Job Title: Education Programme Manager

Role Scope
- The Education Manager will act as the operational and technical lead on all education-related matters for the Cameroonian Refuge Response.
- He/she will be expected, with limited support, to lead on education-related assessments, programme implementation and closely work with the head of Education to inform new programme design and implementation at proposal and strategy level, as well as support on fundraising, recruitment and procurement, liaising and linking with other sectors as appropriate.
- In addition, the Manager will oversee the monitoring & evaluation of education activities and take the lead on the education sector response. The Education Manager will also be expected to play a leadership role within a response team, supporting and building the capacity of colleagues.

Key Areas of Accountability
Programme Support:
- The Education Manager, working with the Response Team will:
- Expand the Education Program Strategy for Cameroonian Refuge Response in Cross River;
- Prepare and oversee programme implementation to ensure timely delivery of programme activities, including monitoring against log frames and budget, individual performance management, work plans, identifying programme supplies needs and coordinating with the logistics team to put in place a sensible phased procurement plan.
- Programmes to develop and implement may include:
- Literacy and Numeracy/ Remedial or catch-up Education programming
- Creation of additional learning spaces to serve the Internally Displaced Persons (IDP) and host community members.
- Outreach meetings in the settlements/camps and host communities (specifically targeting children/youth, parents, care-givers, other duty bearers) to build better understanding of family / community priorities and responsibilities for education.
- Teacher education/ training workshops on pedagogy, Literacy, Numeracy and Wellbeing as per the SCI Quality Education framework.
- Comprehensive School Safety to ensure that children are learning from a safe and protective environment.
- Works closely with SCI teams across various departments (Program operations, MEAL, Advocacy and Communications) to ensure a unified Education Strategic vision
- In close collaboration with other sector Managers, ensure Education Strategy efficiently integrates with other sector approaches, ensuring holistic child development across sectoral lines (Child Protection, Child Rights Governance, Livelihoods, WASH etc.)
- Contribute to and ensure quality implementation for education programmes and donor reports are in compliance with internal Save the Children requirements and any relevant external donor requirements.
- Works closely with the HR team, lead on identifying Education staffing needs (national and international) and ensure rapid recruitment, induction and training of new staff
- Ensure child participation principles are institutionalized within education programming.
- Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Standards, INEE and Red Cross Code of Conduct.
Operational Planning:
- Provide humanitarian level lead in planning, development of detailed implementation plans, phased budgets, implementation, monitoring, documentation and reporting for education program.
- Overseeing the implementation and budget performance in line with the program plans and budgets.
- Effectively support the program staff and partners in developing annual plans, in line with education Program design and Save the Children International planning guidelines.
- Support staff and partners to ensure that education Program implementation are to the desired standards and on time.
- Provide guidance to the partners through the planning processes to develop plans that are cost effective and in line with education Program funding.
Finance and Budget Management:
- Manage the Program budget in coordination with team leader and Finance Manager.
- Overseeing the budget performance to ensure that program implementation is on course as per the detailed implementation plans and phased budgets.
- Support the Program implementation teams with budget monitoring and reporting.
- Ensure that the budget monitoring reports are responded to in time and with accurate information.
- Working closely with education Program teams, to ensure that partners are well guided, supported and their capacity built in sound financial management procedures.
Monitoring, Evaluation and Reporting:
- Lead on technical education assessments in coordination with other SC thematic areas and other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
- Develop education program monitoring tools and work with the M&E and Assessment Officer to monitor education programming; Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
- Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
- Prepare timely programme and donor reports on program activities in compliance with internal SC requirements and any relevant external donor requirements.
- Put in place Education accountability mechanisms, ensuring that feedback is incorporated into programme design and learning disseminated to the wider sector.
Fundraising and Advocacy:
- In coordination with Awards Management Unit, lead on fundraising for the Education and integrated programming, including development of high quality concept notes and proposals, and engagement with donors’ technical advisers
- Implement the girl education campaign strategy;
- Partner Development and Management
- Participate in partner’s capacity assessment and identify capacity building needs for the education Programing.
- Develop with the partner’s detailed implementation/work plans and phased budgets.
- Provide capacity building and support in implementation and quality by partners.
- Monitor and follow up the implementation of the agreed work plan and budget to ensure that the program objectives are being realized in accordance to the program and partnership agreement and take the necessary actions for any identified deviations.
- Undertaking partners’ capacity assessment in order to identify capacity gaps and areas of support that the partners will require for effective implementation of the program.
- Undertake visits to the partners on both programmatic and operational support.
- Ensure timely, accurate and high quality financial and programmatic reporting by the partners and take corrective actions for any non-compliance by the partners.
- Save the Children is a dual mandate organisation and as such the Education Program Manager is also expected to support the ongoing development work of the Nigeria CO as the workload and needs allow.
Qualifications and Experience
Essential:
- Post graduate degree in Education or other relevant subject or 7 years’ working experience for graduate holder.
- Substantial experience of working in humanitarian programs or in fragile states

Job Title: Child Protection in Emergency Coordinator

Role Purpose
- The CPiE Coordinator will be based in Borno and is the lead technical adviser in medium to large scale emergencies
- The overall aim of the Child Protection Adviser is to assess, design and guide staff to initiate quality interventions to address violations of children’s rights to protection from abuse, exploitation, violence and neglect
- The post holder is responsible for ensuring that quality programmes are initiated and capacities developed to provide these kinds of protection to children in a range of Save the Children’s emergency responses in Nigeria
- The post holder is expected to lead on assessments, proposal writing, programme design, capacity building of staff, and help partners and stakeholders setup child protection departments
- The Advisor will develop the sector strategy of the master budget; will represent Save the Children in coordination technical groups and support fundraising, recruitment and procurement.

Key Areas of Accountability
Main Responsibilities:
- The Coordinator leads on child protection assessments using Save the Children assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit adapting the tools as necessary
- The Coordinator will coordinate with other Save the Children thematic areas, the Child Protection Working Group, and other external sector agencies, ensuring assessment findings are documented and that all assessments include a disaggregated analysis of children’s needs.
- The Coordinator works with the Programme Manager and Field Manager on child protection response plans and sector strategy of the master budget, and contribute to Save the Children’s overall response strategy. Starting from the strategy, the advisor will support and ensure:
- The psychosocial (physical, social, emotional) wellbeing of children and their families for example by anchoring the establishment of safe spaces for children;
- Emergency family tracing interventions and alternative are options for unaccompanied and separated children, utilising tools within the Inter-Agency Child Protection Information Management System;
- Prevention and response to child recruitment including advocacy and disarmament, demobilisation and reintegration initiatives;
- Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV);
- Prevention and response to the main risks for children’s exposure to physical harm;
- Prevention and response to all forms of exploitation including harmful child labour and child trafficking; and

This may involve taking the lead in the Child Protection Working Group, cluster and/or sub-groups.

- In collaboration with senior programme staff, play a lead role in child protection advocacy activities targeting decision-makers.

Job Title: Education in Emergency Officer

- The Job Holder will support the planning, implementation, monitoring and reporting on the Education project. In addition, support the Education project team to ensure commitment and involvement of local authorities and community members in the project; and support community mobilization to ensure participation, sustainability of the project as well as that the voices of community members, including women and children are heard.
Key Areas of Accountability
Programme Implementation:
- With support from the Education Manager, develop, implement and monitor quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, budgets and procurement.
- Ensure that all planned activities are implemented on time, to quality measures and within budget as per the monthly plan. Where challenges arise, ensure that these are flagged early, communicated to the Education Manager and addressed in a timely manner way.
- Lead the preparation of all procurement and administrative documents required for programme implementation.
- Work with teachers and community to increase education service provision e.g. initiating second shifts in existing formal primary schools.
- Lead on planning and capacity building training workshops for teachers and other education actors.
- Work with the community mobilization team and communities (leaders, parents, etc.) and disseminate information about education issues and available services.
- Support the establishment of temporary classrooms or the rehabilitation of formal schools in collaboration with the senior construction coordinator.

- Ensure that the Education programme is implemented in ways that are responsive to communities and children, in line with SC’s principles, values and strategic plan and compliant with SC’s procedures.
Teacher Supervision and Mentorship:
- Support, encourage and monitor the teachers supported by the programme to ensure children learn in a safe and protective environment.
- Gain technical knowledge on education and other relevant areas so as to provide support and trainings to the supported teachers, SBMC members and other relevant stakeholders to maintain the standards and improve the quality of project activities.
- Identify any staffing issues and coordinate closely with the Education Manager to resolve them.
Monitoring and Reporting:
- Work with the MEAL team to ensure that all programme data is properly and regularly collected, check data and ensure that it is logically presented to the Project Manager
- Collect and compile project data from the schools, teachers and SBMC members based on the standard formats and submit regular reports capturing achievements, case studies and lessons learned to the Project Manager

- They will have their capacities developed to provide these kinds of protection to children in a range of Save the Children’s emergency responses world-wide.
- The Child Protection Officer will be expected to support on sectoral assessment, project planning and coordination.
- In most circumstances, the post holder will be expected to mentor and/or build capacity of implementing partners on the field.
Key Areas of Accountability
- Support the CPiE Coordinator to conduct child protection assessments using SC assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit. Qualifications and Experience
Essential Criteria:

Role Purpose
- The: CP and GBV Response Officer is responsible for ensuring that quality psychosocial support services for GBV survivors are provided to internally displaced persons under the age of 18.
- Build the staff capacity to provide direct meaningful support to GBV survivors, mentor, supervise and monitor team activities and ensure effective coordination and networking system establishment to the rest of child protection team.
- The Gender Based Violence Response Officer will be expected to support on child protection sectoral assessment, project planning and coordination with other actors of GBV clusters. In most circumstances, the post holder will be expected to mentor and/or build capacity of implementing partners on the field.
Key Areas of Accountability
- Support the CPiE Coordinator to conduct child protection and GBV assessments using SC assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit. Adapt the Assessment Tool as necessary to GBV survivors. Coordinate with other SC thematic areas, the national/district Child Protection Working Group and/or other external sector agencies of GBV, ensuring assessment findings are documented and that all assessments include a specific, disaggregated data analysis of survivors’ needs.
- With support from the lead Child Protection Coordinator and/or other senior programme staff, develop monthly and quarterly plans and costed plans, contributing towards an overall thematic programme plan. From the strategy initiate programming in the following areas as appropriate:
- Support to the psychosocial (physical, social, emotional) wellbeing of children with GBV victims and their families.
- Build the staff capacity to provide direct and appropriate support services to GBV survivors
- Take lead in Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV) in project communities
- Mentor, supervise and monitor of gender based violence implementation and draft monitoring action plan for quality control.
- Prevention and response to all forms of exploitation including harmful child labour and child trafficking
- Support the integration of GBV cases into other CP case managements process, CPIMS,CFS and PSS
- Oversee and coordinate the development and maintenance of data collection and analysis mechanisms and share timely quality information the relevant sector management.
- Support the integration of child protection sector in to other SC emergencies core sectors on the field
- With support from the Child Protection Coordinator, supervise project implementation to ensure timely delivery of project activities (for example, monitoring against individual performance management work plans).
- With support from the lead Child Protection Coordinator and/or other senior programme staff, prepare and review timely monthly reports submitted by partners and SCI Staff.
- With support from the lead Child Protection Coordinator, identify project supplies specific to the programme and GBV Survivors’ needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
- Work with the M & E plan to ensure links to reporting requirements where possible, refer the M&E framework to build an evidence-base for child protection programming interventions including GBV survivors.
