Senior Programme Officer - Customs Enforcement (AfCFTA) at African Union

It was officially launched in 2002 as a successor to the Organization of African Unity (OAU, 1963-1999). Job Title: Senior Programme Officer - Customs Enforcement (AfCFTA)

Purpose of Job

  • Assists in the supervision and strategic direction of customs enforcement activities of the AfCFTA Secretariat to ensure and ascertain the delivery of planned results within proposed budgets and timeframes and in conformity with relevant Rules and Regulations.

Main Functions

  • Monitor the implementation of Annex 3 of the AfCFTA Agreement at the national level
  • Monitor the progress of the implementation and outreach program and Propose corrective actions as necessary based on feedback received from the outreach program.

Specific Responsibilities

  • Prepare concept notes, annual work plans on Customs enforcement issues
  • Oversee and implement projects with regional economic communities, state parties and the private sector to ensure Customs enforcement
  • Participate in meetings, seminars to improve the effectiveness of Customs enforcement
  • Provide technical leadership that supports customized cooperation mechanisms
  • Perform all other duties and responsibilities as assigned.

Academic Requirements and Relevant Experience

  • University Master's Degree in International Trade, Development Economics, International Relations, International Business, International Law, Political Science or relevant disciplines with Seven (7) years of relevant outside work experience of which three (3) years at the supervisory level Or
  • Bachelor's Degree in International Trade, Development Economics, International Relations, International Business, International Law, Political Science or relevant disciplines with Ten (10) years of relevant outside work experience of which three (3) years at the supervisory level.

Required Skills:

  • Ability to establish and maintain effective partnerships and working relations both internally and externally in a multi-cultural, multi-ethnic environment, with sensitivity and respect for diversity, including gender balance
  • Proficiency in one of the AU officials working languages (Arabic, English, French, Kiswahili, Portuguese and Spanish) and fluency in another AU language(s) is an added advantage.
  • Ability to assist in developing clear program goals, plans and actions that are consistent with agreed strategies and to appropriately delegate, monitor and adjust these plans and actions

Tenure of Appointment

  • The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period.
  • Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

Languages:

  • Proficiency in one of the AU working languages (Arabic, English, French, Portuguese, and Spanish) and fluency in another AU language is an added advantage

Remuneration
Indicative basic salary of US$ 31,073.00 (P2 Step1) per annum plus other related entitlements e.g. Post adjustment (57% of basic salary), a Housing allowance of US$ 21,832.68 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
