  • Under the direct supervision of the Project Manager, Integrated Approach to Building Peace in Nigeria’s Farmer-Herder Crisis Project, the Incumbent will be required to work with the peace structures, existing and proposed, and other stakeholders in Benue, Nasarawa and Taraba states.
  • She/he also works with the Project Technical Team in guiding the process for spatial data collection on the crisis and interventions, extracting data from the Early Warning Early Response System (EWERS), running geospatial analysis and producing cartographic visualizations and maps for the use of UNDP.
This activity will enable the project to meet one of the project deliverables. Specifically, the incumbent will, among others, be required to perform the following tasks:
  • Support spatial data collection, cleaning and quality assurance;
  • Develop geospatial databases on different thematic areas relevant to the project’s concerns;
  • Develop baseline assessment cartographic products usable on several online platforms and hard copy communication materials;
  • Analyze data from satellite remote sensing platforms, code for web maps, run GIS automation and programming
  • Routinely update analysis and maps as required on the project and share these in appropriate and timely manner;
  • Travels to the three focal states to engage with key stakeholders and for data collection structures in Benue, Nasarawa and Taraba States;
  • Present draft and final versions of maps on attacks and human rights violations in the project geographic area;
  • Maintain the strictest confidentiality of data and processes. She/he will actively take measures to prevent unauthorized sharing of information and data; and
  • Carry out any other duties as may be assigned by the Project Manager, Integrated Approach to Building Peace in Nigeria’s Farmer-Herder Crisis Project, as well as, the supervisor of the Governance, Peace and Security Unit who has oversight functions on the project.

Required Skills and Experience

  • Ability to use ESRI ArcGIS and one other GIS software for spatial analysis and map production is a must.

  • The Team Leader for the Inclusive Growth leads the UNDP Inclusive Growth portfolio in the Nigeria Country office and, as appropriate, serves as advisor to the Resident Representative (RR) on inclusive growth strategies and the systematic inclusion of innovative approaches to inform diversification of the UNDP program portfolio in for Nigeria line with the current Country Partnership Document (CPD) and UNDP Corporate Plan, the country’s overall development framework and other relevant regional and international development frameworks such as  SDGs. The incumbent also provides strategic advice and managerial oversight over the design, implementation and monitoring and reporting on UNDP Inclusive Growth portfolio working closely with sustainable development and governance programme portfolios.
  • He/she works as Programme Manager for all Inclusive Growth unit will provides strategic oversight on interventions aimed at promoting sustainable development by supporting interventions at national and sub-national level aimed to promote implementation of inclusive growth strategies to promote economic growth and job creation while ensuring greater program coherence between interventions aimed at advancing economic transformation and those promoting environmental sustainability and social Inclusion.
  • The Team leader will also support the development and delivery of strategic upstream and downstream policy and advisory services the government of Nigeria in line with the current Country Program Document (CPD) and UNSDPF as well as to implement recommendations from program and project evaluations including the from the periodic Assessment of Development Results (ADR) and management HACT assessment reports.
  • The Inclusive Growth Team Leader will cover a broad range of programmatic issues ranging from participation in the preparation, implementation and monitoring of the CPD and UNSPF, joint programming and others UNDP projects and programmes thematic areas assigned to the Unit in addition to supporting program evaluations and monitoring and reporting in line with corporate requirements and standards.
  • Under the overall guidance of the Resident Representative and the direct supervision of the Deputy Resident Representative for Programmes, the Team Leader leads strategic planning, programme formulation, monitors programme effectiveness and delivery, and ensures UNDP’s corporate mandates and priorities are effectively incorporated into country programmes as well as in overall UNCT development programmes with the Delivering As One framework (DAO). He/she advices the country office senior management team on creative partnerships and responses to emerging complex challenges with a view to increasing programme effectiveness and impacts as well as to promote harmonization and alignment with the CPD and corporate plan.

Duties and Responsibilities Summary of Key Functions:
  • Ensuring the strategic direction of UNDP Inclusive Growth and Innovation Programme
  • Management of the CO Inclusive Growth and Innovation programme, and supervision of the Inclusive Growth and Innovation teams and directing their efforts to achieve corporate and CO strategic goals and results;
  • Fostering strategic partnerships to enhance programme collaboration and resource mobilization efforts;

  • Analyzes and keeps abreast of the country’s political and socio-economic environment as well as UNDP policies and priorities in the areas assigned and identifies and proposes areas for UNDP support in line with national priorities and UNDP strategic areas of focus and comparative advantages;

  • Works closely with the Inclusive Growth Programme staff to assist in monitoring ongoing projects substantively through review of work-plans, progress and performance, evaluation missions and proposes directions and solutions to emerging issues
  • Ensures effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results
  • Provide strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations.
  • The Team Leader performs the function of Manager Level 2 or senior management rights in Atlas for development projects transactions approval
  • Ensures effective monitoring, measuring the impact of the CO programme and evaluation.  Through constant monitoring and analysis of the programme environment, ensures timely readjustment of programme.
  • Routinely monitors financial exception reports for unusual activities, transactions, investigates anomalies or unusual transactions, and put in place necessary corrective actions. Informs supervisors of the results of the investigation when satisfactory answers are not obtained.
  • Provides guidance in the implementation of advocacy of thematic programme.
  • Facilitates any NIM/NEX audit process, arranges for the management response to audit recommendations and timely carries out the recommendations.
  • Carries out regular field monitoring visits, reports back on findings and recommendations, ensures the timely implementation of the recommendations to build the capacity of the implementing partners.
