The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. Job Title: Women's Economic Empowerment Intern

- UN Women’s office in Nigeria works to advance implementation of the Agency’s normative, operational and coordination mandate, in close partnership with the Government of Nigeria, the United Nations Country Team and civil society organizations. The UN Women Nigeria Country Office prioritizes women’s economic empowerment as one of its core programmatic areas of focus. UN women’s efforts to enhance women’s economic empowerment in the recent past has include support to women entrepreneurs in ICT, facilitating women’s financial inclusion through partnership with Mastercard, and supporting women IDPs in conflict-affected areas in the North-East of Nigeria to re-engage in agricultural activities.
- UN Women has initiated a dynamic women’s economic empowerment programme, addressed to two key areas of intervention: empowerment of women in the agricultural sector and promoting access by women-owned businesses to affirmative procurement opportunities. Both initiatives are in furtherance of the Government of Nigeria’s Economic Recovery and Growth Plan and will be implemented in partnership with other UN agencies, women’s agricultural cooperatives and business networks.
- Within an aim to support the implementation and expansion of UN Women’s work in this sector the Nigeria Country Office is seeking to engage an innovative, outstanding and committed intern, working under the supervision of the Programme Manager-Women’s Economic Empowerment. The intern will assist in interventions related to promoting gender-sensitive procurement and women entrepreneurs’ access to public procurement; as well as implementation of the flagship programme on Women’s Economic Empowerment through agribusiness, in collaboration with other UN Partners.

Duties and Responsibilities
- Assist in the organization of a multi-stakeholder dialogues and policy discussions on women’s economic empowerment
- Support research and data gathering and assist in the preparation of briefing notes on women’s economic empowerment
- Provide support for the review of institutions providing trainings on procurement, as well as procurement training packages available to Government procurement officers
- Assist in the conduct of advocacy dialogue and outreach interventions to expand partnerships for UN Women’s programme interventions on the area of women’s economic empowerment
- Assist in writing meeting minutes, mission and training reports
- Facilitate the documentation of human-interest stories and best practices
- Participate in inter-agency and partnership coordination meetings

The internship will initially be issued for a period of three months and, subject to good performance, may be extended for a further three months. - Under the guidance and direct supervision of the Communications Associate, the Communications intern will have the opportunity to learn how to provide communications support that ensures high quality, accuracy and consistency of work. - Assist the communications team: in the organization of key outreach events like International Women’s Day, and other project events and opportunities
- Support in dissemination of information and publications;
- Participate in meetings and perform other communications/advocacy support tasks as required.
Required Skills and Experience
Education:
- The intern should be pursuing academic studies in Communications, Journalism, Marketing, Public Relations, Development Studies or other similar subject at post graduate level.

- Some knowledge and experience in events coverage, organizing events and/or training, media relations and/or advocacy campaigns, using traditional and social media will be an asset

- Nigeria’s central role in ECOWAS, its large population and strong economy is a strategic player in West Africa and in sub-Saharan Africa more generally. However, Nigeria faces several security challenges including low-intensity conflicts over resource wealth, crimes and kidnappings and in recent years, the onset of the conflict in the North-East of Nigeria between Non-State Armed Groups (NSAGs) and the Government. This conflict began in 2009, and has claimed over twenty thousand lives, displaced over two million people and destroyed thousands of properties. Women have been the first victims of the displacement and human rights abuses triggered by the conflict.
- In addition to the North-East conflict, Nigeria is confronted with pockets of conflict and insecurity in other regions of the country, which threaten to undermine peace in the country and which require a stronger engagement of women to support mediation and conflict prevention efforts. These include the long-standing conflicts over oil resource and wealth distribution in the Niger Delta; separatist agitation by segments of the Igbo population in the country’s South-East; and conflicts between pastoralists and farmers, which stretch from the North-East, North-West, South West and South East of the country, and which is estimated to have resulted in more deaths than the North-East conflict.
- Moreover, women’s role in the different conflicts has been overlooked and their capacity under-utilized, leaving untapped an incredible tool for transformative change and sustainable peace, as women are often seen only as victims of conflicts that need to be protected rather than agents of change for peace.
UN Women’s Work
UN Women has just completed implementation of a four-year programme, “Promoting Women’s Engagement in Peace and Security in Northern Nigeria (2014-2018)”. The Programme supported the Nigerian Government at Federal level and three Northern States (Adamawa, Plateau and Gombe), to strengthen women’s leadership, advance gender equality and improve protection for women and children in conflict settings. The Programme facilitated the implementation of UN Security Council Resolution 1325 (UNSCR 1325).
UN Women works in the North-East, and has a field office in Maiduguri, Borno State (the epicenter of the Northeast conflict). It supports efforts on a gender inclusive and responsive humanitarian response, through mainstreaming gender in strategic frameworks and programmes and training humanitarian actors on Gender in humanitarian action (GiHA). UN Women also provides skills training and livelihoods support to conflict affected women and girls to boost their economic empowerment status. The office further strengthens women’s participation in humanitarian response, recovery and peacebuilding efforts and has implemented projects in Adamawa, Bauchi, Borno, Gombe and Yobe States.
Within the context of UN Women’s support to women’s peace and security and humanitarian response, the office is looking for an innovative, outstanding and committed intern, working under the supervision of the Programme Managers on Women’s Peace and Security (WPS) and Humanitarian Action (HA). Women’s economic empowerment is a priority area of focus for the UN Women Nigeria Country Office. The key interventions of focus, as outlined in the five-year Strategic Note of the Country Office (2018-2022), are supporting women’s economic empowerment through climate-resilient agribusiness, and promoting women’s entrepreneurship through Affirmative Procurement.
Drawing on the findings of a baseline study on women’s access to affirmative procurement, which the Nigeria Country Office commissioned in 2018, the Office is seeking to design a full-fledged flagship programme on affirmative procurement to respond to policy, capacity and knowledge gaps that continue to limit economic empowerment of women entrepreneurs and women-owned businesses.
Concurrently, the Country Office is embarking on the implementation of a multi-country proposal entitled ‘Contributing to the Economic Empowerment of Women in Africa through Climate Smart Agriculture ’, which aims to strengthen women’s agricultural productivity and access to markets in selected agriculture products in Malawi, Nigeria, South Africa and Uganda. The project seeks to close the gender gap in agricultural productivity by increasing women’s access to resources. It is expected to reach over 50,000 women across the four countries over three years providing them with entrepreneurial and financial capacities, affordable technology and value addition, and using information and communications technology (ICT) to increase access to markets and to finance. The project is aligned with UN Women’s Development Results Framework 2: “Women, especially those living in poverty and vulnerability, are economically empowered and enabled to reap the benefits of development”.
UN Women is seeking to recruit a consultant to lead the elaboration of the Affirmative Procurement flagship programme, and also to kick start implementation of the new Climate Smart Agriculture (CSA) Program in Nigeria.
Under the overall strategic guidance and direction of UN Women’s Country Representative, and with day-to-day reporting to the Deputy Representative, the consultant will elaborate a full-fledged programme document and budget on affirmative procurement and support the process of starting the implementation of the CSA project. Summary of Key Functions
Elaborate Flagship Programme Proposal on Affirmative Procurement:
- Undertake a desk review and mapping of key ongoing initiatives in Nigeria and regionally, related to women access of entrepreneurs and women-owned businesses to the public procurement contracts

Nonetheless, the conflict between pastoralists and farmers, which stretch from the North-East, North-West, South West and South East of the country is estimated to have resulted in more deaths than the North-East insurgency. Although conflicts between nomadic herdsmen and sedentary farmers is not a new phenomenon in Nigeria, there has been an escalation both in the frequency and intensity of the conflicts over the last decade, and particularly in 2018. The southward movement of herdsmen in search of grazing land has resulted in increasing numbers of clashes with farming communities who accuse the herdsmen of deliberately grazing cattle on farmlands causing crop destruction.
Moreover, even though women are highly affected by conflict and they play diverse roles, their contribution to formal conflict resolution and peacebuilding processes has been overlooked, and their capacity under-utilized, leaving untapped an incredible tool for transformative change and sustainable peace. They are often seen only as victims of conflicts that need to be protected rather than agents of change for peace. This is due to cultural and religious norms limiting their roles. Women do tend to play the role of advising youth in their communities against acts that could escalate violent conflict therefore contradicting local conventional wisdom on women’s inadequacies to participate in peacebuilding activities. To the extent they are included, women from farmer communities tend to be more active as members of the peace committees than the women from the pastoralist communities. This notwithstanding, women from pastoralist communities are critical stakeholders that any project will need to effectively engage with in promoting peace. In addition, post-conflict economic and social disenfranchisement renders women and girls even more vulnerable to sexual and economic predation.
UN Women’s Work

UN Women has also worked closely with the Nigerian Government and the Ministry of Women Affairs and Social Development to update the National Action Plan for the implementation of the UNSCR 1325 and other resolutions. The Plan makes provisions to address emerging peace and security issues in the country, from a gender perspective.
UN Women, in partnership with UNDP, FAO and OHCHR, has secured funding from the Peacebuilding Fund (PBF) to implement the project, ‘Integrated Approach to Building Peace in Nigeria’s Farmer-Herder Crisis in Benue, Nasarawa and Taraba States.’ The eighteen-month project started in January 2019 and will be concluded in June 2020. The project will support the aforementioned beneficiary States in addressing the farmer-herder crisis through enhancing their preventive capacities by promoting dialogue and proactive engagement; building mutually beneficial economic relationships between farmers and herders; improving the effectiveness of the security response through strengthened human rights monitoring and accountability; and providing an impartial and evidence-based narrative to defuse the politicized debate and help mobilize a broader response. UN Women’s critical role is to ensure that these processes and interventions are gender-responsive.
As part of this effort, UN Women is seeking to recruit a consultant to support start-up and implementation of a number of key deliverables. Working under the supervision of the Deputy Country Representative, with strategic reporting to the Country Representative, the consultant will undertake the following key tasks:

- Facilitate two workshops to raise awareness and improve knowledge on sexual exploitation and abuse (SEA) and sexual and gender-based violence (SGBV), targeting security actors and key service providers for displaced communities
- Train CSOs and other stakeholders on gender-sensitive monitoring, investigation and following-up on human rights offences
- Organize two sensitization and awareness raising workshops among pastoralists, crop farmers and members of the public on the cost of conflict and economic benefits of peaceful co-existence
Promote Advocacy/Dialogue:
- Facilitate monthly meetings among ministries, departments, CSOs/CBO, traditional and religious institutions, and women and youth networks to promote coordination around peace
- Organize two advocacy meetings each at national and state levels with top Government officials and security agencies to enhance effective response to conflict early warnings
- Organize a dialogue forum on legislation around open grazing, targeting farmers, herders and other stakeholders
- Facilitate two meetings through local level platforms for dialogue and exchange with security agencies and informal security actors (vigilante groups)

Background

The Spotlight Initiative is a global partnership between the United Nations (UN) and the European Union (EU) to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. It was launched in September 2017 by the UN Secretary-General and the EU High Representative and Vice President (HRVP). The 500 million Euro Initiative provides a model for partnerships with donors, civil society, and the UN to deliver on the SDGs in a comprehensive manner leveraging comparative expertise.
SDG 5 and the achievement of gender equality are placed at the centre of efforts (alongside Goal 16) with the aim to provide an enabling environment for the implementation of all goals. Within the UN, the Initiative will operationalize the UN development system reforms and model a new way of delivering on the SDGs in an integrated way, leveraging collaborative advantages. Three Core Agencies: UNDP (the United Nations Development Programme, the United Nations Population (UNFPA) and UN Women) will work together with other UN agencies to make large-scale investments in priority countries.
Reporting to the UN Women Deputy Country Representative and coordinating closely with the UN Resident Coordinator’s (RC) Office, the Programme Officer- Technical Coherence ensures overall coherence in planning, implementing, coordinating and reporting on the entire Spotlight programme initiative in Nigeria. The Programme Specialist Technical Coherence works closely with the Programme Coordinator, Steering Committee, Resident Coordinator’s Office, implementing agencies as well as other stakeholders.
The Programme Specialist Technical Coherence provides technical guidance and oversight, oversees reporting and monitoring, supervises the Programme Technical staff and ensures coherence in the implementation of the Spotlight Programme in UN Women and the RC Office.
Duties and Responsibilities
Drive the implementation and management of the Spotlight programme in UN Women and the RC office:
- Provide reports to the UN Women Nigeria CO management and to the Resident Coordinator on programme performance and results;
- Provide technical advice and innovative approaches to facilitating programme interventions
- Ensure the timely coordination and management of the Spotlight Programme;
- Facilitate consolidation of joint annual work plans and budgets with the support of the Coordination Officer;
- Provide programme guidance, updates and information to the Steering Committee, implementing partners and other stakeholders;
- Regularly communicate with the Spotlight Initiative Secretariat Technical Unit in at the country and regional levels.
Coordinate technical assistance and capacity development to the Spotlight initiative in the targeted states in Nigeria:
- Provide guidance in the overall coherence of the programme across pillars, in line with Country Programme document;
- Guide the process of delivery of technical assistance and engagement with partners, as per the planned activities within the Country Programme;
- Build, manage, and expand relationships with partners at the national and state levels to support implementation of the Spotlight programme; and respond to any potential problems;
- Provide partners with technical assistance, training and capacity development initiatives as needed.
Provide programme technical guidance towards the planning and implementation of the Spotlight Programme in Nigeria:
- Coordinate the development and review of the programme annual work plans, implementation strategies, and monitoring and evaluation systems;
- Identify programmatic areas for support and interventions within the thematic/sectorial areas;
- Draft programme briefs, policy discussion papers and other documents related to the Spotlight programme;
- Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary.
Oversee the monitoring and reporting of the programme:
- Prepare analytical reviews and systematically capture lessons learnt from the programme implementation
- Oversee the process of monitoring the programme implementation of activities and finances using results-based management tools;
- Identify and monitor programme risks and provide support and guidance to mitigate and address them in a timely manner
- Provide inputs to the elaboration of narrative / annual reports for final clearance by the RC;
Oversee the people and financial resources of the Spotlight programme:
- Oversee the programme budget, ensuring timely and appropriate utilization of financial resources;
- Oversee the Programme technical team; mentor and coach staff and conduct performance assessments;
- Oversee recruitment processes, as necessary.
Build partnerships and support in developing resource mobilization strategies:
- Provide technical and coordination support to all agencies and RC in the development of a joint resource mobilization and sustainability strategy for the programme;
- Develop relevant documentation on donors and develop potential opportunities for resource mobilization;
- Coordinate between the different UN agencies in Nigeria to achieve a coherent and aligned presence of the Spotlight initiative at the state and national levels;
- Provide technical support to the Resident Coordinator’s Office, the UN Women Deputy Country Representative and the Spotlight Programme Coordinator on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees;
- Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts;
- Ensure high level of engagement of national counterparts, particularly the Ministry of Women Affairs, other national counterpart institutions and partners, and civil society organizations;
- Ensure adequate visibility and awareness in relation to programme implementation; and conduct and support resource mobilisation efforts for the programme.
Oversee advocacy, knowledge building and communication efforts:
- Represent the Spotlight Programme in meetings and policy dialogues as necessary;
- Oversee the development and implementation of knowledge management strategies and methodologies for the Spotlight programme in Nigeria;
- Facilitate the dissemination of knowledge products on the Spotlight programme targeting relevant stakeholders at the state, national and international levels;
- Ensure adequate visibility and awareness in relation to programme implementation.
