Job Title: Strategic Information Officer

Job Description

  • We are currently implementing the Integrated Child Health and Social Service Award ICHSSA 1 project which is supported by Center for Clinical Care and Research Nigeria in partnership with Catholic Relief Services and funded by USAID, alongside other local resource experts in Uyo Local Government Area, Akwa Ibom State.

Job Duties

  • The Strategic Information (SI) Officer will be responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results.
  • S/he will lead all efforts to strengthen monitoring/evaluation, and performance reporting within HELIN’s geographic area of activity.
  • The Strategic Information Officer will be responsible for establishing and managing a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the project in this location.
  • Core duties for this position includes designing and implementing a MEAL system in accordance with HELIN standards.
  • The position holder will support evaluations/assessments, monitor program progress and quality as well as documenting lessons learnt and key learnings.
  • S/he will serve as the focal person for all M&E-related functions in HELIN on the ICHSSA 1 Project.
  • Manage project-specific M&E framework and plan including data collection and systems requirements.
  • Hold overall responsibility for oversight and achievement of M&E requirements/expertise.
  • Provide M&E mentoring, support and leadership to ensure adequate capacity exists to support project activities.
  • Conduct routine data quality assessment and ensure data integrity.
  • Manage project evaluations including synthesis of information and managing dissemination towards improved knowledge sharing/management.
  • Facilitate data utilization including guiding routine performance monitoring ensuring provision of analytical data to inform effective QA/QI.
  • Identify and respond to key stakeholders’ information needs in MEAL activities, using a range of appropriate communication methods.
  • Regularly monitor stated project milestones and evaluate outcomes of support strategies at appropriate intervals.
  • Document data collection and analysis findings, contributing to comprehensive and informative reports.
  • Monitor the implementation of programs, ensuring that activities are carried out according to standards and protocols.
  • Lead project M&E related internal and external reporting.
  • Mentor and build the capacity of Community Case Workers to correctly report OVC activities and services provided to clients’ and their households.
  • Ensure that DECs enter accurate and high-quality data and report on the NOMIS platforms on a timely basis.
  • Ensure the transmission of data into NOMIS and any other required electronic platform within expected frequencies.
  • Participate in DQA and other data quality and validation activities.
  • Perform other duties as assigned.

Qualifications and Requirements

  • Minimum of B.Sc or equivalent qualification in Social Work, Monitoring and Evaluation, Demographic Studies, Statistics, Information Technology, Computer Science or any other related courses.
  • At least 3 years of experience working in MEAL for Humanitarian/developmental organizations.
  • Effective presentation and interpersonal communication skills and ability to develop and maintain effective stakeholder relations.
  • Ability to contribute to the effectiveness of a team, including supporting others and managing priorities
  • Capacity building, business development and negotiation skills.
  • Must be able to analyze data to inform program decisions.
  • Excellent English communication skills, both written and verbal.
  • Also required is experience working with CBOs and USAID funded programs.
  • Excellent computer skills in MS Office suite and M & E software: Stata, SPSS, NOMIS, DHIS2 etc. is compulsory.
  • Good leadership, communication and community mobilization skills.
  • Ready to and capable of working both independently and as part of a team.
  • Ability to work with minimum supervision and exercise sound judgment and flexibility to achieve agreed outcomes.
