Job Title: Regional Economic Communities (RECs) Coordinator

Purpose of Job

  • To lead and coordinate activities, supervise staff and design strategies and policies relevant to the Unit and engagement of relevant stakeholders.

Main Functions

  • Coordinate activities, supervise and manage employees on the delivery of the Unit’s mandate and performance objectives;
  • Supervise the design and plan policy programmes to achieve these strategies; lead, guide and supervise the implementation of planned activities;
  • Contribute to the development of the AfCFTA Secretariat’s business continuity plan and ensure implementation at the RECs Coordination Unit level;
  • Manage risk within the Unit and recommend mitigation strategies;
  • Develop new and expand on existing activities as components of these strategies and policies.
  • Address problems arising from current approaches to relevant areas;
  • Supervise the engagement with stakeholders within Member States and RECs on designing and implementing AfCFTA strategies;
  • Represent the organisation and explain its position at conferences and other relevant platforms;
  • Contribute to the preparation of periodic financial and budget execution reports and monitor budget execution at the Unit level;
  • Ensure creation of an inspiring work environment to enable staff development and professional progression; and
  • Mobilize resources from donors to support the implementation of AfCFTA Secretariat strategy.

Specific Responsibilities

  • Contribute in mobilizing all relevant stakeholders and institutions of the Regional Economic Communities towards coordinated and harmonized continental integration through among others continental platforms, shared experiences, and common visions, goals and programs as appropriate;
  • Oversee the due implementation of provisions and instruments on relations, between the regional economic communities, the African Continental Free Trade Area and the African Union, in line with the overall architecture of continental integration;
  • Working with all relevant stakeholders, assist to actualise the role of regional economic communities as building blocks for the African Common Market and the African Continental Free Trade Area among others through common trade and customs programs and documentation, and coordination of interventions for promoting regional value chains, industrialization, digitalization and inclusiveness;
  • Collaborate with knowledge generation and management institutions to continuously clarify and support progress towards a streamlined interface between the African Continental Free Trade Area, the African Union and the Regional Economic Communities in the day-to-day operations of the trade, customs, digitalization, investment, intellectual property and innovation programs;
  • Support dialogue on key global and continental strategic issues in order to support active diplomatic agency of Africa throughout major forums relevant to and giving visibility to and a constructive role for the African Continental Free Trade Area;
  • Set up organic institutional frameworks for dealing with structures of the regional economic communities at the managerial and technical levels as appropriate;
  • Working with the Secretariats of the Regional Economic Communities and the Member States, promote the incorporation of the agenda of the African Continental Free Trade Area into the strategic plans and annual work programs of the regional economic communities;
  • Monitor and report on the progress of the integration programs of the regional economic communities, making proposals for alignments towards continental integration and for best practices that could be considered for replication at the continental level;
  • Brief the Secretariats and Meetings of the Regional Economic Communities of the Decisions and Outcomes of key meetings of the African Continental Free Area, with a view to continuously mainstreaming the Decisions and Outcomes into the Regional Economic Communities as appropriate;
  • Promote good working relations between the African Continental Free Trade Area and the Regional Economic Communities, characterised by good will, understanding, and close collaboration across the various key areas of continental integration;
  • Coordinate the missions of the Secretary-General to the regional economic communities covering the programmes, substantive matters and objectives of the missions as well as the logistics;
  • Prepare relevant reports on activities undertaken including key next steps, follow up action and disseminate to the relevant stakeholders including the Secretariats of the Regional Economic Communities; and
  • Ensure RECs are well informed on decisions undertaken to avoid any duplication.

Academic Requirements and Relevant Experience

  • Master’s degree in Business Administration, Public Administration, International Business, Development studies or relevant studies with ten (10) years post qualification relevant work experience out of which 6 years must be at managerial level;
  • Proven experience in Policy Planning, formulation and programme management/coordination at regional or multilateral level.

Tenure of Appointment

Remuneration

  • Indicative basic salary of US$ 42,879.00.00 (P4 Step1) per annum plus other related entitlements e.g. Post adjustment ( 57% of basic salary), Housing allowance US$ 27,290.88.00 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff

  • He/She will also be responsible to draft regulations, delegations, agreements and other instruments necessary to fulfil the vision and support the implementation of the Hybrid Court for South Sudan.

Main Functions
Under the overall supervision of the Legal Counsel and direct supervision of the Project Coordinator, the Translation and Legal Drafter job level involves the following:

  • Assess the translation, interpretation and reporting needs of the Project;
  • Provide quality translation of working documents from English into Arabic;
  • Ensure accuracy of terms and terminology used in the source document, and consult with the author when required;
  • Provide support in editing documents drafted in Arabic;
  • Provide advice to Project Coordinator in relation with hiring the services of Translators and interpreters if need be; and
  • Draft regulations, agreements and other legal instruments on instructions of the Legal Counsel and Project Coordinator.
  • Undertake any other related tasks as requested by the Legal Counsel and Project Coordinator.

Academic Requirements and Relevant Experience

  • University Bachelor Degree in translation, linguistics, law and political science from a recognized institution with 5 years’ experience in translating legal documents and drafting legal instruments.
  • Candidates with a Masters Degree in translation, linguistics, law and political science from a recognized institution must have 2 years’ experience in translating legal documents and drafting legal instruments.
  • Progressively responsible professional experience in translation in similar international organization is an added value;

Required Skills:

  • Excellent skills in drafting and IT skills; 
  • Experience in managing the translation and/or interpretation department(s) of an international judicial institution;

Job Title: Senior Prosecution Expert

Purpose of Job

  • Under the direct supervision of the Project Coordinator, the incumbent will be responsible to provide prosecutorial expertise support for the Hybrid court of South Sudan.

Main Functions
Under the overall supervision of the Legal Counsel and direct supervision of the Project Coordinator, the Senior Prosecution Expert job level involves the following:

  • Provide technical support in the preparation and implementation of programmes developed out of the HCSS strategic plan
  • Actively contribute in the development of strategies, programmes and plans
  • Ensure effective coordination and implementation at various levels
  • Liaise with stakeholders including Member States, Regional Economic Communities (RECs), etc on relevant matters
  • Prepare and develop reports, budget and work programmes related to the functioning of the HCSS as required
  • Manage and supervise employees under his/her supervision with regard to organization and performance evaluation.
  • Conduct complex analysis and generate accurate reports in a timely manner for the HCSS’s use.
  • Liaise with the various Departments/Units of the Commission for coordination and alignment purposes
  • Prepare budgets for the HCSS in accordance with relevant frameworks.
  • Provide technical support for the development of resource mobilization strategy
  • Support the promotion of the activities of the HCSS including preparing guidelines and fact sheets as may be required.

Specific Responsibilities

  • Collect, analyze and preserve evidence, exhibits, documents, reports, and materials in conformity with international standard that may be used by the HCSS;
  • Set up system and processes for collecting and preserving evidence in preparation for the formation of the hybrid court;
  • Prepare files for alleged perpetrators of crimes prescribed in the Statute of the Hybrid Court with the evidence needed to bring cases before the court;
  • Liaise with both regional and international stakeholders to collect evidence and investigative reports and documents to be used in cases before the court;
  • Assist and support the Project Coordinator in working with key stakeholders including the Government of South Sudan, IGAD, UN and Host State as required in developing and establishing the legal framework of the HCSS;
  • Assist in the development and completion of the Rules of Evidence and Procedure and other legal and policy instruments of the HCSS;
  • Support drafting and development of internal directives, policies, process and rules of the Court;
  • Undertake any other relevant duties as assigned by the Legal Counsel and the Project Coordinator.

Academic Requirements and Relevant Experience

  • University Master Degree in Law, International Criminal Law from a recognized Institution with 7 years’ experience, as a prosecutor or practicing lawyer in the fields of international criminal justice, rule of law, criminal or international law and working knowledge of national or international criminal law and procedure, international humanitarian law and public international law. 3 out of the 7 years of experience should be at supervisory level.

OR

  • University Bachelor's Degree in Law, International Criminal Law from a recognized University with 10 years’ experience as a prosecutor or practicing lawyer in the fields of international criminal justice, rule of law, criminal or international law and working knowledge of national or international criminal law and procedure, international humanitarian law and public international law. 3 out of the 10 years should be at supervisory level.
  • Previous experience as a prosecutor in an international or hybrid criminal tribunal or court will be an added advantage.

Academic Requirements and Relevant Experience

  • University Bachelor Degree in International Criminal Law/Public International Law with 5 years’ experience as practicing lawyer, legal or special advisor in the fields of justice, rule of law, criminal or international law.
  • Candidates with a Masters Degree in in International Criminal Law/Public International Law from a recognized institution must have 2 years’ experience as practicing lawyer, legal or special advisor in the fields of justice, rule of law, criminal or international law.
  • Experience as a legal/special advisor in an international or hybrid criminal tribunal or court is an added advantage;

  • Advise on issues related to transitional justice process in line with the Revitalized Agreement in the Resolution of Conflicts in South Sudan;
  • Assist in collection, analyze and preserve evidence, exhibits, documents, reports, and materials in conformity with international standard that may be used by the HCSS;
  • Assist in setting up system and processes for collecting and preserving evidence in preparation for the formation of the hybrid court;
  • Design a comprehensive strategic document on modalities of working with other elements of transitional arrangement of peacebuilding and reconciliation initiatives.
  • Contribute to preparation of regular progress reporting, both narrative and financial of the project.
  • Provide support to mainstreaming gender equality in the project implementation;

Purpose of Job

  • Provide strategic direction and leadership in managing the operation of both the Administration and Facilities Management and the Supply Chain Management in order to achieve the AU Strategic objectives and goals aiming to ensure sustainable quality and timely service delivery and value-for-money towards customers/stakeholder satisfaction and trust.

Main Functions

  • Develops and executes the overall strategy for the Directorate and ensures alignment with overall organizational strategy;
  • Manages and supervises employees within the Directorate, ensures the timely delivery of the Directorate’s goals and effective staff performance evaluation;
  • Drives the development, implementation and monitoring of policies, strategies and programs contributing towards the effective implementation of relevant AU Policy Organs Decisions;
  • Ensures the delivery of quality service of the Directorate’s annual targets in line with the organization’s overall strategy and goals and maintains robust departmental monitoring and evaluation systems;
  • Provides technical leadership and ensures efficient functioning of all Divisions within the Directorate;

  • Manages the work of the Directorate and supervises direct reports to ensure their effective performance in line with the organization’s performance management policy and system;  
  • Leads the Directorate and ensures effective management of personnel, budget, performance, program quality, employee relations matters and training in conformity with relevant rules, policies and procedures;
  • Builds and maintains good working relations and collaboration with other directorates/departments;  
  • Develops and maintains regular working relations with senior stakeholders in Member State and partner institution;  
  • Coordinates meetings between the organization and relevant partners;  
  • Ensures the preparation of periodic financial and budget execution reports and other reports;  
  • Ensures the effective management of funds contributed to the organization.

Specific Responsibilities:

  • Plan and monitor the day-to-day running of all support operations for a sustainable facilities , fleet and supply chain management so as to ensure compliance with all applicable standards;
  • Regularly evaluate the efficiency of all operational procedures related to facilities, fleets and supply chain management in accordance to the organizational objectives, rules, regulations and policies and apply improvement towards risk management;
  • Optimize all procurement processes and workflows and coordinate materials, services, and resources allocation aiming to ensure cost-effectiveness and value-for-money;
  • Manage all existing facilities, office spaces and assets of the organization with appropriate corrective and preventative maintenance plan with the view to ensure 24/7 availability and quality service delivery to all customers /stakeholders;
  • Coordinate all constructions and renovations projects of the Union;
  • Develop and manage the budget for facilities, fleets and supply chain management, review budgetary cost estimates for the operation of the directorate and examine long-term operational needs against the organizational strategies and goals;
  • Lead periodic inspections and verifications of all facilities and assets of the organization for conformance to established standards of the organizational rules, regulations, policies and manuals; and oversee the areas of improvement as well as disposal of obsolete assets;
  • Oversee customers support processes and organize them to enhance customer satisfaction;
  • Revise and/or formulate policies and promote their implementation;
  • Evaluate overall performance by gathering, analyzing and interpreting data and metric for facilities and supply chain management.
  • Any other related assignments as may be assigned by supervisors.

Academic Requirements and Relevant Experience

  • A University Master's Degree in Business Administration, Administrative Management, Organizational Development, Engineering, Facilities Management, Operations Management, Supply Chain Management or related fields from a recognized academic institution.
  • Minimum of fifteen (15) relevant work experience of which eight (8) years must be at managerial level and five (5) years at supervisory level.
  • Experience in facilities management, engineering, and supply chain management
  • Experience in managing multi-disciplinary teams in a diversified multicultural environment.
  • Proven track record of management and technical leadership in delivering operational support services.
  • Exposure to international organizations and Public sector is a plus.
  • Certification in project management, supply chain, facilities management and strategic organizational development would be an added advantage.

Required Skills:

  • Excellent written and oral communication skills in one of the AU working languages (Arabic, English, French, Portuguese and Spanish) and Working knowledge in another AU Languages will be an added advantage.

Tenure Of Appointment

  • The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period.
  • Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

Remuneration

  • Indicative basic salary of US$ 78,138.00 (D1 Step1) per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance US$ 26,208.00 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
