Job Title: Monitoring and Evaluation Specialist, USAID/Nigeria Monitoring, Evaluation and Learning Support Activity

Location: Abuja

Proposal Summary

  • The Monitoring, Evaluation and Learning Support Activity for USAID/Nigeria will assist the Mission with performance monitoring, evaluation and learning, including field-based monitoring; data quality assessments; data gathering and verification; evaluations and special studies/assessments; the collection of context indicators; organizational learning; and knowledge management.

Position Summary

  • MSI is seeking a Monitoring and Evaluation (M&E) Specialist who will support evaluations and provide technical support for performance monitoring, data quality assessments and other M&E activities.
  • This position will work closely with USAID and MSI to ensure the submission of high quality, relevant, accurate and timely deliverables that are responsive to USAID’s needs. MSI anticipates this to be a full-time position over a five-year period. Kindly note that this position is contingent upon award and USAID approval.

Responsibilities

  • Support evaluations in finding evaluation team members and other tasks: Contribute to scope of work (SOW)/terms of reference (TOR) development, assist in recruitment and orientation of consultants, conduct background research, coordinate logistics for field work, assist in analyzing data and contribute to evaluation reports.
  • Assist USAID implementing partners in performance monitoring by reviewing M&E plans and providing suggestions to strengthen them.
  • Conduct data quality assessments.
  • Contribute to capacity building of USAID staff and implementing partner staff on M&E topics.
  • Coach and mentor implementing partner staff.

Qualifications

  • Bachelor's degree in Economics, Political Science, Government or a related field and minimum of three (3) years of experience related to M&E.
  • Experience in research with qualitative and/or quantitative methodologies (statistics or econometrics), including developing research reports.
  • Experience working with nongovernmental organizations (NGOs), international contractors, multilateral institutions or international cooperation agencies preferred.
  • Familiarity with USAID M&E requirements preferred.
  • Proficiency in Microsoft Office and advanced level using Excel.
  • Strong verbal and written communication skills.

Job Title: Data Management Specialist, USAID / Nigeria Monitoring, Evaluation and Learning Support Activity

  • The Monitoring, Evaluation and Learning Support Activity for USAID/Nigeria will assist the Mission with performance monitoring, evaluation and learning, including field-based monitoring; data quality assessments; data gathering and verification; evaluations and special studies/assessments; the collection of context indicators; organizational learning; and knowledge management.

Position Summary

  • MSI is seeking a Data Management Specialist who will support USAID/Nigeria’s portal for performance information.
  • This assistance will include the creation and maintenance of databases and websites.
  • The Data Management Specialist will also assist project stakeholders in reporting and aggregating indicator data and in using new online software to report performance results.
  • MSI anticipates this to be a full-time position over a five-year period. Kindly note that this position is contingent upon award and USAID approval.

Responsibilities

  • Work with project staff and project stakeholders to ensure that ongoing M&E data are compiled in a database and made available to USAID and implementing partner staff as required (e.g., implementing partners submit performance indicator data quarterly).
  • Support project staff and local contractors as required to program data collection tools for field surveys and third-party monitoring and any other periodic surveys required by USAID.
  • Design and carry out project staff and stakeholder training on databases and support USAID data entry requirements.
  • Manage and manipulate data for results-based performance analysis and performance reports.
  • Meet regularly with project staff to ensure accurate and timely data analysis and reporting.

Qualifications

  • Bachelor's degree with a minimum of two (2) years of experience in database and program management or an equivalent combination of training and experience in monitoring and database analysis.
  • Experience analyzing and presenting data and writing reports.
  • Strong interpersonal and communication skills.

Job Title: Capacity Building Specialist, USAID/Nigeria Monitoring, Evaluation and Learning Support Activity

  • The Monitoring, Evaluation and Learning Support Activity for USAID/Nigeria will assist the Mission with performance monitoring, evaluation and learning, including field-based monitoring; data quality assessments; data gathering and verification; evaluations and special studies/assessments; the collection of context indicators; organizational learning; and knowledge management.

Position Summary

  • MSI is seeking a Capacity Building Specialist who will be responsible for leading and overseeing the capacity-building technical assistance to be provided to USAID and implementing partner staff on monitoring and evaluation (M&E) topics.
  • Support will include classroom training, coaching and mentoring. MSI anticipates this to be a full-time position over a five-year period. Kindly note that this position is contingent upon award and USAID approval.

Responsibilities

  • Adapt or develop appropriate capacity-building materials and technical assistance plans to address M&E needs of USAID staff and implementing partner staff.
  • Develop and apply a variety of capacity assessment methods to determine M&E capacity needs.
  • Design capacity building strategies based on those needs.
  • Create and conduct training and other capacity building activities as developed in the strategies.
  • Coach and mentor USAID and implementing partner staff to help them apply M&E concepts learned during training in their jobs.
  • Conduct other duties as assigned.

Qualifications

  • Bachelor's degree in a relevant discipline from an accredited university.
  • At least five (5) years of proven work experience in the field of M&E and/or capacity building.
  • Demonstrated skills in capacity building, training and performance monitoring and evaluation.
  • Demonstrated experience working on donor-funded projects.
  • Knowledge and ability to use Microsoft Office programs.
