Active in more than 45 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 3 million children and their relatives, in the domains of health, protection, and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum. Tdh in Nigeria implements projects in, Wash, Child Protection, and Education sectors.

Job Title: Code of Conduct and Compliance Supervisor

Location: Maiduguri, Borno
Contract duration: 9 Months
Starting Date: ASAP

General Description

  • Under the supervision of the Head of Global Ethics and Compliance Office, the Code of Conduct and Compliance Supervisor supports the operations and functioning of Nigeria Delegation with the implementation, reinforcement and daily coordination of the Terre des hommes Foundation (Tdh) standards, as described in the Global Code of Conduct, with particular focus on the Safeguarding policy framework and the Anti-Fraud and Corruption standards, as described in the related policies. (Child Safeguarding Policy, Policy on the Protection against Sexual Exploitation and Abuse, Directive on Staff Misconduct at the Workplace, Anti-Fraud, Corruption and Conflict of Interest Policy). The role supports compliance to the relevant Tdh procedures and guidelines within the delegation and contributes to the development of a misconduct prevention strategy translated into project and support functions and day-to-day tasks.
  • S/He oversees the integration, coordination and achievement of Tdh’s safeguarding and integrity standards as part of Tdh interventions in country (projects), with the support of Programmes and Support Managers, Support Services Coordinator and the Head of Global Ethics and Compliance Office.
  • S/He oversees the coordination and achievement of the delegation's safeguarding and integrity objectives, with the support of the Country Delegate.
  • S/He nurtures and promotes a culture of code of conduct in collaboration with managers and staff at all levels and within all functions of the delegation. S/He leads on reviewing, planning and implementing capacity building plans on strengthening the Global Code of Conduct and Code and ensuring reporting protocols are known and applied.

Key Responsibilities
Key Responsibilities include:
General:

  • Disseminate and raise awareness of Global Code of Conduct values, standards and commitments, and related policies, as they become available, to Tdh staff, partners and communities at national level, across all interventions. Ensure relevant translations, contextualisation and dissemination
  • Support the implementation, management and monitoring of the delegations’ complaint and feedback mechanisms, and ensure coordination with existing internal mechanisms and standards (SOPs), in close collaboration with the MEAL Manager
  •  Advise and support staff and partners in the implementation and understanding of the Global Code of Conduct, with specific emphasis on the safeguarding and integrity policies
  • Support all response functions to ensure alignment with the Global Code of Conduct standards and mandatory processes (safe recruitment, partner assessment, etc.). Support the updating of these tools and the reinforcement of good practices
  • Ensure that ethical standards are integrated in Tdh interventions and that resources are adequately. Support integration requirements and identified priorities
  • Support the Country Representative in the collection and sharing of the annual and institutional key performance indicators defined for the sector (bi-monthly)

Projects:

  • Support and train project teams and volunteers to ensure that Global Code of Conduct, mainly safeguarding and integrity related risks are assessed for each project and activity, following internal templates and processes, and that mitigation measures are taken, identified and monitored (at the project development stage and for each activity)
  • Support project teams in integrating mitigation measures as part of project and daily activities, ensure adequate monitoring and technical support
  • Support programs teams to ensure that Global Code of Conduct, safeguarding and integrity trainings and awareness raising activities, and other regular preventative/capacity strengthening activities are integrated into project activities and budgets and aligned with approved materials
  • Develop and deliver specific Global Code of Conduct, safeguarding and integrity presentations as part of the project kick-out process
  • Coordinate with the Head of Global Ethics and Compliance Office on donor reporting and all safeguarding and reporting protocols with partners

Compliance:

  • Review operational processes on a regular basis to identify and evaluate weaknesses in surveillance controls
  • Strengthen processes and controls to mitigate potential risks
  • Create and update policies and procedures for disclosures to detect patterns of unusual activities and conflicts of interest

Community Engagement:

  • Ensure that Tdh s’ Global Code of Conduct policies and commitments are communicated to and known by children, women and men, staff and community members in Tdh's implementation areas. Ensure relevant activities and materials are implemented
  • Conduct and/or ensure and monitor frequent training of key community members/community focal points and awareness raising activities
  • Support the establishment of the complaints and feedback response mechanisms in the intervention sites and ensure that a direct reporting process is in place for sensitive feedback and complaints raised through these mechanisms, in line with internal procedures
  • Support the annual audit of existing channels
  • Ensure that key policies, procedures, guidelines and tools are translated into local languages and child-friendly language, are contextualised and integrate national legislation, and shared widely with staff, partners and communities
  • Ensure that visuals are displayed in all areas of intervention, with key Global Code of Conduct messages and a clear procedure and updated contact list, in alignment with validated materials and internal procedures

Network:

  • Liaise with the CoC/safeguarding focal points of other NGOs, working groups, UN agencies and inter-agency mechanisms and state structures in the country and the safeguarding/PSEA networks, where established
  • Ensure representation of Tdh in these networks and ensure regular liaison and coordination with the Head of Global Ethics and Compliance Office and Country Representative on topics
  • Maintain close contact with the Head of Global Ethics and Compliance Office for information sharing regarding Global Code of Conduct, activities and allegations/cases at country level
  • Attend Regional Working Group quarterly meetings, HQ trainings and contribute to defined annual objectives

Capacity Building:

  • Organise at least one semestrial Global Code of Conduct training for all Tdh staff, volunteers and partners. Ensure trainings are documented/tracked
  • Elaborate and organise a Global Code of Conduct induction briefing for all new Tdh staff and partners (onboarding). Ensure briefings are duly documented/tracked. Elaborate a debriefing process for outgoing staff
  • Actively participate in capacity building sessions organised by the Global Ethics and Compliance Office at HQ and ensure that the trainings are replicated in the field
  • Support the delegation in understanding and implementing Tdh standards and commitments
  • Support the translation and contextualisation of capacity building materials, based on approved materials
  • Promote the safeguarding and integrity tools and the internal reporting mechanism (Concern) to all stakeholders. Promote understanding and application of the reporting mechanism and the key principles behind it (survivor-centred approach, confidentiality, zero tolerance, presumption of innocence...)

Response:

  • Act as the focal point for reported incidents at the response level and ensure that they are immediately channelled through the internal reporting mechanism, with particular attention to timeliness, confidentiality and protection of survivors and stakeholders
  • Upon request of the Head of Global Ethics and Compliance Office/Incident Management Unit at HQ, provide case management support
  • Support the delegation in producing/updating the mapping of legal obligations in relation to safeguarding and integrity
  • Support the delegation in the production and dissemination of a mapping of emergency response services

Global Code of Conduct:

  • Uphold and promote, at all times Tdh’s behavioural standards and organisational values as defined in the organisation’s Global Code of Conduct and related policies
  • Uphold and promote Tdh’s zero tolerance policy against all forms of abuse and Tdh’s commitment to ensuring the safeguarding (protection and wellbeing) of all children and adult beneficiaries, community members and staff
  • Team Management:
  • Coordinate, plan and supervise the work of the team under supervision
  • Support the team under supervision and propose capacity building/trainings
  • Appraise the team under direct supervision
  • Other: Undertake any other tasks determined by her/his line manager

Academic / Qualifications

  • Master's Degree in Law, Business Administration, Auditing, Social Sciences, Psychology or any other relevant field

Experience / Competencies:

  • Minimum of 3 years experience working in a humanitarian context with at least 2 years in similar positions of responsibility
  • Minimum 2 years field experience in a position with responsibilities in safeguarding, integrity, ethics or in protection (counter-trafficking, gender-based violence and/or child protection), preferably in emergency settings
  • Good knowledge of international standards with regards to ethics, safeguarding and integrity. Experience in case management and/or investigating ethics violations is desired
  • Very good capacity and experience in working with community-based organizations, national NGOs and government.
  • Excellent IT Skills Microsoft Office (Word, Excel, PowerPoint and Outlook) and Internet
  • Excellent Command of Written and Spoken English.
  • Good knowledge of humanitarian project management cycle
  • Proven experience in training facilitation and in the use of contextually appropriate pedagogical methods
  • Very good ability to identify and assess the training needs of staff and partners on an ongoing basis and proven experience in developing training modules and tools
