We are recruiting to fill the position below:
Job Title: Monitoring Evaluation Result Learning Specialist
Location: Ogoja/Ikom - Cross River
Project Overview
- Pact seeks a Monitoring Evaluation Result and Learning Specialist for an anticipated project that aims to provide protection, assistance, and sustainable solutions towards child protection & gender based violence, health, education and shelter for refugees in the Southern part of Nigeria.
Position Summary
- The MERL Specialist is responsible for overall leadership and oversight of the project’s MEL activities.
- S/he will manage the project’s MERL Plan, develop relevant MERL tools, and provide technical training and guidance to the project team and partners on relevant MERL tools and processes on the use of data for decision-making.
- The MERL Specialist will lead data collection, collation, storage, analysis, and reporting, ensuring that data is incorporated into programmatic decision-making and into program reports for submission to the donor. This position is contingent upon award.
Key Responsibilities
Monitoring and Evaluation:
- Oversee project’s MERL system for reporting the progress of the project.
- Lead the development and execution of the project MERL Plan, ensuring both performance and context monitoring.
- Lead the development of relevant MERL and data use tools and platforms and provide MERL and data use training, mentoring, and coaching to the project team, partners, and government institutions.
- Lead on compilation of regular monthly and quarterly reports using data collected and analyzed.
- Review the quality of existing data sources, the methods of collecting them and the degree to which they will provide good baseline data for mid-term and end of project evaluations; based on this review consult partners to develop approaches to address identified gaps;
- Ensure an effective roll-out of M&E tools and reporting systems at the project level through training, site visits, manuals, and other technical support as needed.
- Lead data analysis and use data to promote evidence-based programming and provide timely feedback in relation to project targets, work plan activities and objectives, and addressing gaps in programming
- Perform other duties as assigned.
Capacity Development:
- Conduct training for project staff and partners on MERL in line with identified capacity needs and provide ongoing mentoring support.
- Conduct assessment of the partners’ capacity in the field of M&E, and develop and lead the implementation of a capacity development plan.
- Provide technical support to the Partners to strengthen their monitoring and evaluation systems.
- Support program staff, senior management, and key stakeholder groups to use data to make informed and timely decisions related to program implementation.
- Supports training, work-quality, and performance of short and long-term contracted data collection officers.
Knowledge Management:
- Lead and maintain a knowledge management system for the project, across all project components and partners.
- Contribute to program reports for submission to the donor.
- Review the management information systems of the partners and agree on required changes or resources to ensure that data quality standards are monitored and met;
- Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports.
- Maintain accurate information in project database, as well as accurate and timely electronic files.
Minimum Requirements
- Bachelor's degree in any the following or related fields: Social Science, International Development, Evaluation Research, Statistics, or Economics.
- At least five (6) years of progressively responsible experience in designing, managing and implementing results-based MERL activities.
- Demonstrated relevant technical skills in analyzing quantitative and qualitative data, with excellent organizational as well as English oral and written communication skills.
- Progressively responsible experience in monitoring and evaluation of conflict mitigation, preventing violent extremism and/or democracy and governance programs, including working with development agencies and organizations, government officials, civil society leaders, community leaders, program beneficiaries and program staff.
- Extensive knowledge of reporting procedures, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation.
- Experience working on U.S. Government-funded projects.
- Demonstrated supervisory skills, and ability to work well on a team.
- Demonstrated ability to manage and oversee multiple complex tasks simultaneously.
Job Title: Communications Specialist
Location: Abuja
Project Overview
- Pact is recruiting a Communications Specialist for an upcoming USAID-funded conflict management and mitigation project that will strengthen inter-faith, inter-ethnic, and other local conflict mitigation networks to support and promote peaceful coexistence, good governance and religious freedoms in targeted communities in six focus states of Northern Nigeria, including building the capacity of state and local governments to assist communities in mitigating violent conflict and preventing violent extremism in the six focus states.
Position Summary
- The Communications Specialist is responsible for developing, implementing and monitoring communications and advocacy strategies, managing and coordinating all external project communications.
- S/He will be responsible for creating partnerships and linkages with the media for increased visibility of Pact’s activities.
- The communications specialist will be responsible for promoting and expanding the reach and impact of Pact’s activities in the selected states of the project.
Roles and Responsibilities
Strategic Communications Role:
- Support production of conflict mitigation and peace building related communication materials for communities including success stories, bulletins, one-pagers and other promotional material.
- Monitor implementation of the communication guide for all external and internal communication materials.
- Develop external communications material (written and printed), from the design stage all the way to the distribution stage.
- Provide creative, editorial and operational support for communications initiatives and report on progress.
- Capture and document the project success stories and good practices.
- Facilitates knowledge management (KM) and communication-related capacity development events and sharing of best practices.
- Develops communications campaigns to highlight thematic topic areas as necessary, and helps develop and implement engagement strategies.
Media Communications & Public Relations Role:
- Facilitates linkages and partnerships with media organizations to promote ongoing conversation about conflict mitigation issues relevant to Pact’s work.
- Monitor media, local and donor opinion concerning relevant conflict mitigation/prevention of violent extremism areas, to gauge the effect of the information dissemination strategy and to provide feedback to inform adjustments to future information programming.
- Support to write and distribute media releases and support production of regular, legally compliant email newsletters and notices to target audiences.
- Develop online communication materials including video content to increase our social media visibility.
- Develop and maintain an updated directory of all stakeholders, key contacts, government partners from different sectors.
Visibility Management Role:
- Identify new opportunities and innovative practices on the use of multiple media and social and digital platforms.
- Implement plan to promote presence of Pact project and USAID at both national and local level to highlight the contribution made in the field of crisis mitigation/ prevention of violence extremism.
- Conduct regular supportive supervision and monitoring visits to project sites to ensure donor and organizational visibility (branding).
- Perform other duties as assigned.
Minimum Qualifications
- A Bachelor’s degree in Communications, Journalism, Knowledge Management, Public Policy Communications or related field. A Master’s degree will be a plus.
- Minimum of 6 years’ experience in communications, reporting, knowledge management, social media or related field, and working in with USAID/International Donor Programs.
- Demonstrated strength and experience writing project reports (progress updates, monthly, quarterly, annual), technical reports, and policy briefs.
- Proven ability to lead the planning, coordination and execution of communications products.
- Proven ability to work collaboratively and build consensus across diverse sets of stakeholders.
- Experience in client relationship management, reporting, program work planning is preferred.
- Prior experience working with USG-funded programs is required.
- Fluent in English (written and oral communication) and Hausa.
- Strong verbal, listening, writing and oral communication skills.
- Excellent interpersonal skills and ability to establish and maintain strong working relationships with Pact’s internal and external stakeholders.
- Experience at organizing and facilitating systems strengthening, capacity development and mentoring processes.
- Competency in MS Word, Excel, Outlook, PowerPoint, and graphics design software.
