of the Project now invites Individual Consultants (“Consultant”) for the position below:
Job Title: Lead ICT Specialist

Duration: The approximate effort level for each of the assignments is 120 man-days in six calendar months
Details
The successful Consultant will be required to:
- Lead in the design, development, deployment and operations of all ICT systems of the Independent National Facilitation Unit (INFU) and delivery institution in each of the geo-political zones in the country;
- Provide strategic and thorough technical guidance to all automation and digital transformation activities and products.
Requirements
The short-listing criteria are:
- Graduate (Master’s) degree in Computer Science or Computer Engineering;
- Excellent analytical, problem solving, interpersonal, coaching /mentoring, and computer skills;
- Excellent understanding of the ICT market in Nigeria (infrastructure, connectivity, hardware, software, security, etc.) including products, systems, bandwidths, pricing, etc.;
- Excellent understanding of the latest coding technologies and languages, web application frameworks and scripting languages
- Excellent knowledge and experience in databases, data management and data collection;
- At least 15 years of general professional experience;
- At least 10 years of specific experience in managing ICT operations and teams, preferably in academic, research, or training set-ups;
- At least 2 years of experience in digital transformation projects or programmes in the public sector or academia;
- Previous experience in SIS and/or Learning Management Systems is an advantage.
Job Title: Student Information System (SIS) Specialist

The successful Consultant will be required to:
- Under the supervision of the Lead ICT Systems Specialist and in coordination with the PIU, manage all activities associated with the central SIS to be used remotely, by closely coordinating with delivery institutions in each of the geopolitical zones in the country;
- Supervise the design, development, deployment, testing and roll-out of information systems, including the SIS;
- Acquire all coding and system design and development tools and techniques to uniquely and independently operate, maintain and enhance the systems;
- Coordinate with vendors and system suppliers and supervise their work to ensure full acquisition of knowledge;
- Train administrators and other users on the use and administration of the systems in delivery institutions;
- Act as System Administrator on behalf of the INFU;
- Manage system security and data privacy;
- Manage content and reporting on the system.
Requirements
The short-listing criteria are:
- Bachelor’s degree in Computer Science or Computer Engineering; graduate degree in the same field is an advantage;
- Excellent analytical, problem solving, interpersonal, coaching/mentoring, and computer skills;
- Perfect command of HTML, CSS, MySQL, XHTML;

- Ensure that all available or acquired networks and hardware are fit-for purpose, reliable, well-maintained, etc.;
- Coordinate with vendors and system suppliers and supervise their work to ensure full acquisition of knowledge;
- Train administrators and users on the use and administration of their infrastructure and hardware in delivery institution in each of the geo-political zones;
- Manage data centres security and data privacy;
- Generate reports on a periodic basis and on demand
Requirements

- Bachelor's degree in Computer Engineering; Graduate degree in the same field is an advantage;

Job Title: Content Specialist

The successful consultant will be required to:
- Under the supervision of the Lead ICT Systems Specialist and in coordination with the PIU, manage all activities associated with the LMS to be used remotely by all six Centres of Excellence;
- Supervise the design, development, deployment, testing and roll-out of information systems, including the LMS;
- Acquire all coding and system design and development tools and techniques to uniquely and independently operate, maintain and enhance the system;
- Coordinate with vendors and system suppliers and supervise their work to ensure full acquisition of knowledge;
- Transform learning materials to e-courses and e-material and upload on LMS;
- Train administrators and users on the use and administration of the systems in delivery institution in each of the geo-political zones;
- Act as LMS Content Manager and System Administrator on behalf of the INFU;
- Manage system security and data privacy;
- Manage content and reporting on the system;
- Generate reports on a periodic basis and on demand.
Requirements

- Continuously validate that the PP curriculum and courses are fit-for-purpose and are delivering on the intended results;
- Supervise PP research activities and partnering activities of delivery institutions in each of the geo-political zones in the country (with other universities, research centres, industry, etc.);
- Supervise PP internship programmes to maximise their impact
- Povide general academic advice and guidance;

- At least 5 years of experience in supervising higher education programmes;
- At least 5 years of experience in setting, measuring and reporting on KPIs,
- Preferably in the academic sector.
- Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

- Handle all awareness, visibility, publicity, promotional and media products and relations;
- Develop the Independent National Facilitation Unit (INFU) Communication Strategy (five years) and annual communication plans in full detail;
- Measure, evaluate and assess impact of the communications strategy by obtaining stakeholder feedback frequently, to identify communication gaps, conduct public consultations, polls and surveys to determine stakeholder perception.
Requirements

- Master’s degree in Journalism, Mass Media, Communication or similar fields;
- Membership of relevant National Professional bodies will be an added advantage;
- Good command of the English Language;
- Good writing, editing, and proof-reading skills;
- Good communication and computer skills;

- At least 5 years of specific experience in similar organisation and setups involving similar activities;
- Experience in management of communications in a multilateral funded project.
