Job Title: Community Engagement Analyst

Background
Since 2009, nearly 15 million people in Nigeria´s North-East have been affected by the conflict with Jama’atu Ahlis Sunna Lidda’awati Wal-Jihad (JAS), a Non-State Armed Group (NSAG), labelled by the media and commonly referred to as “Boko Haram”, and the resulting military operations in North-East Nigeria. The conflict became particularly intense in 2013, leading to the loss of an estimated 30,000 lives and the displacement of over 1.8 million people. Current numbers of active members within the NSAGs are not known but estimates range from 5,000 to 20,000. The number of detainees under military control is estimated at around 7,000 with the number expected to rise as counter insurgency efforts continue and avenues for surrender become more viable. The past years have brought significant progress on the military front. NSAGs no longer control vast swathes of territory and have taken to asymmetric warfare to deal with the evolving military campaign. Despite these successes, the number and sophistication of insurgency attacks have been on the rise since early December 2018.
 
The military campaign therefore continues to be essential in the foreseeable future.  In addition, those associated with NSAGs must see a way out of the groups, be given opportunities for viable alternatives to violent extremism and seek change through peaceful means. In parallel, the process of reconciliation between low-risk former NSAG associates including children and women who have participated in Government-led rehabilitation programmes and the many conflict-affected communities and victims of the groups must start.
 
From experience to date in the North-East, it is clear that community-based reconciliation and transitional justice processes are important but not sufficient for achieving peace. Besides establishing a minimum level of safety and security in the community, action is required to strengthen individual livelihoods, community social and productive infrastructure and public services before the actual process of reintegration of former NSAG associates can take place. Community consultations across the Northeast of Nigeria conducted by the project partners in 2017 and 2018 confirm the need for a comprehensive approach that lays the foundations for successful reintegration through a community-driven and state-owned “Disengagement, Disassociation, Reintegration and Reconciliation (DDRR)” process. The Government of Nigeria also recognizes that reintegration must include non-state security providers, such as the Civilian Joint Task Force (CJTF) and other vigilante groups.
 
For reintegration to be successful it needs to go hand-in-hand with community-level reconciliation to promote an increased understanding for and acceptance of low-risk former associates and victims. Though community engagement is a gradual trust-building process, done in the right way, however, it can support the creation of a common vision for the future and lay foundations for reconciliation and reintegration interventions.

The UNDP / UNICEF / IOM “Support for Reconciliation and Reintegration of Former Armed Non-State combatants and Boko Haram Associates (S2R) project is funded by EU and aims to achieve the following objectives:

  • To reduced rejection and stigmatization of Former Associates;
  • To increase community healing and reconciliation and decrease sense of injustice
  • To increase sustainable alternatives to violence and social cohesion;
  • To disarm and demobilize non-state security providers;
  • To strengthen trust between citizens and Government.

At present, UNDP wants to recruit a Community Engagment Analyst to led and coordinate the UNDP-specific S2R project community enagment activities. The Community Engagment Analyst is responsible for the overall implementation the UNDP-specific S2R component of the Action. The Community Engagment Analyst will work closely with the State Government, UN agencies, and CSOs operating in the project areas.
 
Duties and Responsibilities

  • Under the direct supervision of the Reconciliation and Social Cohesion Officer and in close collaboration with the  DDRR Project Team in the CO and Sub-Office, the Community Engagement Analyst will provide technical support to the following funcations:
  • Collect and conduct desk review on  the relevante data and research documents;
  • Conduct stakeholder mapping and multi-sector/perception assessment of the DDRR dynamics and priority reconciliation and social cohesion needs in the communities ;
  • Facilitate focal group discussions with local and displaced populations in the communities
  • Analyze the findings and finalize an assessment report.
  • Identify and establish community consultation groups, including vulnerable target population (including women, disability, etc.) to design an effective structure of dialogue platform ;
  • Promote consultations with relevant parties to identify the need gaps and UNDP’s entry points for catalytic effects for the DDRR Stabilization Facilities and other NE integrated recovery projects ;
  • Develop capacity of young people and women on collaborative leadership for social cohesion, bring local and refugee populations together ;
  • Support selection, recruitment and training of local volunteers from the host communities and refugee populations on dispute resolution and mediation, including women’s empowerment, mine-risk education, and human rights in host communities ;
  • Provide technical support to formulate a community peacebuilding plan through community dialogue in a participatory manner.
  • Identify entry points for multi-cultural / trust-building / community solidarity activities for social cohesion and support youth groups, NGOs / CSOs / CBOs to implement these activities;
  • Assist in designing the detailed implementation plan of the identified interventions, including potential implementing partners, methodologies, and coordination mechanisms, in accordance with UNDP’s rules and regulations;
  • Provide technical and facilitation support to local volunteers and the community dialogue platform to organize multi-cultural / social-gathering events;
  • Monitor day-to-day project activities and provide guidance to UNVs and local volunteers.
  • Prepare reports, information materials, and publications on the project activities; 
  • Provide technical support to ensure the project activities are implemented in line with the planned timeline and results.
  • Provide policy advice to strengthen synergies and partnerships with other actors, such as the governments, the private sector, and the international organizations for greater positive impacts of the UNDP interventions
  • Provide technical support to strengthen the capacity of community groups for advocacy, communications, and resource mobilization, including utilization of social media and other innovative communication tools.
  • Support organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc. in the area of community engagement and empowerment.

Required Skills and Experience
Education and Certificate:

Experience:

  • Experience on community mobilization and engagement and social cohesion, addressing issues of community development and early recovery.
  • Experience in a post-conflict environment is a strong advantage. Knowledge of socio-economic, culture, and community development issues in the North-East Nigeria and Lake Chad Basin region is an asset.
  • Proven experience in result-based reporting, public relations/communication.

Background

  • The UN Clinic Nurse performs the functions under the immediate supervision of the UN Clinic Physician with regards to technical matters only and the overall supervision of the UN Resident Coordinator for all administrative matters.

Reporting structure and partners:

  • The technical supervision of the nurse and the medical personnel in the field as well as the technical performance evaluation will be executed by the UN Medical Director or his nominee. In order to ensure that UNDP should facilitate external access to its Performance Development and Management system to MSD.

Duties and Responsibilities
Clinical Technical Duties:

  • Within delegated authority, the Nurse shall be responsible for the following duties:
  • Attend the UN Clinic on a full time basis;
  • Assist the UN Physician in the performance of his/her duties
  • Responds to emergency calls during outside office hours when necessary and assists Medical Doctors in providing adequate care;
  • Give first-aid and advice to the staff and their recognized dependents;
  • Ensures effective liaison between patient and private doctor, paramedics, family members, and colleagues as appropriate;
  • Documents case findings.
  • Performs diagnostic and screening tests such as: ECG, x-rays, laboratory (blood and urine), and other tests as required.
  • Performs clinical assessment of patients visiting the walk-in clinic;

Administrative Duties:

  • Maintain the UN Clinic in good order and keep the inventory of medical supplies and equipment up-to-date and be prepared for disaster;
  • In consultation with the UN Clinic physician, maintain a 24-hour roster of available specialists for referral and treatment;
  • Coordinate and supervise the work of other UN Dispensary personnel i.e. Ambulance Driver and Cleaner;
  • Check equipment and supplies on a daily, weekly, monthly and yearly basis and maintain them in working order;
  • Ensures that medical instruments are properly sterilized and maintains hygiene and cleanliness of the dispensary;
  • Through a monthly check, ensures that medical instruments and equipment in the UN ambulance are maintained in a working order, and replaced after use;
  • Enter medical data of patients into register, patient's file, and electronic databases;
  • Schedule consultations with the UN Physician for eligible staff and dependents;
  • Maintain a 24-hour roster of available specialists for referrals and treatment when necessary;
  • Ensure a proper and safe disposal of hazardous material and medical waste in close coordination with the Medical Physician, Lab technicians, and Pharmacists
  • Identifies and plans clinics’ material, supplies and equipment requirements and raises requisitions accordingly;
  • Liaises with Procurement Section and Supply Section to establish essential contracts for the mission;
  • Develops logistic plans to support field satellite clinics, and follows up on implementation;

Required Skills and Experience
Education:

  • Registered Professional Nurse and first level degree from an accredited Baccalaureate Nursing Programme (University) or equivalent such as an accredited Diploma Programme (4 years).
  • Certificates in ECG, CPR or Basic Life Support and ACLS or equivalent emergency medical care is an asset.
  • Recognized additional training in primary health care and midwifery is desirable;
  • HIV/AIDS Management training is desirable
  • National registration and license is a requirement.

Experience:

  • Minimum 6 years of continuous clinical experience in nursing preferably in a multicultural environment;
  • Intensive Care and health administration. Supervisory experience in a UN field operation is an asset. Knowledge and understanding of relevant UN administrative policies and procedures is desirable.

Background

  • UN field personnel are exposed to various health and security hazards that may result in disease; psychological trauma and life threatening injuries. Dedicated, effective primary health, occupational health and emergency medical services may mitigate negative outcomes of trauma, injuries and health complications providing better chances for saving lives as well as for faster and better recovery.
  • The UN Clinic Physician, is part of the UN common services of the UN country team in (duty station) and administered by UNDP.
  • The UN Clinic Physician will attend to the UN Clinic on a full time basis and provide medical services to staff members and their dependents. In addition, he/she will facilitate for medical evacuations and cooperate with headquarter offices on all related matters and ensures consistent delivery of high quality medical services to the UNCT.
  • The UN Clinic Physician will also be responsible for medical examinations of staff, a responsibility he/she will share with other designated UN Physicians. (The UN Clinics operate, with regard to technical matters only, under the general supervision of the UN Medical Director and with UNDP on regards of all administrative matters).

Reporting structure and partners:

  • Under the overall supervision of the UN Resident Coordinator with regards to all administrative matters and the general supervision of the UN Medical Director with regards to technical matters, UN Clinic Physician, will provide clinical services including medical consultations and emergency care, and supervise the work of the medical staff (including nurses, lab technician and pharmacist).
  • The incumbent will promote proactive occupational health policies and best practices and procedures in the medical services in conjunction with Administration. This will include outreach to staff and dependents in the areas of preventative health. The UN Clinic doctor is expected to take part in the HIV work in the UN work place as outlined in UN One for All.  S/he is part of the emergency response team and will as such work closely with DSS in implementing case-vac and mass casualty response.

Duties and Responsibilities
Clinical Duties:

  • Attend the United Nations Clinic on a full time basis.
  • Respond to acute emergencies in line with international protocols such as advanced trauma life support management and advanced cardiac life support or Pre Hospital Trauma life support.
  • Be able to do triage and primary stabilization.  
  • Undertake day-to-day clinical duties, e.g. walk-in clinic, pre-placement and periodic medical examinations and immunizations.
  • Provide health education.  
  • Participate in addressing work environment and occupational health issues.
  • Undertake medical examinations for UN Agencies international and local staff and dependents.
  • Diagnose and recommend treatment to all staff visiting the Clinic on a daily basis.
  • Be on call during and outside office hours to observe and treat emergencies in the UN Clinic. Undertake house calls when required.  
  • Responsible for entry and periodic medical examinations for United Nations staff members who choose to use the UN Clinic for their examinations.
  • Medical Administrative Duties:
  • Liaise with other UN Clinics, host-nation medical facilities and medical facilities abroad to coordinate medical evacuations.  
  • Follow the United Nations established policies and procedures regarding medical clearances, sick leave and medical evacuations.
  • Recommend medical evacuation when required to RC (the doctor recommend as the medical expert, submit evacuation request to UN Clinic Health Manager for authorization and facilitate medical evacuations of UN staff and their dependents). Responsible for all paper work and reporting procedures for medical evacuations in line with UN Rules and procedures.
  • Ensure proper follow up on all cases  
  • Application of terms of reference in UNDP POPP for rules and regulations regarding UN Clinic operations
  • Responsible for establishing good relations with reliable hospitals, private medical facilities and blood banks and local physician, including UNEP if available.

Required Skills and Experience
Education:

  • Advanced University Degree in Medicine from an accredited University and currently licensed to practice within home country or other national jurisdiction;  
  • Valid certification in Advanced Trauma Life support, Advanced Cardiac Life Support Or Prehospital trauma life support is required;
  • Certification in HIV care or VCCT is desirable.

Experience:

  • At least five (5) years progressive experience and practice in general medicine in developing countries or countries in conflict, of which at least one year should be in Trauma and Emergency care and two years in Internal Medicine;
  • Surgical, ICU, aeromedical or anesthetic experience is an advantage; Experience in Tropical Medicine, Occupational health experience is an asset
  • Previous UN medical system/international medical experience is desirable.   
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is expected

The number of detainees under military control is estimated at around 7,000 with the number expected to rise as counter insurgency efforts continue and avenues for surrender become more viable. The past years have brought significant progress on the military front. NSAGs no longer control vast swathes of territory and have taken to asymmetric warfare to deal with the evolving military campaign. Despite these successes, the number and sophistication of insurgency attacks have been on the rise since early December 2018.
 
The military campaign therefore continues to be essential in the foreseeable future.  In addition, those associated with NSAGs must see a way out of the groups, be given opportunities for viable alternatives to violent extremism and seek change through peaceful means. In parallel, the process of reconciliation between low-risk former NSAG associates including children and women who have participated in Government-led rehabilitation programmes and the many conflict-affected communities and victims of the groups must start.
 
From experience to date in the North-East, it is clear that community-based reconciliation and transitional justice processes are important but not sufficient for achieving peace. Besides establishing a minimum level of safety and security in the community, action is required to strengthen individual livelihoods, community social and productive infrastructure and public services before the actual process of reintegration of former NSAG associates can take place. Community consultations across the Northeast of Nigeria conducted by the project partners in 2017 and 2018 confirm the need for a comprehensive approach that lays the foundations for successful reintegration through a community-driven and state-owned “Disengagement, Disassociation, Reintegration and Reconciliation (DDRR)” process. The Government of Nigeria also recognizes that reintegration must include non-state security providers, such as the Civilian Joint Task Force (CJTF) and other vigilante groups.
 
The UNDP/UNICEF/IOM “Support for Reconciliation and Reintegration of Former Armed Non-State combatants and Boko Haram Associates (S2R) project is funded by EU and aims to achieve the following objectives:

  • To reduced rejection and stigmatization of Former Associates;
  • To increase community healing and reconciliation and decrease sense of injustice
  • To increase sustainable alternatives to violence and social cohesion;
  • To disarm and demobilize non-state security providers;
  • To strengthen trust between citizens and Government.

At present, UNDP seeks to recruit a Community Security/Vigilante Officer to provide effective coordination, design and management of all UNDP-specific activities relating to community security/vigilante in the project .
    
Duties and Responsibilities

  • Under the direct supervision of  the Reconciliation and Social Cohesion Specialist, the Community Security / Vigilante Officer carries out all functions and responsibilities related to effective coordination, design and management of all activities relating to community security / vigilante in the project. 
  • S / he or she liaises with the IOM Project Coordinator, UNICEF DDRR staff, and relevant government authorities, commanders of CJTF / vigilantes and other community stakeholders to design and implement agreed activities in line with the objectives and intended outputs of the project.

The Community Security/Vigilante Officer will perform the following tasks:

  • Lead and manage the quality implementation of activities relating to community security/vigilante in the project, including developing ToRs, participating in recruitment processes, providing technical support, etc.;
  • Coordinate and manage the overall delivery of community security/vigilante activities in an effective and efficient manner, working closely with the IOM, UNICEF and UNDP CO, Maiduguri Sub-Office, the military, police, other security providers, civilian government institutions,CSOs, academic institutions,  and entities, and donors/development partners;
  • Ensure that all activities related to community security/vigilante are prepared in a timely manner and implemented in accordance with stated outcomes and performance indicators;
  • Facilitate a comprehensive policy dialogue to explore and agree on approaches to improve community security and to develop viable ways to address the issues related to non-state security providers, including  continuous engagement with non-state security providers to support the development of future options to be considered by policy-makers;
  • Support the authorities to develop an efficient disarmament and demobilisation process and weapons collection/management system for selected CJTF and vigilante groups, in conjunction with wider community safety and security planning;
  • Encourage the participation of former CJTF and vigilante group members in community-level restorative justice processes, and support their access to reintegration assistance;
  • Support the conduct of training on stockpile management and armoury security for security agencies and vigilante groups within selected communities;
  • Provide substantive support to meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc;
  • Enhance the exsting community security/vigilate coordination mechanisms and support the establishment of a UNDP-supported coordination working group;
  • Organize Human Rights and SGBV training to non-state security providers (vigilantes) members;
  • Prepare annual work plans, and procurement plans in line with the programme outputs and objectives;
  • Support the drafting of reports (including progress reports), thematic papers, concept notes as well as project proposals as part of UNDP CO fundraising activities.
  • Conduct research, synthesize best practices and codify project experiences on the ground in comprehensive knowledge products with lessons learned and step-by-step guidance for replication;
  • Perform other functions as deemed essential for effective results.

  • The key results have an impact on the success of the S2R project to promote community security through an effective DDRR process.

Required Skills and Experience
Education and Certificate:

  • Master's Degree or equivalent in Law and development related disciplines, Human Rights, Political Science, Behavioral Science, or other relevant Social Science fields.

Experience:

  • 2 years of relevant professional experience, including years in a senior position in an international developmentorganization in Rule of Law, access to justice and community security reform;
  • Experience of sector wide approaches to justice and RoL in crisis contexts including experience working with all of the main actors is required ;
  • Previous experience with UNDP or another UN entity engaged in Rule of Law, security sector reform, DDR, etc;
  • Experience in special development situations in Africa would be an asset, as well as previous experience working in the Lake Chad region ;
  • Previous experience in conflict/post conflict contexts preferably with the UN / UNDP would be an advantage.

Background

  • Violent conflict has surged in recent years, and in 2016, more countries experienced violent conflict than at any time in nearly 30 years. While the complex relationship between conflict, security and development is increasingly understood, international assistance and investment in conflict prevention have remained relatively low. At the same time, approaches to preventing conflict have been refined considerably, as policy and practice on peacebuilding have evolved – and the UN, its Member States and other partners are increasingly looking to prevention as a critical strategy for sustaining peace and nurturing development. Conflict prevention is increasingly recognised as a rational and cost-effective strategy for countries at risk of violence and for the international community.
  • The joint UNDP-DPPA programme on building national capacities for conflict prevention has made a ground-breaking contribution in bridging the gap between political engagement and development assistance in pursuit of preventing conflict and sustaining peace. In its new phase (2019-2023), the Joint UNDP-DPPA Programme will further strengthen the analytical capacities of national stakeholders and the UN system in support of Member States’ efforts to advance policy and programmatic coherence on conflict prevention and support strategies for sustaining peace.
  • The deployment of Peace and Development Advisors and has been the primary instrument of the Joint Programme to provide capacity for Resident Coordinators and UN Country Teams to support national partners in dialogue and national or local mediation processes, the establishment and operationalization of national infrastructures and mechanisms for peace; and other initiatives aimed at sustaining peace. There are currently 49 PDA positions across the globe.
  • In an effort to ensure that PDAs are better equipped and empowered to deliver on their mandates, the Joint Programme has established in a number of contexts small ‘Peace and Development teams’ where a national Peace and Development Officer provides reinforced capacity to the PDA’s engagement in support of the RCOs and UNCTs in the area of conflict prevention and sustaining peace.
  • Nigeria remains a strategic country in Africa. However, the country faces significant challenges posed by violent conflicts which have impacted negatively on the country’s development endeavours despite the enormous potentials. This position is part of the overall strategic response to enhance national capacities to respond to the challenges and assist in accompanying the country in the effective implementation of the SDGs, especially in a difficult context of the post-COVID-19 recovery.
  • The National PDA in Nigeria will assist the PDA in providing top-notch analyses and support to the Resident Coordinator and the UNCT to effectively respond to the multiple development challenges through the One UN approach.

Duties and Responsibilities
The Peace and Development Officer works under the direct supervision and guidance of the PDA, to provide substantive support in three main areas of activity, including:

  • Assist on research, information-gathering and analysis with specific focus on supporting and promoting peacebuilding and conflict prevention;   
  • Identify entry-points and support inclusive and conflict-sensitive approaches in efforts to build national capacities for conflict prevention, particularly with regard to civil society, including women’s and youth networks;
  • Provide technical support for coordination, partnerships and M&E;

Under the direct supervision of the PDA, the main duties and responsibilities of the PDO will include:

Assisting on research, information-gathering and analysis with specific focus on supporting and promoting peacebuilding and conflict prevention:

  • Gather and process data and information relevant to the UN’s role and activities in [country] and the sub-region as relevant, with specific focus on supporting and promoting peacebuilding, social cohesion, conflict prevention and sustainable development [or any area of particular focus in the country];
  • Support the PDA in undertaking political, political economy and/or conflict analysis, monitoring the situation in the country, and reporting of issues related to peace and security, including through analysis of local sources;
  • Carry out and coordinate research on particular issues and thematic areas such as: typologies of conflicts (natural resource, identify and political); structural and drivers of conflict; environment, climate change induced conflicts; humanitarian-development-peace nexus; SDG16 and agenda 2030; women and youth in peace and security in Nigeria, etc.

Identifying entry-points and support inclusive and conflict-sensitive approaches in efforts to build national capacities for conflict prevention, particularly with regard to civil society, including women’s and youth networks:

  • Assist the PDA in identifying areas of programmatic engagement with national stakeholders related to social cohesion, dialogue, conflict prevention and consensus building; and contribute to the development of conflict-sensitive approaches;
  • Under the guidance of the PDA, support the exploration of entry points with key national counterparts including the Government and civil society;
  • Advise on mainstreaming conflict-sensitive approaches; including provision of training UN Country Team staff and key national partners on conflict analysis, conflict prevention and/or conflict-sensitive development;
  • Undertake mappings and analysis with civil society actors’ (including youth, women, and marginalized groups) capacities for conflict prevention/ peacebuilding at local and national level, using the exercise to inform the support provided by the PDA and UNCT throughout the duration of the assignment;
  • Support the PDA in their engagement with national and local stakeholders, focusing particularly on engaging with civil society actors at local level and academia, to help link local initiatives to national-level institutions, structures and processes, as well as reinforcing dialogue between government and civil society and/or people-to-people dialogues.

Provide technical support for coordination, partnerships and M&E:

  • Support the external coordination of existing partnerships between stakeholders (government, civil society, private sector and the international community, including the UN system).
  • In close collaboration with the PDA and the Joint Programme Secretariat, support monitoring and evaluation function, including collecting, processing and analyzing data in the framework of peace and development team workplan;
