Consolidated Paramilitary Salary Structure (CONPASS)

The Consolidated Paramilitary Salary Structure (CONPASS) is the official salary scale for paramilitary agencies in Nigeria.

The items consolidated with the basic salary are transport allowance, meal subsidy,  utility allowance, hazard allowance, house maintenance allowance, uniform maintenance allowance, general services allowance, torchlight allowance, detective allowance, hardiness allowance, plain cloth allowance, furniture allowance, and personal servant allowance (for entitled officers). However,  Rent  Allowance  has  not  been  consolidated  with  the  rest  of  the allowances in  the emolument package. It is, therefore, payable where a staff is not provided accommodation at Government expense.

Paramilitary bodies include the Nigerian Immigration Service, Nigerian Custom Service, Nigeria Prisons Service, Federal Fire Service, National Drug Law Enforcement Agency, Nigeria Security and Civil Defense Corps.

Although paramilitary agencies are not part of the mainstream armed forces (Army, Navy, Airforce) they function similarly. The paramilitary agencies work to ensure the maintenance of law and order within the country. In most cases, they can carry firearms, arrest and prosecute criminals.
