Breakthrough RESEARCH/Nigeria (B-R/N) project is under the global Breakthrough RESEARCH (B-R) project which is a USAID-funded initiative to generate research and evaluation evidence to inform USAID/Nigeria’s investments in social behavior change (SBC) programming. We are seeking professionals to fill the position below:     Job Title: Logistics Assistant (Driver) Location: Abuja, Nigeria Job Type: Contract Full-Time Responsibilities

  • Operate and maintain vehicle with a focus on safety and passenger courtesy.
  • Assist passengers courteously and help with their baggage where necessary.
  • Read and interpret maps and driving directions to plan the most efficient route services.
  • Keep assigned vehicle clean inside and outside.
  • Maintain accurate, up-to-date records as requested by management, including vehicle logs and vehicle documentation.
  • Performs minor maintenance tasks on assigned vehicle, including general upkeep, and checking for example oil, water, break, clutch fluid, tire pressures. Ensure any faults are promptly and appropriately reported.
  • Fuel vehicle.
  • Coordinate the schedule for major or periodic vehicle maintenance with management and staff to minimize service interruptions.
  • Run ad hoc errands.
  • Ensure that vehicles are parked in safe compounds, especially on overnight stays.
  • Ensure that tool kits are in vehicles and that they are complete.
  • Ensure policies regarding security and communications are followed.
  • Available to travel within Nigeria for project-related activities and events.
Qualifications
  • Level of Education - Completion of Secondary School
  • Two years’ work experience in driving with NGO
  • Specialist Training/Qualification - Certificate of driver mechanic trade test
  • Valid Driver’s license

  • Manage the Front Desk and provide receptionist services:

  • Provide financial accounting and management support, including preparation of monthly office expense reports in accordance with required format.
  • Monitor systems of internal control to safeguard the project assets and lead the process of implementing financial accounting procedures.
  • Serve as Country Office Manager, overseeing the financial, administrative, and logistic needs of the project office.
  • Work closely with Project Director and senior technical staff to prepare the Council annual program planning and budget (PPB). Provide assistance to Project Director and technical officers during PPB process.
  • Work closely with Council Headquarters to draft and review financial reports, ensuring that all partner financial reports are received, reviewed, and incorporated into the overall financial reports in a timely manner.
  • Assist Program Manager with monitoring program budget through the regular provision of analysed financial information at stipulated intervals. Provide leadership and technical support for all financial matters of the project.
  • Facilitate timely payments for program implementation costs and ensure that the project is in compliance with all USAID and Council policies and requirements.

Qualifications

  • Professional accountancy qualification or equivalent desired.
  • Seven years of financial management and a minimum 3 years of financial management experience at managerial level gained from an international non-governmental organisation.
  • Experience with donor funding and compliance with reporting requirements. Experience with USAID preferred.
  • Strong knowledge of MS Office, accounting principles, financial systems, and grant accounting.
  • In-depth knowledge of organizational policies in finance, budgeting, project approval and system.
  • Ability to present complex financial analysis and reports on finance related issues.
  • Experience with financial statement conversion to US currency and exchange rates.
  • Must have experience in the management and administration of procurement operations.
  • Position requires cross-cultural experience, understanding and sensitivity.

  • Plan and develop research protocols and tools of high quality and ethical standards with the support of the Deputy Chief of Party/Director for Research, Monitoring, and Evaluation.

  • Provide overall vision, leadership, and management of the technical direction and implementation of the project and oversee the financial and administrative components to ensure project goals, objectives, and requirements are fulfilled.
  • Oversee the development of partnerships with Breakthrough ACTION/Nigeria and key stakeholders at national and state levels to ensure efficient project implementation and utilization of results.
  • Cultivate open and collaborative management relationships with the project team at USAID/Nigeria and Washington, as well as with Breakthrough-Action/Nigeria and the HEARD Project.
  • Be fiscally responsible to USAID and the Population Council for this initiative and oversee the project’s spending, development of budgets and financial reports, and timely implementation of project activities according to the budget timeline.

  • Supervise Program Manager and Finance and Administrative Manager to ensure proper coordination of activities, expenses, and timely reports to the project and the donor.
  • Serve as the primary reporting and point-of-contact representative of the project with USAID and with governmental and non-governmental counterparts on project-related technical and management issues.
  • Travel within Nigeria to project sites as needed, to provide managerial and technical support to staff, counterparts, and government agencies, and to represent the project and the Population Council at meetings, events, and policy and program development fora.

Qualifications
  • Master's Degree or higher in Public Health, Social Sciences or equivalent field with specialized training in Social Behavior Change in a health topic area.
  • Experienced senior manager with at least 10 years’ experience in designing and implementing large-scale research and evaluation activities pertaining to health behavior change/SBC, including supervision of technical staff.
  • Demonstrated ability to establish and sustain professional relationships and to work collaboratively with host government agencies, civil society and community-based organizations, and other donors.
  • Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision to diverse partners and a multi-disciplinary team.
  • Experience in gender and social norms-related research required.
  • Knowledge of and experience with management of USAID-funded agreements or contracts
  • Strong organizational skills including task and time management
  • Ability to represent the Population Council with high-level donors, government agencies, non-governmental organizations, civil sector society, and organizational counterparts, and to discuss the project’s activities, lessons learned, opportunities, and challenges in a compelling and articulate way.
