In Nigeria, GIZ's portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. Background

Programme
- The Nigerian Energy Support Programme (NESP) is co-funded by the European Union and the German Government - BMZ, Ministry for Economic Cooperation and Development - and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in collaboration with the Federal Ministry of Power, Works and Housing (FMPWH) supports inter alia electrification planning in Nigeria.
- During its first phase (2013-2017), NESP, through its unit on rural electrification, supported the FMPWH and five partner states (Cross River, Niger, Plateau, Ogun and Sokoto) with electrification planning (incl. geo-data gathering, management and least-cost modelling). During its second phase (2018-2020), NESP has established an electrification planning unit that will focus on data gathering and management to provide a stronger basis for electrification modelling.
- Data gathering will be done, mainly, via field surveys (i.e. power network tracking, on-site surveys), while the results will be presented on a geospatial web portal.
Responsibilities and Tasks
Responsibilities:
- As a Procurement Officer, under the supervision of the Head of Admin & Finance and in close collaboration with the other NESP components as well as Country Office and Headquarters, your job will be to procure for goods and services according to NESP needs and in accordance with GIZ rules.
Tasks:
The Procurement Officer will be performing the following task in accordance with GIZ rules:
- Coordinates effectively with the NESP components and the procurement departments at Country Office and GIZ Headquarters.
- Prepares all documentation required for the procurement of goods and services, as per the technical specifications developed by the NESP components.
- Ensures completeness and quality of the procurement documents
- Assists in the management of tender processes in Country Office or HQ - preparation of adverts in newspapers, quick signature procedures, preparation of contractual agreements etc.
- Follows-up on all procurement processes to ensure their timely completion.
- Monitors the markets for goods and services.
- Documents and files completed order transactions in reference files and in DMS (in line with GIZ’s filing rules).
- Control of deliveries, Control of invoices and receipts – assures quality and materially correctness of deliveries
- Arranges for the safe transfer of goods to their destination, notifies delivery location and time processes cases of damage in transport
- Informs the NESP components on time about the status of procurement of goods, particularly in the event of delays.
- Assures complete customs declarations procedures, in the case of importation of equipment.
- Collaborates with the accounts team in invoice analysis and ensures proper preparation and execution of payment orders.

- Is familiar with all components of NESP, concepts and status of implementation and knows the corresponding experts and staff;
- Represents the interest of the GIZ and NESP, and always acts on their behalf; and Carries out important tasks for the Programme, even if these are not explicitly cited in the job description;
- Performs other duties and tasks at the request of the management.
Required Qualifications, Competences and Experience
Qualifications:
- University Degree in Economics, Finance, Accountancy, or a related field.
Other knowledge, additional competences:
- Outstanding knowledge of procurement.
- Very good working knowledge of ITC technologies. (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
- Proficiency in English, ideally a knowledge of German
- Willingness to upskill as required by the tasks to be performed, corresponding measures to be agreed with management.

Job Title: Technical Advisor - Livestock Integration

Program
Context: Green Innovation Centre (GIAE):
- The “Integrated approach to climate change in the rice production system in Nigeria” (InACC) is a Joint Action by EU and BMZ. It is part of the EU Action “Sustainable Agri-Food Systems and at the same time of the global project "Green Innovation Centers in the Agriculture and Food Sector- Country Package Nigeria (GIC-NIGERIA)" which is part of the global BMZ special initiative "One World Without Hunger" (SEWOH).
- The project will contribute to sustainable rural development through innovations in the rice value chain and the farmer - agro-pastoralist nexus in selected local government areas of the federal states of Benue and Nassarawa in the Nigerian Middle Belt.
- In collaboration with research institutions, State Government extension and civil society organisations and as part of the GIC-Nigeria, In ACC will disseminate proven innovations and support smallholder farmers and MSMEs among rice farmers and agro-pastoralist to increase yields, incomes and the number of jobs in the local agri-food sector.
- Through a multi-level approach, relevant governmental, private, and civil society actors at local, regional, and national levels will be advised on climate smart innovations and practices in rice and agro-pastoral systems
Responsibilities
- The Technical Advisor will support the Project Coordinator in the Implementation and coordination of the programme’s activities with the grantees, GIAE, other GIZ programmes in Nigeria, GIZ Country Office as well as the Federal / State Governments, other international organizations and the private sector.
- Under the direct supervision of the Project Coordinator and in close collaboration with the Technical Adviser - rice and climate change, the Technical Advisor – livestock integration will:
- Support the project coordinator in planning, implementation and coordination of programme activities
- Provide technical advice on climate smart practices for livestock production, particularly as these link to the rice production and support to implementing partners
- Support development of inclusive business models and support to enterprises that can sustain the livestock climate smart practices and provide jobs in the livestock value chain
- Support the implementation partners on peace building and conflict resolution aspects of rice and livestock integration
- Provide support to research and analytical work
- Coordinate and supervise local and international consultancies and procurement
- Plan and prepare conferences, workshops, study trips and other events
- Provide input to project monitoring and evaluation methodology and design
- Support the Project coordinator in overseeing the monitoring and preparation of reports to GIZ as well as to the EU Delegation
- Support the development and review of training materials for trainers and for the target group
- Coordinate the implementation activities closely with the Green Innovation Centre particularly in the rice value chain as well as with other relevant GIZ project
- Perform other duties and tasks at the request of the Project Coordinator.
Required Qualifications, Competences and Experience
Qualifications:
- Master's Degree in Agriculture, Livestock, Animal Husbandry, Natural Resource Management, or related field
Professional Experience:
- Minimum of 5 years of professional working experience in a similar position
- Broad experience working with capacity development related to climate change mitigation and adaptation in livestock-based value chains
- Work experience and insights in crop and livestock integrated approaches particularly when related to pastoralist and agro-pastoralist systems
- Good understanding of community participation in programme design
- Experience with conflict sensitive approaches to community development is and added advantage
- Experience in planning, monitoring and evaluation in the agricultural sector is an added advantage
- Previous experience working in development organizations is an advantage.

The Programme
- The Nigerian Energy Support Programme (NESP) is co-funded by the European Union and the German Government and implemented jointly by Federal Ministry of Power and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). It aims at enabling and fostering investments in a domestic market for Renewable Energy (RE) and Energy Efficiency (EE) and improve access to electricity in Nigeria.
- As part of the programme and in close collaboration with its public and private partners, the unit “Enabling Environment for RE and EE Investments” aims at strengthening quality delivery and control mechanisms to enhance an enabling market environment for the application of and investments in RE and EE. This includes activities with Federal Ministry of Power (FMP), Federal Ministry of Industry, Trade, and Investments (FMITI), Standards Organisation of Nigeria (SON), Federal Ministry of Finance (FMF), Nigeria Customs Service (NCS), business associations as well as the private sector.
- Concrete partnerships and activities have been established with FMP and other relevant Ministries, Departments and Agencies (MDAs) as part of the Programme Steering Committee and Technical Working Group (TWG).
- Based on the above, the programme is currently supporting the key stakeholders above in developing new standards on solar photovoltaic components, adopting and implementing efficiency codes and standards in the building and industrial sectors, enabling access to finance for RE and EE projects, developing an internet based One-stop Investment Centre Energy Desk (OSIC), as well as with establishing a streamlined import-process for renewable energy and energy efficiency equipment.
Responsibilities
- As an intern, you will work within the Unit on Enabling Environment for RE and EE Investments. Your job will be to support the Head in the general management of the Unit.
- You will also be responsible for supporting each of the Advisors in the implementation of their specific activities especially regarding RE and EE standards development.
- Support the development of standards on RE and EE
- Support the procurement of an Air conditioning (AC) testing facility for NESP partner
- Support the advisors to plan and organise workshops
- Support in the monitoring and reporting of the Unit activities
- Assist in preparing and coordinating consultancy assignments
- Support in organising travel and logistics as required.
Tasks

- Organisation of field missions (for NESP local partners, staff and/or consultants).
- Organisation of events (e.g. workshops, exhibitions…).
- Administration (e.g. preparation of travel claims as required e.g. for partners).
