We are recruiting to to fill the positions below:     Job Title: Finance Assistant Location: Maiduguri, Borno, with visit to field Supervisor: Finance Officer Line Report: Finance Coordinator Contract Duration: 5 Months With Possibility Of Extension Status: Full Time Start Date: As soon as Possible Main Responsibilities Under the supervision of the Finance Officer, the Finance Assistant will be responsible for the following main activities in accordance to national and MdM procedures:

  • Cash Box Management
  • Accountancy
  • General Administration
Tasks Description Cash Box Management:
  • Make payments according to MdM procedures.
  • Keep the cash and cash boxes safe and according procedures.
  • Estimate petty cash, and make request to the Administrative Coordinator for replenishment.
  • Perform daily/weekly/and monthly cash control with Finance Officer.
  • If necessary, realize the payment of monthly per-diem and advance of salary according to MdM procedures for the international staff
  • Management of safety envelop for international staff (payment and refund - in and out)
Accountancy:
  • Enter invoices & payments data regularly into accountancy software (saga) in accordance with MdM standards and to the accountancy and budget framework.
  • Prepare the payment of expenses related to the daily operation of the MdM programs, according to MdM procurement procedures (Mission Request, Purchase order, contract, invoices & receipts, quotations, and proformas etc.)
  • Double check of records, according to MdM & donor procedures
  • Verify that all the receipts/invoices are correctly filled and they are eligible for MdM accountancy (indicating: date, details of the supplier, clearly written the amount with the stamp PAID);
  • Make cash advances for operation to validated staff after validation of the Finance Coordinator and ensure that all advance are reconciled/closed by the end of the week & month.
  • Prepare (glue and copy) and archive all necessary documents for monthly accountancy in accordance with MdM procedures: accountancy (ledger, cash controls) and annexes.
  • Complete the monthly closing operation of the cash accounts in accountancy after validation of Finance Coordinator, in the schedule fixed and send the documents required
  • Keep the administrative archive on the mission (do the copies, classify and archive)
  • Support to look for invoices when required.
Administration:
  • Develop filing system for administration department, and after validation of Administrative Coordinator,
  • Realize copying and filing and scanning, especially for accountancy
  • Assist during organization of trainings, accommodation and transportation
Reporting:
  • Prepare a summary of weekly activities
  • Participate in a pro-active way to the improvement of the MdM internal meetings (general, admin, security…)
Others:
  • Be flexible in performing his/her duties
  • Inform immediately the security focal point in case of any security problem
  • Perform other additional duties on request of the Finance Coordinator
Qualification and Experience
  • University Degree or its equivalent  in Finance/Accounting/Commerce/Business Administration
  • At least 1-2 years’ progressive work experience in field of Finance/Accounting/Book-keeping in an NGO or the commercial sector.
  • Hands-on experience/skills in MS Excel (experience in working with formulas)
  • Excellent organizational skills, self-motivated, proactive and able to accomplish set deadlines.
  • Willing to meet deadlines with minimum supervision

  • The Maiduguri Deputy base logistician (DBL) works under the responsibility of the Base Logistician.
  • He supports the base logistician for all support need it in the base (office and guest) function including:
    • Drivers and Guard supervision,
    • Fleet management
    • Energy,
    • Equipment and stocks management,
    • Project team support,
    • Field activity visit,
    • Reporting
    • Team management.
Tasks and Responsibilities Objective 1: Responsible for supervising the logistic support in collaboration with the Base Log: Ensure the efficient management of resources (fleet, IT, utilities):
  • Ensure the good weekly vehicle planning
  • In collaboration with the drivers and car hire vehicle ensure on time repair & maintenance of fleet vehicle. When vehicle moving for the maintenance and repair, he must remove the MDM stickers and put it back when the vehicles back at office
  • Ensure on time repair & maintenance of Generator
  • Monitor the purchase of fuel for vehicles and generator;
  • Anticipate the vehicle needs for base in relation with project & office activities
  • Ensure the rehabilitation of premises, clinic & regular check.
  • Ensure the participation of logistics in selection of premises for projects & offices
  • Ensure that communication means are available for professional work (internet, telephone etc.)
  • In collaboration with the log base, conduct the logistics assessments in the field whenever required, and provide the support to team in the field.
Objective 2: Equipment management and ITC:
  • In collaboration with the base logistician anticipation for the need of equipment for the base
  • Ensure the good usage and maintenance of A MDM equipment, (cleaning, security, protection; maintenance) …each extra equipment must be in secure metallic locked metallic shelve locked, inventory doc must be stick inside the door of the shelves.
  • Ensure the tracking of equipment (Physical inventories at least once each 3 months, ensure that all equipment is labelled, if not he must refer it to the log base.
  • Update on monthly basis the asset equipment list;
  • Ensure that each staff when he received an equipment as sign the reception of equipment and keep it update. (when staff give back is equipment at the end of his contract make sure after checking the equipment state the staff sign the return of equipment form;
  • Ensure that each equipment has an ID card, if not must refer to his supervisor,
  • In case of any breakdown of any equipment, ensure that the following document is submitted at the base log: Report of the breakdown from how and when it’s happened and who.
  • With support of the log base, make sure proper utilization of IT equipment (each staff need to clean his laptop, not put it under water, shadow, dusty) etc.
  • Be sure that each staff has cleaning materiel his computer (small brush, tissue, computer spray)
  • Ensure that the guard follow up the procedure of:  all H. set VHF are on charge every day after duty, and follow the procedure of: before putting on charge, empty fully the battery then start the recharge,
Object 3: Base Meeting and Report:
  • Participate meetings with logistics base staff or take meeting minutes for staff base meetings as required, in close collaboration with the log base
  • Participate in logistics meetings and programs for the movement planning once a week,
  • Participate with the Log base at the monthly SITREP, each mast week of the month
  • Participate with the Log base at the Logistic monthly report each end of the month (vehicle and generator fuel and maintenance follow up, Asset equipment inventory, none asset inventory, purchase follow up) etc.
  • Field visit report should be done in case of any clinic visit, and send it to the base Log
Objective 4: Team Management:
  • In collaboration with the log base, adaptation of team according to the workload (including daily labour & temporary recruitments)
  • Provide technical support to team on logistics’ issues
  • Participate in the recruitment with the Log base.
  • Conduct the appraisal interview for drivers and guard
  • Participate in disciplinary actions
  • In collaboration with the log base, identify the training needs conduct/ arrange the training for them
  • Make sure HR rules / guidelines followed in management of team.
Objective 5: Security and context follow up:
  • Inform the Log base on any evolution of the local context;
  • Report to the log base in case of security incident;
  • Implementation of emergency measures, if required, under the supervision of the Log base.

        Job Title: ICT Assistant Location: Maiduguri and Damboa Borno Supervisor: Deputy Base Log Duration of the position required: 5 Months Start Date: As Soon As Possible Hierarchical & Functional links: The Maiduguri location works under the responsibility of the Base Logistician. He support the base logistician to maintain IT equipement  and  communication Tasks and Responsibilities Objective 1: IT:
  • Provide design, deployment and maintenance of MdM ITC Infrastructure:
  • Assist in supervision of the execution of various projects with an IT dimension
  • Assist the Log Base in Design and Plan the implementation of each task, included the budget-related aspects, with the Heads of the affected Departments
  • Be at the disposal of the Log base for any other tasks they deem necessary · Fulfil the following tasks (some of them being covered in the IT SOP):
  • Provide new starters with IT equipment set up to their needs
  • Manage the networks across all sites
  • Manage network prioritization due to limited bandwidth
  • Develop and put in place sound back-up systems
  • Establish and enforce various IT policies (setting up e-mails, use of internet, accounts deletion, etc)
  • Provide resolution to IT issues (repairs and maintenance)
Objective 2. Radio Communication:
  • Assure the VHF radio stand-by according to the planning, procedures and logistician instructions
  • Monitor the MDM frequencies and clear them from none authorized users
  • Fill the radio logbook (Location, date and hour of important messages or events)
  • Stay close to the radio during his/her working time (to be able to hear all radio calls).
  • Facilitate the communication between the bases and the employees
  • Transmit messages between bases
  • Relay messages from bases or vehicles when the signal is low
  • Take messages and transmit them to the appropriate or intended person
  • Control the radio equipment installation and maintenance
  • Check that the batteries are charged.
  • Check that the connections are tightened
  • Check that the radio equipment are kept in good condition and clean them every day
  • Update the call-signs and all important documents concerning the radio communication in collaboration with the deputy log base;
  • Assure the radio contacts
  • Make contact with bases and vehicles on the field as soon as possible in the morning (at 8h00 with the drivers) and every day.
  • Make contact with the vehicles and other bases according to the procedures or instructions given by the Logistician
  • Conduct the 16h00 radio contact (Situation, location of vehicles) and refer to the  deputy Log base for eventual messages to send or receive from other bases
  • Tracking the vehicles that are on the field

        Job Title: Medical Trainer Location: Borno Supervisor: Health Program Coordinator Technical Link: Pharmacist, Database Officer, MDM trainers, Medical Supervisors Duration: 5 Months with possibility of extension Start Date: As Soon As Possible Essential Duties
  • The Medical Doctor trainer is responsible for overseeing the quality and technical aspects of the Doctors and CHO consultations and other medical activities as needed, through formal and on-the-job training and supervision, and other methods agreed with HPC.
  • All technical training and support have to be based following National guidelines and / or other guidelines suggested by the Medco, Health Program Coordinator and/or Medical Advisor from HQ.
Technical Supervision:
  • Identify needs of trainings for all healthcare staff, with a focus on Doctors and CHOs, on topics within the realm of Primary Health Care
  • Ensure Formal and Informal trainings to the doctors and CHOs to address identified gaps in capacity
  • Work in close collaboration with other MdM trainers to implement trainings according technical needs in each medical activity
  • Organize/Participate to triage activities in the clinic in collaboration with expatriate midwife(s) and nurse/nutritionist
  • Oversee the quality of the doctors and CHOs activities: consultation, prescription, diagnosis and data collection   through provision of technical support and on-the-job training
  • Implement and supervise formal trainings for doctors, nurses, clinical health officers, community mobilisers, and others as needed
  • Conduct trainings and follow up for all health care workers on key health messaging, including Community Mobilisers, Crowd Controllers, Registers etc, in collaboration with the Nurse and Midwife trainers
  • Conduct trainings and follow up for community health volunteers on all aspects of health promotion, including Community Mobilisers, Crowd Controllers, Registers etc, in collaboration with the Nurse and Midwife trainers
  • Ensure direct care to patients when necessary
  • Support the referral of medical cases under supervision of the medical supervisor in accordance with the MDM referral guidelines
  • Organize the weekly activities schedule in collaboration with the other trainers

Participate in Reporting Activities and Communication:
  • Compile and computerize Doctors and CHO data for inclusion in medical reports or any other relevant reports

  • Under the supervision of the team leader, the Mobile Clinic Medical Doctor will be responsible for the following main activities in order to ensure the quality of care in the mobile clinics:
  • Provision of free of charge curative health consultations
  • Admission, weekly medical follow-up and discharge of the malnourished children in OTP program
  • Collection, computerization and analysis of weekly epidemiological data
  • Reporting and attendance to different meetings
Tasks Description
  • Provision of free of charge curative health consultations
  • Prepare all the necessary drugs, material and equipment for mobile clinics and ensure that everything is ready before to leave MdM office
  • Follow the basic medical rules of hygiene when performing curative health consultations

  • Perform curative consultations:
  • Take a proper medical history including:

  • Duration of the illness or complaints

  • Perform a correct physical examination:
  • Inspection, auscultation, percussion, palpation
  • Systematic checking of signs of severity
  • Diagnose and treat the diseases according to protocols in use (i.e. clinical guidelines)
  • Write the most important complaints, signs, symptoms, diagnosis and treatment on the patient’s registration form.
  • Explain the treatment to the patient
  • Give individual health education related to the patient’s disease
  • Manage emergency cases according to MdM protocols and regulation
  • Fill in the registration form for each patient, according to the diagnosis of the morbidity surveillance form
  • Check the immunization status for all EPI targeted children and referred the unvaccinated children to the vaccinator
  • Investigate any information regarding unusual health events or diseases outbreak, provided through any source
  • Ensure patient confidentiality is respected and treat all the patients with respect and dignity
  • Admission, weekly medical follow-up and discharge of the malnourished children in OTP program
  • Ensure that all the 6-59 months children have been screened (MUAC, H/W and edemas)
  • Admit new cases in OTP program according to the criteria of national nutrition protocol and give systematic treatment for SAM cases
  • Ensure weekly follow up of SAM cases and adapt RUTF doses
  • Discharge cases according to the criteria of national nutrition protocol
  • Refer complicated SAM cases to identified Stabilization Center
