The Lake Chad Basin Commission (LCBC) was established on 22nd of May 1964 by the four countries that border Lake Chad: Cameroon, Niger, Nigeria and Chad. The Republic of Central Africa joined the organization in 1996, Libya was admitted in 2008. Observer status is held by Sudan admitted, Egypt, the Republic of Congo and the Democratic Republic of Congo. N'Djamena, Capital of Chad hosts the Headquarters of the Commission.


The mandate of the Commission is to sustainably and equitably manage the Lake Chad and other shared water resources of the Lake Chad Basin, to preserve the ecosystems of the Lake Chad Conventional Basin, to promote regional integration, peace and security across the Basin. The LCBC is a basin organization, member of both the African Network of Basin Organizations (ANBO) and the International Network of Basin Organizations (INBO). The Commission if funded by contributions of Member State, but there is reflection for an autonomous financing of the Organization.

Job Title: Account Manager

Direct hierarchy: Regional Coordinator

Brief Presentation of the Programme

  • The ecosystems of the Lake Chad are of important natural variability and are more and more exposed to different stress that climatic changes and anthropic factors might accentuate them. On the economic standpoint, in spite of the improvement of the size of the water (14,800 km2 in 2013 against 2,500 km2 during the 1980s-90s), as a result of more favourable rainfalls, the situation of the Lake is well below its “normal” Lake level of the 70s with a size of 25,000 km2 . The strong growth and concentration of populations in the Lake and in its zone of affluence (13.3 million in 2013 and a projection of 18.3 million in 2025), has exacerbated the pressure on the natural resources whose exploitation generates reoccurring serious social conflicts
  • The gravity of the situation requires a regional intervention approach of which for the rehabilitation and reinforcement of resilience of socio-ecological systems would constitute a stage of rapid and visible impact. It is in this context that the African Development Bank (AfDB) proposes to support the implementation of a programme of rehabilitation and reinforcement of socio-ecological resilience systems as part of the Five Year Investment Plan (2013-2017 FYIP) of the LCBC with a view to enhance the resilience of the vulnerable populations, of the Lake Chad Basin.
  • The PRESIBALT also represents the commitment of the African Bank to assist the LCBC in the implementation of its Five Year Investment Plan (2013-2017 FYIP. It aims at achieving important investments necessary for the rehabilitation and reinforcement of socio-ecological, economic and institutional resilience systems at the regional level, an optimum valorization of the available water resources, as productive potentials of the fluvial and lakeside systems which are capable of enabling rapid economic and social development of the populations of the region.
Objectives of the Programme
  • The objective of the programme for the rehabilitation and reinforcement of socio-economic resilience systems in the Lake Chad Basin (PRESIBALT), is to reduce the poverty of the populations living on the resources of the Lake Chad Basin. Specifically, the programme aims at (i) reinforcing the resilience of the socio-ecological systems, (ii) preservation of the ecosystems and the valorisation of the main productions in the context of adaptation to climate changes, (iii) reinforcement of social peace through good governance of common resources.
Components of the Programme
  • The programme is made up of three components: (i) preservation and valorisation of the water resource; ((ii) development of resources, ecological services and value chain; (iii) institutional reinforcement and programme management.
  • The Programme is planned to last for five (5) years starting from the entry into force of the grants.
  • The African Development Bank (AfDB) through the African Development Fund, supports the Lake Chad Basin Commission (LCBC) in its implementation of the PRESIBALT which comprises many stakeholders, namely technical ministries, national parastatal establishments, specialized international institutions, the civil society, local bodies and organisations of the rural sector, vulnerable groups, etc.
  • To stay in the course of the objectives of the programme, to measure the results and the effect of the impact, the programme must equip itself a competent personnel to coordinate the implementation of the programme.
  • The terms of dereference will serve as a basis for the recruitment of the cadres on a competitive basis.
Job Description
  • Within the framework of the implementation of the PRESIBALT an Accounting Manager in charge of account, finances and materials of the programme shall be recruited.
Functions, Tasks and Responsibilities
Functions:
  • The Account Manager is responsible for the respect of the administrative, accounting and finance systems and procedures by ensuring the conformity of the procedures used with the administrative, financial and account procedures manual of the programme and /or of the LCBC, and AfDB rules.
Tasks and Responsibilities
The Account Manager shall have the following tasks:
  • Effectively manage the financial resources of the programme ;
  • Ensure the keeping and follow-up of account, administrative and financial systems;
  • Ensure checking of adequate management of the whole of the programmes and the operations of the Programme ;
  • Prepare and follow-up the budgets based on the strategic plans and programming approved by the Steering Committee of the PRESIBALT;
  • Provide a periodical and regular financial information to the key officials of the Programme and enabling auditing of accounts;
  • Ensure timely preparation of all the financial information (annual budget, reports) to donors.
  • Ensure review and authorization of all financial statement check and account, particularly banking reconciliations, financial statements, etc.;
  • Ensure Administrative, accounting and financial capacity building of the beneficiaries of the programme while assuring follow-up and checking of funds allocated to these beneficiaries.
  • Ensure the existence, at all times, of a follow-up and checking of funds paid to the beneficiaries within the framework of supports;
  • Ensure a coordination, with the Coordinator, the preparation and submission of exemption request in respect materials under this system, temporary registration of vehicles of Programmes;
  • Ensure administrative follow-up of contracts of service providers of the Programme issued in coordination with the Coordinator ( tenancy contract for the office, assurances contracts and others types of agreements of the Programme with a third parties;
  • Ensure coordination different movements of the personnel;
  • Organize the management of the logistics (service vehicles, and monocycles);
  • Ensure the supply of the programme with office furniture and equipment;
  • Updating the movable and unmovable assets of the Programme;
  • Make periodical and annual inventory of the assets of the Programme;
  • Supervise the management the stock of the office supply;
  • Draft the permanent contracts of the personnel of the network, and those of consultants and other persons under contract with the programme in consultation with the Coordinator;
  • Ensure administrative follow-up of contracts and career of the personnel of the Programme;
  • Ensure administrative follow-up of contracts of the consultants recruited by the Programme;
  • Organize and the distribute the task of the support personnel and ensure their direct supervision;
  • Ensure the evaluation of the personnel under his supervision;
  • Organize and provide his assistance to the recruitment of the local personnel;
  • Manage the recruitment files with secretariat and the Coordinator;
  • Follow-up the processing of personnel files with relevant departments: the National Social Insurance Scheme (the CNPS), Taxes, Labour inspectorate, etc.;
  • Prepare the statements and pay-lip of the personnel.
Training, Competence and Experience
  • The applicant must be a holder Master's Degree in Finance and Account or Management (Secondary Education+ 4 years).
  • Have an experience of at least 5 years working at the position of account, financial, administrative, and human resources management of programmes or projects funded by the AfDB or ADF;
  • Possess the necessary quality of leadership and strategic vision;
  • Perfect mastery of written and spoken skill of one of the working languages of the LCBC namely French and English.
  • A good written and spoken knowledge of the other language is and added advantage.
  • Mastery of the currently most used software and word procession systems (MS Office) is requirement.
  • Knowledge of a range of the information technology, evaluation tools and method would desirable.
  • Good physical condition and the aptitude to conduct field missions.

Job Description
  • Within the framework of the implementation of the PRESIBALT a Procurement Expert who will provide technical support to the project’s team in terms of processing procurement contracting for the good implementation of the programme shall be recruited.
Functions and Task
  • Under the authority of the Regional Coordinator of the PRESIBALT the Procurement Expert will undertake the following missions:
  • Responsibilities
  • Ensure and supervise processing of contracts for the Programme in accordance with standing procedures of the AfDB;
  • Ensure technical capacity building of contract awarding method of the LCBC and assist in preparing contract documents;
  • Ensure the quality of contract documents;
  • Ensure that contract documents respect terms of signed agreed contract;
  • Insure planning of activities and follow-up of contract files in order avoid any delay in the awarding and signing process of contracts;
  • Coordinate his mission with the Account Manager in order to ensure that the contract awarding is in perfect consonant with the planning and management of the funds;
  • Ensure wide publicity by publishing, if necessary, invitation for bidding in specialized journals, in the Business Development, in wide distribution local newspapers;
  • Ensure putting in agenda of committee the process of evaluation of contract awarding process ( opening of offers, evaluations and awarding);
  • Ensure confidentiality of evaluation reports of offers and the same obtain the necessary approval before submission to the AfDB for its consideration;
  • Ensure that unselected bidders receive the necessary information as well as their submission deposit as soon as the award decision has been taken;
  • Ensure that the procedures contained in the agreements with the donors are respected in all the stages of procurement of goods and services;
  • Ensure that cummulated amount of procured supplies follow the different procedures which doesn't exceed the sealing contained in the grant, loan and/or credit agreement;
  • Take part, in collaboration with the Account Manager, in the elaboration and updating of reports on use and functioning of the materials allocated to component departments.
Tasks:
  • Opening and updating of inventories of the suppliers and companies by using the shortlisting procedures when scheduled for the projects;
  • Also keep an inventory of qualified consultant as manifestation of interest is made known ;
  • Opening and keeping unitary current price list of supplies ;
  • Develop and update a detailed and figured list of procurement of goods and services earmarked for funding by the Programme for the all the components and finalize with the component (or the experts assigned for this purpose ),as well as their characteristic and technical specification ;
  • Develop and update contract awarding plan following the a model considered acceptable by AfDB, containing estimate, contract awarding procedure in accordance with the terms of the grant agreement ;
  • Ensure implementation follow-up and updating contracts awarding plan;
  • Develop biding files for works and supplies, as well as invitation of offers for the consultancy services and ensure files obtain the necessary approvals of the donors in accordance with the terms of the grant, loan and/or credit agreement;
  • Develop, launch and update general notices and specific notices of contract awarding ;
  • Get general notices, specific notices and manifestation of interest to receive expression of interests for consultancy services, specific notices of invitation of offers for works and the supply of furniture, published;
  • Take part and follow-up of opening and evaluation of offers received as member of the scrutiny and evaluation of tenders committee ;
  • Develop draft contracts in respect of the project and ensure that they signed, approved, minuted and notified in accordance with procedures manual and on time;
  • Organize reception committees for supplies, works, services and ensure that these goods and service received are in conformity with the specification of the contracts;
  • Take the necessary measures to ensure that goods and services are delivered and stocked in secured place and at the specified date in accordance with terms of the contracts ;
  • Ensure that an archiving system is put in place and updated including all necessary materials necessary for prior review of auditors and supervision missions;
  • Keeping list of contracts including the methods and stages
  • Follow-up execution of services and supply contracts ;
  • Produce monthly situation report of internal checking undertaken during period ;
  • Coordinate and follow-up all the contract awarding operations ;
  • Put in place a follow-up mechanism for the awarding of contracts, including the deadlines, to enable rapid identification of potentials sources of delay, inform the Coordinator and propose solutions with view to solve them;
  • Ensure follow-up of the publication of specific tenders notice in the appropriate mediums;
  • Ensure follow-up of no-objection notice requested from AfDB;
  • Ensure that all the decisions taken in respect of awarding contracts and their executions respect the agreed rules;
  • Advise the Coordinator of the Programme in understanding and drafting of all inward and out bound communications related to awarding of contracts.
Profile of Applicant
  • The applicant for the position of the Procurement Expert must have of level of education equivalent to A level + 4 years of education and must be knowledgeable in procurement contracts in general and in rules of contract awarding procedures of multilateral development banks: African Development Bank and World Bank;
  • The Procurement Expert shall a citizen of the Member States of the LCBC and must be at least 35 years old;
  • A minimum professional experience of 7 years of which 5 in the field procurement at capacity of expert in contract awarding in projects or Programmes funded by Technical and Financial partners, notably the AfDB;
  • Perfect mastery of written and spoken skill of one of the working languages of the LCBC namely French and English.

Job Description
  • Under the direct supervision of the Regional Coordinator of the Programme and in tight collaboration with other experts, the Expert in Monitoring and Evaluation shall be in charge of putting in place and following up the implementation of the monitoring and evaluation mechanisms.
Responsibilities
  • Put in place a follow-up and evaluation mechanism for the Programme ;
  • Support the preparation of work plan and quarterly as well as annual budgets ;
  • Ensure the collection data for follow-up and analysis of effects and impacts of the Programme;
  • Support the follow-up of the execution of activities relating to components of the Programme;
  • Follow up execution of activities selected within the framework of the implementation of the Programme;
  • Ensure follow-up of the partnership protocols;
  • Ensure reporting on the activities of the Project based on the frequency given by the Coordinator;
  • Take part in different gathering relating to the life of the components (steering committee, meetings with specialized institutions, execution agencies, beneficiary entities, tripartite reviews, etc.);
  • Support the preparation of the Programme for audits and evaluations ;
  • Take part in the evaluation and ensure follow-up of the activities of the components;
  • Prepare follow-up technical index card of the Programme and examine the progress reports of products ;
  • Take part in the preparation of different execution reports (quarterly and annual reports);
  • Support the updating of the LCBC website;
  • Execute any other task in conformity with his profile and that will requested by the Regional Coordinator of the Programme.
Tasks:
  • Define the follow-up and evaluation system of the Programme and execution agencies involved:
    • Definition of indicators, data collection methods, data influx, including the formats and frequencies between entities involved in this project;
    • Definition of the consolidation procedures, analysis and sharing of information;
    • Definition of the general and specialized evaluation of plans : reference situation(Baseline) impact studies; midterm evaluation and final report on the implementation of the Programme;
  • Ensure the mission consultancy offices recruited for follow-up and evaluation of the implementation of the Programme;
  • Implement the follow-up evaluation system, including identification of training needs of the personnel and partners involved;
  • Clarify the intra and enter sectorial links and establish possible passages that will lead to synergy of actions of actors involved in the same field as the Programme;
  • Formulate planning tools and ensure their strict usage;
  • Ensure inter-sectorality at the internal and external levels with the other LCBC and notational programmes to achieve optimum synergy and best impact;
  • Contribute to the elaboration operational plans of each component of the project;
  • Provide the necessary inputs for studies and evaluations;
  • Ensure training in follow-up of the projects/activities;
  • Contribute to the drafting of consolidated periodical reports of the project.
Requirements
Profile of the applicant
  • University Degree (A level + 4 ) years of education in a relevant field of economic sciences, agronomy and sociology, with a specialization in follow-up and evaluation and or a training in follow-up and evaluation or an equivalent practical experience of the at least five years in the field of the follow-up and evaluation;
  • Prove possession of at least 5 years of professional experience in planning, follow-up and evaluation of development programmes and projects;
  • Possesses a strong experience at all the levels of conception, execution, analysis, management and practical dissemination of follow-up and evaluation systems;
  • Possesses experience in the use of rapid and participative methods of the conception of quantitative studies, sampling and analysis of data;
  • Be familiar with procedures of the LCBC and the African Development Bank in the field of follow-up and evaluation of the programmes and projects ;
  • A maximum of 5 years of proven experience in terms of:
    • Logical framework approach and other strategic planning approaches;
    • S&E (quantitatives, qualitatives and participatives) planning and implementation Methods and approaches of S&E systems;
    • Training in the implementation and functioning of S&E;
    • Anchoring workshop and analysis of the S&E data focused towards critical thought for beneficiaries made-up of diversified actors;
    • Information analysis and drafting reports;
  • Having at least 5b years’ experience in the conception S&E systems;
  • A working experience with project funded by the African Development Bank will be an added advantage.
The following trumps shall evaluated/considered during the interview:
  • A perfect mastery of French Language (particularly in terms composition) and good use of English;
  • Having good knowledge of information tools, notably the data procession software;
  • Knowledge of a project management software will be an added advantage ;

Functions:
  • Under the responsibility the National of Coordinator, the Account shall keep the accounting and financial operations books of the national outlet.
Principal Tasks:
  • Definition of account in collaboration with the Accounting Manager,
  • Keeping of general, analytic, budgetary and financial accounts;
  • Pay expenditures on the order of the Coordinator and Account Manager in accordance relevant component;
  • Verification of invoices and eligibility of expenditures other than of the PRESIBALT ;

  • The ecosystems of the Lake Chad are of important natural variability and are more and more exposed to different stress that climatic changes and anthropic factors might accentuate them. On the economic standpoint, in spite of the improvement of the size of the water (14,800 km2 in 2013 against 2,500 km2 during the 1980s-90s), as a result of more favourable rainfalls, the situation of the Lake is well below its “normal” Lake level of the 70s with a size of 25,000 km2 . The strong growth and concentration of populations in the Lake and in its zone of affluence (13.3 million in 2013 and a projection of 18.3 million in 2025), has exacerbated the pressure on the natural resources whose exploitation generates reoccurring serious social conflicts
  • The gravity of the situation requires a regional intervention approach of which for the rehabilitation and reinforcement of resilience of socio-ecological systems would constitute a stage of rapid and visible impact. It is in this context that the African Development Bank (AfDB) proposes to support the implementation of a programme of rehabilitation and reinforcement of socio-ecological resilience systems as part of the Five Year Investment Plan (2013-2017 FYIP) of the LCBC with a view to enhance the resilience of the vulnerable populations, of the Lake Chad Basin.

Functions, Tasks and Responsibilities
The National of Coordinator of the "PRESIBALT" shall ensure the daily administration of the Programme at the national level. In this capacity he shall:
  • Organize the annual planning and assessment sessions and follow-up the execution of annual work programme and the relevant budget in coordination with the execution agencies.
  • Draw up acquisition timetable and develop tender documents;
  • Coordinate the internal monitoring-evaluation;
  • Organize internal follow-up and periodical supervision missions.
Tasks:
  • The National Coordinator shall prepare quarterly and annual activity reports on the state of the progress of the programme and submit them to the Regional Coordination.
  • He ensures that different partners intervening as technical operators in the execution stages of the progress submit periodical reports to the Regional Coordination;
  • The National Coordinator shall ensure that the accountant maintains an accounting system for the whole of the project;
  • Finally, the National Coordinator shall ensure that activities of the project are in harmony with those of other donors in the sector.
Training, Competence and Experience
  • Must be a holder of a high university degree equivalent to A level + 5 years of studies in a field related to rural development and natural resources management (Environment, Rural Development, Planner, Spatial planning specialist, agronomist).
The Coordinator must possess the following competences:

Tasks and Responsibilities:
  • Make a documentary review on developing social statistics in order to ensure a good follow-up the OMD indicators;
  • Write a methodological note on the formulation and production of social indicators in general and indicators on health, education and environment in particular in the Member States of the Regional Coordination;
  • Provide tools and supports for collection of harmonized social statistics;
  • Develop a training manual on social statistics comprising all the pedagogical tools;
  • Organize an awareness/sensitization programme on issues related to gender ;
  • Ensure incorporation and taking consideration of gender concerns in the planning of the Programme;
  • Defining follow-up indicators specific to gender concerns and related sex equality factors in collaboration with the Follow-up and Evaluation Specialist;
  • Evaluate the impact of actions related to gender questions ;

  • Supervise the execution of activities and promote the implementation of actions retained in the Programme evaluation report ;
  • Prepare an annual activity report in collaboration with the National Coordination and with the support of technical departments;
  • Prepare Tender documents for acquisitions in cooperation with the financial Accountant of the National Coordination;
  • Ensure the environmental and social monitoring of the actions of the Programme while developing mitigation measures and tools accordingly with a view to ensuring strong resilience of communities to climate change;
  • Carry out mid-term environmental impact assessment studies.
Qualifications and Competences
  • The candidate must have accomplished a level of studies equivalent to A-Level + 4 years in the domains of Natural Resource Management, Rural Development and Water Resources.

    • Prepare performance contracts of the main collaborators;
    • Coordinate the follow-up and evaluation of the programme.

  • The Regional Coordinator insures the daily administration of the programme.
In this capacity, he shall:
  • Organize the annual planning sessions, supervise and follow-up the execution of the annual work programme and related budget in respect of execution agencies;

  • Insure the management of the special account and supervise the preparation of annual financial statements;

  • The Regional Coordinator shall ensure that the administrative and financial departments of the RC maintain an accounting system for the whole of the programme. He shall ensure that he recruits external audit offices in order to verify and validate, once in a year, the accountability, the rolling fund and the accounts of the project. He shall ensure the submission of audit reports to the Governments and to the AFD, latest months after the end of the audited budgetary exercise.
  • Finally, the Regional Coordinator shall ensure that the activities of the project are in harmony with those other donors in the sector.

  • Perfect mastery of written and spoken skills of one of the working languages of the LCBC namely French and English.
  • Fairly good knowledge of written and spoken knowledge of the other will be an added advantage.
  • Mastery of the common software and most used word processing systems (MS Office) is required.
  • Knowledge of a range of the information technology, evaluation tools and method would desirable.
  • Good physical condition and the aptitude to conduct field missions.


Duration of the Contract
  • The duration of the contract of the Natural Resource Management Expert is Five (5) years. However, he or she is evaluated on an annual basis.
  • The renewal of his or her contract is subject to a satisfactory performance-based evaluation by the Supervising Body of the Programme in agreement with the African Development Bank (AfDB).
  • The duration of the contract for the Regional Coordinator is five (5).
  • However, it shall be evaluated annually and renewal of the contract shall be subject to performance evaluation considered acceptable by the host institution of the programme in agreement with African Development Bank.
