Job Title: Director of Monitoring, Evaluation, and Learning

Job Description

  • Chemonics seeks a director of monitoring, evaluation, and learning for USAID's anticipated multi-year health program, called Strategic HIV and AIDS Response Program (SHARP) Nigeria. This program will focus on improving the quality and effectiveness of high-impact, evidence-based HIV/AIDS interventions to meet states' and local government areas’ goals and objectives.
  • Specific objectives include targeted and efficient HIV case identification and linkage to care and treatment; enrollment of patients on HIV/AIDS therapy with adequate adherence and minimal loss to follow-up; suppression of HIV viral loads; specialized services that attract key populations; and increased capacity of the government of Nigeria to expand, oversee, and finance HIV/AIDS and tuberculosis services.

Responsibilities
Responsibilities include:
  • Lead the design and implementation of SHARP's monitoring and evaluation framework and information system to track delivery against targets, outcomes, and impacts
  • Lead data analysis to assess progress and areas for improvement, guide reporting processes among technical staff and consolidate program reports, and promote learning and knowledge sharing of best practices and lessons learned
  • Support technical staff in their monitoring and evaluation functions and manage all monitoring and evaluation staff
Qualifications
  • Master's degree or higher in Epidemiology, Public Health, Biostatistics, or a related discipline
  • Minimum seven years of experience designing and implementing monitoring and evaluation activities for public health program in developing countries
  • Demonstrated understanding of monitoring and evaluation issues with respect to improving quality integrated health services
  • Demonstrated understanding of and experience with U.S. government and PEPFAR reporting requirements
  • Demonstrated leadership, versatility, and integrity
  • Professional level of oral and written fluency in English is required

Responsibilities include:
  • Oversee SHARP's financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting
Qualifications
  • Master’s degree or higher in Accounting, Finance, Business Administration, or a related discipline
  • Minimum 10 years of relevant experience in administrative and financial management for large, complex projects, of which a minimum of eight years were in the field of international development
  • Experience managing USAID or other donor-funded development programs preferred
  • Demonstrated ability to develop and manage large budgets
  • Familiarity with compliance to Federal Acquisition Regulations required
  • Demonstrated leadership, versatility, and integrity
  • Professional level of oral and written fluency in English required

Qualifications
  • Master’s degree or higher in Public Health, epidemiology, or a related discipline
  • Minimum eight years of relevant development experience working as a senior-level manager in similar public health programs in a developing country
  • In-depth technical knowledge and experience in all components of HIV/AIDS programming, as well as cross-cutting areas like health systems strengthening
  • Demonstrated leadership qualities, with excellent interpersonal and organizational skills
  • Demonstrated leadership, versatility, and integrity
  • Fluent English required

Job Title: Chief of party

This program will focus on improving the quality and effectiveness of high-impact, evidence-based HIV/AIDS interventions to meet states' and local government areas’ goals and objectives.
  • Specific objectives include targeted and efficient HIV case identification and linkage to care and treatment; enrollment of patients on HIV/AIDS therapy with adequate adherence and minimal loss to follow-up; successful suppression of HIV viral loads; specialized services that attract key populations; and increased capacity of the government of Nigeria to expand, oversee, and finance HIV/AIDS and tuberculosis services.
  • The chief of party will be responsible for managing and implementing SHARP Nigeria, ensuring that it meets stated goals and reporting requirements.
  • They will report directly to USAID's designated contracting officer’s representative.

Responsibilities
  • Provide overall project leadership, management, and technical direction
  • Serve as the key liaison with USAID, the government of Nigeria, project stakeholders, and counterparts in the public and private sectors

  • Ensure that all project assistance is technically sound and appropriate
  • Collaboratively create and implement a strategic, long-term programmatic vision
  • Oversee project work planning, performance management, and strategic communications
Qualifications
  • Master’s degree or higher in Public Health or Medicine
  • Minimum 10 years of experience designing, implementing, and managing USAID or other donor-funded health programs of similar size, scope, and complexity
  • Proven success in managing HIV/AIDS programs, with strong technical knowledge of HIV/AIDS, malaria, tuberculosis, maternal and child health, health systems strengthening, and quality improvement/assurance
  • Ability to work collaboratively with local government stakeholders, international donors, and local partners at the national and sub-national levels, with a track record of building local partners' capacity
  • Experience in monitoring and evaluation, data management, and knowledge sharing
  • Experience working closely with multidisciplinary teams in developing countries
  • Excellent written and oral communication skills; ability to articulate a strategic vision
  • Demonstrated leadership, versatility, and integrity
  • Experience as chief of party on a donor-funded project in Nigeria or West Africa preferred
