  • The Officer assists in planning, implementing, monitoring and evaluating an advocacy and communication strategy to get children’s and women’s issues into the public domain, strengthen political will in support of UNICEF's mission and objectives in the country, and enhance the organization’s credibility and brand.
Key Accountabilities, Duties and Tasks Communication materials:
  • Ensure that the production of communication products and materials is timely executed and followed up to support country communication strategy, regional and global campaigns and priorities and to support resource mobilization as set out in the work plan.
Duties & Tasks:
  • Implement the tasks in the country communication work plan and strategy as assigned.
  • Gather content and coverage of relevant country efforts to identify effective relevant country programme activities and results. Develop complementary, country specific and local community materials and activities.
  • Produce advocacy and communication materials (e.g. briefing notes, images, video. Web pages etc.) that meet the country and global standards as set out in the Communication Toolkit.
  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate.
  • Follow up on the production of advocacy and communication materials (e.g., films, videos, audio-visuals, etc.), and oversee the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design etc.) to meet standards as set out in the Communication Toolkit.
  • Establish or maintain an up-to-date documentation centre for communication materials including publications, press releases and clippings, photographs, audio-visual materials, web resources etc.
  • Recommend appropriate information and communication materials for use in media, and other advocacy and communication activities; recommend the appropriateness, quality and dissemination of printed and audio-visual materials.
  • Recommend established contacts, networks, resources and processes to support communication activities.
Media Relations:
  • Effective and timely professional assistance and support are provided in developing, drafting and maintaining contact information, materials and relationships with journalists and media outlets covering all media - print, TV, radio, web etc. - in the country, to communicate the story of UNICEF's cooperation to a wider audience.
Duties & Tasks:
  • Maintain and update media relations contact list/database. Ensure rapid and accurate information dissemination to the media.
  • Assist in developing and maintaining close collaboration with mass media, as well as with groups and organizations whose support is essential to the achievement of advocacy and communication objectives.
  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials in all media formats, as appropriate.
  • Prepare background communication and promotional materials for briefing and visits of media and other special interest groups. Assist in the planning, logistic and administrative arrangements for them.

Duties & Tasks
  • Contribute to developing an advocacy and communication strategy by coordinating appropriate audience research and compiling and analysing relevant data.
  • Monitor and evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences, and participate in the evaluation of their impact. Duties & Tasks:

Education To qualify as an advocate for every child you will have:

Emergency Response:
  • In the event of an emergency, takes prompt action as a member of the Emergency Response Team which is deployed immediately to establish UNICEF's presence and implement the initial operational tasks relating to emergency assistance. Immediately verifies the nature and extend of the emergency with staff, government officials, other UN agencies or local organizations and media.  Ensures that the office is provided with effective telecommunications facility and staff security assistance in an emergency, as necessary. In coordination with the programme and operations groups, establishes contact with all UNICEF staff, their dependants and visitors to ensure their safety and whereabouts, and informs OPSCEN and the Regional Director of their status.
  • Participates and assists with assessment of local emergency and security situation affecting children and mothers in the locality, in conjunction with the Regional Office, the HQ Divisions, and field staff.  Visits the location to conduct an initial rough assessment of the magnitude of the crisis and its implications for children and its impact on the community
  • Assesses the validity of the office preparedness plan and ability of the office vis-à-vis the current crisis as well as immediate and additional needs. Makes technical decisions on project administration (e.g., activates, requests or reprogrammes allocation of emergency funds). Prepares inputs for appeals and updates related to emergencies.   • Identifies longer-term requirements of the emergency operation/interventions. Proposes a more regular operational and staffing structure to take over from the Emergency Response Team.
  • Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies to appeal for aid for children and women with special needs resulting from the emergency situation requiring an effective emergency response in all sectors. Networking and partnership building:
  • Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, allies, donors, and academia - through active networking, advocacy and effective communication - to build capacity, exchange knowledge and expertise, and to reinforce cooperation to achieve sustainable and broad results in child protection.
  • Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships/alliances and to support fund raising for child protection programmes and emergency interventions.
  • Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on child protection related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of programmes/projects.   • An advanced university degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.
Experience:
  • A minimum of five years of professional experience in social development planning and management in child protection related areas is required.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in programme development in child protection related areas in a UN system agency or organization is considered as an asset.

  • The primary function of this post is to improve the innovative monitoring, collation and analysis of UNICEF programme results in the Nigeria Country Office, with particular focus on convergence and through use of technology, towards achievement of UNICEF's organizational priorities and strategies at community, LGA, state and national levels.
  • The post will improve the relevance, quality, availability and use of data and contextual information on children and women throughout UNICEF and externally.
  • The post will support with coordination and dissemination at country level data on key social indicators, including through presentations, MICS, DevInfo and report summaries, and promote its use in corporate planning, policy formulation, programme design, advocacy and flagship publications.
Key Functions, Accountabilities and Duties/Tasks Monitoring and tracking of programme results:
  • Monitor and track results at the field level through innovative processes and tools including the use of new technologies.
  • Develop and implement innovative tools and methodologies for tracking results.
  • Coordinate with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into to programme performance monitoring

  • Work with ITD/UNICEF, UN agencies, private sector, NGOs to develop and implement new and innovative ways to collect, analyse and disseminate data and results, including the use of a scorecard system at LGA and/or State level.

National and Local Capacity Building/Sustainability:

Requirements Education:

Experience:
  • A minimum of five years of experience at national and international levels in programme/project planning; with significant experience in data dissemination/interpretation and data analysis in the sectors of concern to UNICEF and knowledge of new technical developments and software in data dissemination; and some experience in other areas of applied statistics.
  • Professional technical expertise in data analysis and dissemination specifically related to UNICEF related indicators
  • Well developed computer skills including proficiency in data dissemination software (e.g. Devinfo)
  • Proficiency in displaying data for use by government policy makers, partner organizations and general public.
  • Developing country work experience is required.
  • Exposure to emergency programming, including preparedness planning.
