We are recruiting to fill the position below: Job Title: Food Security and Livelihood Manager Location: Mubi, Adamawa Start Date: 15th May, 2017 Duration: 12 months Salary Band: 7B Brief Background of the Project

  • The IRC has just received funding from the EU Trust Funds for a two years project (January 2017 to December 2018). This project is planned to be implemented in Adamawa state in Mubi axis, Michika and Askira Uba supporting vulnerable IDPs, returnees and host population.
  • The project objective is anticipated to meet the basic needs of the targeted population as well as building resilience through the implementation of livelihoods activities (IGA, Agriculture, VSLA, CFW and livestock)
Scope of Work
  • Food Security and Livelihood Manager will be responsible for the Supervision, Organization, and the technical implementation of the EUTF projects with the following components:
    • Emergency cash transfer through mobile system
    • Agricultural production
    • Support to livestock
    • Income generating activities (IGA)
    • Cash for Work
    • Village Savings and Loans Association
    • And Farmers Field School
  • The Manager is expected to revise the holistic work plan, Organize assessment and development of monitoring tools and writing projects report such as Base line, PDM, End line and donor quarterly reports.
  • He/she is expected to manage the project budget and able to coordinate with the IRC programmatic and operations sector and with other external humanitarian stake holders and the government.
  • The successful candidate is expected to fully participate in the development of Food Security and Livelihoods proposals.
Responsibilities Planning and implementation:
  • Revise work plan for overall project in line with project proposal, log frame and budget and ensure each activity has a clear and detail work plan.
  • In coordination with communities authorities, develop community and beneficiary selection criteria based on the context.
  • Conduct regular field visits to monitor progress and quality of activities and provide timely feedback and necessary support to IRC staff and local partners.
  • Organize and facilitate donor visits, IRC senior management team visits and any other delegation visits, as per the guidance from Sector Coordinator.
  • Develop branding and marking plan for the project and ensure accurate application of it in compliance with donor and IRC contract.
  • Closely oversee the beneficiary selection process and ensure transparent selection.
  • Ensure Weekly and monthly work plans are developed for the team according to the holistic plan.
  • Ensure transparent and timely distribution of Cash and project inputs to beneficiaries
  • Organize regular progress monitoring visits and provide management expertise to overcome challenges.
  • Under supervision of sector coordinator coordinate and carry out assessments and evaluations.
  • Participate in multi sector assessments.
Coordination:
  • Internal - closely work with and share information with other sectors in IRC and coordinate with logistic to timely receive project materials.
  • Closely coordinate with Nutrition department to harmonies the approach in line with the proposal.
  • Closely work with finance department to ensure program materials and partner payments are made timely.
  • External - local partners - to develop work plan, ensure smooth implementation of quality program and ongoing support for partner capacity building. Coordinate with local authorities at community and LGA level to inform program activities and avoid duplication of assistance.
Monitoring & Evaluation and Reporting:
  • Conduct regular field visits to ensure quality and timeliness of all activities implemented under his/her purview.
  • Maintain a good coordination the M & E units to ensure a timely monitoring of project activities.
  • In close coordination with Sector Coordinator and M&E, ensure development and sharing of necessary reporting formats and matrixes timely with local partners.
  • Under the supervision of Sector Coordinator, write post distribution monitoring tools and train staff and local partner staff on applying them in the field.
Human Resources (Directly supervise the FSL team):
  • Under the guidance of Sector Coordinator, asses’ capacity building needs of program staff and local partner staff and develop capacity building plan.
  • Roll out capacity building plan.
  • Develop JDs and submit recruitment requests timely to HR department to recruit staff for project.
  • Develop staff performance objectives and conduct periodic reviews and evaluations.
Logistic and Finance:
  • Coordinate with Operations sectors; logistic and HR on the status of procurement and staff recruitments respectively.
  • In close coordination with finance and sector coordinator, manage adherence to donor and IRC grant compliances at all time.
  • Give monthly feedback to BVA comments to the grant team and ensure attendance to BVA meetings.
  • Under the Cash transfer component, ensure timely submission of payment requests and supporting documents to logistic and finance and timely payments to vendors.
  • Provide inputs to security focal point/sector coordinator and field coordinator on the security of staff.
  • Ensure timely submission of distribution and transport plans to logistic.
  • Develop expenditure plan for the project and do necessary revisions for Sector coordinator’s approval.
Other:
  • Fulfil any other duties assigned by the Sector Coordinator/field coordinator
Skills and Experience
  • Degree in Project Management with 2 years of experience at manager level including minimum 1 year in a humanitarian organization or Degree in Social Work/ Sociology/ Community Development with 3 years of project management experience.
  • Minimum 2 year experience of organizing managing food security related project in reputable organizations
  • Local language skills - mandatory.
  • Proficiency of writing and verbal - English plus proficiency in Computer Word, Excel, PowerPoint and other statistical tools such as KOBO, SurveyCTO Collect, Compcare and ODK.
  • Ability to maintain good working relationship with colleagues and partners
  • Most importantly, commitment to IRC values and principles
  • Accuracy and keen attention to details, in order to produce high quality documents and maintain good records
  • Coordination experience with different local and international stakeholders.
  • Experience in staff supervision and capacity building.
  • Experience working in a recovery context is a clear advantage.
Work Environment
  • Security level orange. The situation in Adamawa Mubi is calm at the moment but remains tense and unpredictable; concerns include criminality.
  • There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
Job Title: Senior Nutrition Officer Location: Mubi, Adamawa Start Date: ASAP Duration: 12 Months Scope of Work
  • The Senior Nutrition Officer is the Sub-focal point for IRC's primary Nutrition care services in Mubi-Adamawa.
  • He/she reports to the Nutrition Manager and ensures full involvement for the implementation of a quality Nutrition program, in accordance with appropriate standards and as well provide support to the Nutrition Manager in identifying program gaps in Nutrition services with immediate solution for further necessary steps to address those gaps.
  • Assist in providing technical support in planning, implementing and monitoring of Nutrition interventions and as well support in system strengthening and promotion of childhood nutrition.
Key Responsibilities
  • Provide full support to Nutrition Manager on Project Management cycle
  • Deputize for Nutrition Manager when the need arises
  • Oversees all field Nutrition team activities and report to manager
  • Take charges of some grants T2 lines and monitor their program spending to ensure appropriate compliance.
  • With the support of Nutrition Manager, directly supervise all program assistance with regard to their PP and PM Evaluations
  • Support the Nutrition team in preparation, selection and conducting training to HW, CHV, Government officials and members of MTMSG
  • Monitor weekly and monthly CMAM facility program report to ensure clients admission and discharge criteria are in accordance with the recommended anthropometric protocol and approved sphere standard provision respectively
  • With the support of the Nutrition Manager, conduct a support supervision to the CMAM project site for better programming and provision of on the job training to the program related staffs
  • Periodic check to OTP/SC program documents to ensure proper documentation on admitted SAM clients files and record
  • Support to ensure good coordination with the team and other IRC related program sector.
  • Follow Up on Tri-referral transfer channel (Community to clinic, OTP to SC and SC to OTP) to ensure all program patients arrive to the appropriate CMAM site
  • Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary.
  • Conduct a periodic stock count at both OTP/SC clinics and provide a timely site need forecast to ensure availability and to avoid stock out
  • Take lead in conducting Community sensitization, Outreach Mobile OTPs, cooking Demonstration and IYCF related activities.
Requirements
  • Health and Nutrition related professional ( HND, BSc ) with emphasis on Public Health Nutrition
  • Significant experience in nutrition in emergencies.
  • At least 2 years professional experience in nutrition (CMAM and IYCF) programming
  • Excellent management and supervision skills
  • Ability to write clear and concise program reports which meets required deadlines.
  • Able to work with little supervision while being a strong team player captain
  • Experience and ability to support team and build staff capacity.
  • Excellent oral and written communication skills.
  • Ability to live and work under pressure in an unstable security environment.
  • Excellent computer skills: MS Word, Excel, Power-point, Outlook and the internet.

Job Title: Women Protection and Empowerment Assistant Community Trainer Grade Locations: Adamawa, North-Eastern, Nigeria Duration: 12 Months Reports to: Program Manager Program Summary
  • WPE program implements prevention and response activities to address gender-based violence. Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities as a whole.
  • The IRC Women Protection and Empowerment Program is a multi-sectorial prevention and response program involving multiple organizations and actors from the IDP and NGO community, UN agencies and all sectors of IRC.
  • The focus of this program is to provide good quality health and psychosocial response services to conflict-affected women and girls in Adamawa, North-Eastern Nigeria in a timely manner.
Summary of Responsibilities
  • The GBV Prevention Staff assists the Program Manager/Coordinator with activities of the WPE program specifically in the spectrum of GBV prevention.
  • The Prevention staff will performs training functions in the camps and host communities in Yola, Adamawa state.
  • She/he will help design prevention activities that will improve on program quality.
  • Will take the lead in planning and conducting Trainings on GBV and human rights issues and the monitoring and evaluation of training and sensitization activities.
  • The Prevention staff will take the lead in developing IEC materials that will improve on prevention and response of GBV, collates reports and statistics on trainings and sensitizations conducted in the field and submit to program Manager/Coordinator.
  • She/he in collaboration with GBV Program Manager/Coordinator, provides technical assistance in relation to prevention activities and prepares standardized training modules.
  • The Prevention staff further helps to establish collaborative relationships with collaborating partners, local Partners, local authorities in particular the SEMA and NEMA, Police, medical personnel, all IRC Sectors , women groups, and youth’s groups, and ensures that trainings are developed to meet their needs and also work with GBV Actors for a coordinated referrals for GBV Survivors.
Key Duties and Responsibilities Training:
  • Take lead in all GBV training activities.
  • In collaboration with IRC Local partners, community mobilizer and case worker plan and conduct prevention activities including but not limited to awareness raising campaigns and community sensitizations.
  • Carryout a GBV training needs assessment for WPE staff, IRC sector staff, Partners, Women’s groups, community groups and other community stakeholders.
  • In collaboration with community mobilizer, case worker, conduct sensitizations and Trainings to Women’s groups Youth groups, and CBOs on GBV issues.
  • Develop and implement prevention strategies.
  • Promote the involvement of men and youth in GBV activities.
  • Facilitate role-plays regarding gender-based violence
  • Ensure pre and post testing are done and documented.
  • Seek out new material(s) that will improve training content.
Planning, Collaboration and Coordination:
  • Design, implement and evaluate quality GBV training in a systematic and consistent manner by establishing GBV training procedures.
  • With community input, develop community education methods, which may include workshops, drama, games, debates, poster contest, youth clubs, and other creative methods.
  • In collaboration with WPE community mobilizer, case worker and local partners, Conduct focus groups and keep detailed documentation about information gathered.
  • Consider this information in planning and conducting animation, sensitizations and to design IEC materials.
  • Promote women’s active participation in the leadership and decision-making of the community.
  • Liaise with IRC local partners, community leaders, government agencies and other appropriate agencies to build support and solicit cooperation and assistance to GBV activities.
  • In collaboration with WPE Community mobilizer, Mothers’ groups, community groups, identify training needs and carryout trainings in a consistent and appropriate manner.
  • Communicate with the WPE Manager/Coordinator on progress, constraints, and training needs identified and any other matters pertaining to the operations of the GBV Program.
  • In collaboration with WPE Staff design an effective and appropriate training strategy, plan of action and project time line.
  • Ensure that all work is done in accordance with established protocols and within ethical guidelines.
  • In collaboration community mobilizer, hold weekly meetings with Women’s group’s to discuss issues like women’s rights, decision-making and gender equality.
  • Meet with WPE Manager/coordinator on a weekly basis to coordinate work schedules.
  • Assist WPE Program Manager/Coordinator in strategic planning to ensure ongoing Programming.
Reporting:
  • Compile and summarize weekly and monthly statistics and narrative reports and submit to Program Manager in a timely manner.
  • Attend GBV monthly meetings and other IRC meetings as required by GBV Program Manager.
  • Properly file all reports on trainings and meetings conducted.
  • Communicate all obstacles/Problems to WPE Program Manager.to discuss for further action to address the obstacles/problems.
Financial:
  • Ensure that all liquidations in a timely manner with relevant supporting documentations.
  • Submit all financial request in a timely manner
Monitoring:
  • Follow-up on trainings/Sensitizations/meetings conducted to ensure implementation of plans.
  • Avoid making false promise to beneficiaries on behalf of IRC.
  • Carryout work with respect to IRC security concerns, protocols and established policy inclusive of ensuring the safety of IRC beneficiaries from exploitive relationships.
  • Ensure working as part of a team and be flexible
Requirements
  • Must be a graduate from a reputable institution.
  • Must have working experience in GBV for at least 2 years.
  • Previous experience as a trainer, Prefer experience with participatory techniques.
  • Must be knowledgeable in using the computer, including word processing programs.
  • Must possess interest and commitment to human rights, gender, gender equality and gender mainstreaming.
  • Ability to lead, train, facilitate and motivate other WPE staff in their respective tasks in a professional, respectful and supportive manner.
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, able to coordinate multiple tasks and maintain attention to detail.
  • Must be fluent in Community Language written and spoken English.
  • Ability to work as a Team and must be flexible.
