Nigeria Policing Programme
- Nigeria Policing Programme (NPP) is a 30 month, £4.2 million
national programme funded by Her Majesty's Government's (HMG), Conflict,
Security and Stabilisation Fund (CSSF). Its aim is to improve delivery
of safety and security by the Nigerian Police Force (NPF) in target
states, and strengthen internal and external accountability mechanisms
in support of this. NPP is a national programme that will target its
work in selected localities where the political imperative for improved
NPF delivery is high.
- To this effect NPP has started its work in Borno State looking
at local level policing capacity, building on this to support the NPF at
the State and Federal levels to become an effective and primary
provider of safety and security nationwide. We expect the programme to
expand into another two states over the coming 12 months.
- At its heart, NPP will be an active and applied learning
programme. We will monitor our interventions, activities and delivery
environment to understand when and how we need to adapt our work to try
and achieve the best results possible.
- NPP will also develop learning for wider security and justice
programming in unstable environments. We will use our monitoring results
to answer targeted questions about what has, and has not worked,
attempting to understand the why behind this. This wider learning will
be disseminated across security sector actors in Nigeria and wider HMG
departments.
- A dynamic and effective MEL function is essential to NPPs success.
Role of the MEL Manager
- The MEL Manager will work closely with the Policing Manager,
Institutional Reform Manager and Programme Manager to design, deliver,
monitor, evaluate and continuously improve the programmes work.
They will be specifically responsible for:
- The design and establishment of programme level monitoring,
evaluation and learning systems, templates and guidance that support
problem driven, iterative and adaptive working
- Managing the programme level results framework, updating
progress on a quarterly basis to feed into client reporting cycles and
informing decision on if, when and how to adapt programme activities to
optimise results.
- Contributing to the design, development, planning and monitoring of Intervention Strategies
- Designing tailored M&E frameworks, systems and templates for
the interventions that allow for results and monitoring data to be fed
into the wider programme results framework. This must include the
identification of SMART indicators of change, targets and a robust
process of aggregation.
- Lead regular assessments of the theory of change, and
intervention strategies, to test whether the programme logic and
interventions strategies still stand. Woking with the manager team to
agree adaptations to the TOC, results framework and/or intervention
strategies to reflect changes in the delivery environment
- Work with the Programme Manager to develop a value for money
(VfM) framework and provide necessary guidelines to support the team in
reporting against this
- Establish dissemination mechanisms for applied learning for
S&J actors in Nigeria and organizing events and briefings for
Nigerian stakeholders and other donors.
- Participate in and contribute to the development of reports for the client and other stakeholders
- Produce monitoring and evaluations reports on specific
activities e.g. training and capacity building, as well as on wider
programming, in consultation with other team members when necessary and
required.
- Commissioning targeted qualitative and quantitative research,
with support from managers, to answer specific questions in support of
evidence led and politically informed programming.
- Conduct in-house research and analysis as and when appropriate,
particularly in collating research findings into practically applicable
recommendations and tools.
- Designing and managing baseline studies, mid-term and end-term evaluations, including perceptions studies.
- Establish and ensure data validation and integrity systems.
- Ensure that all interventions reflect cross cutting themes and
provide cross cutting monitoring data on gender, conflict sensitivity,
human rights, coherence and coordination.
- Ensuring NPP records the process of innovation and it's learning in respect of each of its interventions;

Reporting Lines
- The MEL Manager will report to the Programme Manager.
- The MEL Manager will work in partnership with the Policing
Manager, Institutional Development Manager taking technical direction
from the Team Leader.
- As NPP scales up, the MEL Manager will be required to take on line management of an MEL Officer.
Person Specification
Essential:
- University Degree in a relevant field (Management, M&E, Development, Conflict and Security Studies etc.)
- Proven skills and experience in designing and implementing
comprehensive M&E tools and systems for complex adaptive programmes
- Proven quantitative and qualitative research and research management experience
- Excellent analytical skills
- 8 year's work experience in a related field
- Excellent verbal and written communication skills in English
Desirable:
- Master's degree
- Experience within the Nigerian security sector
- Strong, demonstrable experience and knowledge of institutional
development, public sector reform, public administration, or similar
fields is also preferred.
- Understanding of problem driven, iterative and adaptive programming
