The West African Health Organisation (WAHO) is the specialized health institution of the Economic Community of West African States (ECOWAS), responsible for health matters within the ECOWAS Community. WAHO’s mission is to ensure attainment of the highest possible standard and protection of health of the people in the ECOWAS region.Communicable and non-communicable diseases are the leading causes of morbidity and mortality in the region; therefore, disease control and the prevention of epidemics are among the priorities of the 15 countries in the ECOWAS region and a central tenet of WAHO activities.
The World Bank has provided grants to ECOWAS for WAHO to implement the Sahel Malaria and Neglected Tropical Diseases (SM/NTD) Project, covering Burkina Faso, Niger and Mali.
It is within this framework that WAHO seeks to recruit a qualified and experienced candidate for the position below:
Job Title: Project Coordinator

Main Duties And Responsibilities
Under the General Coordinator of the Project Management Unit (PMU) coordination of the West African Health Organization’s (WAHO), the SM/NTD Project Coordinator will be responsible for providing technical and management advice as well as ensuring the efficient and effective implementation of the SM/NTD Project as agreed between the World Bank and WAHO, and between WAHO and its implementing partners.
Among his/her duties, he or she will have the following responsibilities:
- Manage projects in accordance with the Project Implementation Manual (PIM) and all other agreements with the donor,
- Prepare and monitor the implementation of the annual Work Plan and budget,
- Prepare a project organization and communication chart,
- Ensure compliance with donor procurement requirements and budget policy,
- Assist in the drafting and issuance of RPF’s, tenders and bidding documents,
- Follow up on donor’s no objection and other validation processes to ease budget execution;
- Review reports from Consultants before final submission for approval,
- Issue contracts, letters of Intent, Purchase Orders in compliance with donor’s policy guidelines,
- Define roles and responsibilities of implementing partners,
- Ensure quality and timeliness of project work,
- Prepare timely and high quality reports in accordance with the reporting framework of the project to be submitted to the World Bank-funded Project Management Unit’s General Coordinator,
- Organize meetings in line with the annual Work Plan of the project and ensure that minutes, decisions and recommendations are recorded, distributed and necessary follow-up actions taken,
- Ensure effective liaison and maintain good communication with the donor, implementing partners and other stakeholders in accordance with WAHO rules and regulations,
- Work in close collaboration with Directors, professionals involved in the implementation of the project as well as other Coordinators whose projects are in synergy with the SM/NTD project,
- Work in liaison and close collaboration with the WAHO Professional Officials responsible for malaria and NTD,
- Document lessons learned, develop presentations and articles, for dissemination or publication in accordance with WAHO rules and regulations,
- Develop terms of references and memoranda for activities,
- Organize field supervision and monitor missions,
- Prepare the Technical Committees and Project Regional Steering Committee meetings,
- Monitor implementation of the recommendations of all meetings,
- Prepare the project’s account audit in collaboration with the Financial Management Specialist,
- Enhance visibility of the project using ECOWAS and WAHO Communication Strategy,
- Provide relevant information and briefing materials to consultants, implementing partners, donors and others, in accordance with WAHO rules and regulations, and
- Undertake other duties that may be assigned from time to time.
Required Qualifications, Experienceand Skills
- Master’s Degree in Public Health, Epidemiology or related fields,
- Project management certification is an advantage,
- At least 10 years professional experience with 5 years or more acquired at the international level,
- Previous work experience in developing or transition economies, capacity building experience and World Bank project management experience will be an added advantages,
- Successful track record in coordinating and managing complex health projects at the international level with a strong focus on results,
- Team player with excellent team building and leadership skills,
- Good computer skills (key MS office application, including project management tools) and ability to use information technology as tool and resource,
- Highly organized with a sense of initiative and a positive interpersonal attitude,
- Demonstrated experience working in a multicultural environment and with senior level professionals, variety of partners and diverse stakeholder groups,
- Proficiency in spoken and written English is essential.A good working knowledge of French and/or Portuguese would be an added advantage.

- Ensure the management of the project in accordance with all the agreements with the donor and the Projects Implementation Manual;

Job Title: REDISSE Project Officer

Duties and Responsibilities
- The REDISSE Project Officer will support the REDISSE Project Coordinator in the implementation of the REDISSE Project. He/she shall report to the REDISSE Project Coordinator and the General Coordinator of the Project Management Unit (PMU).
- The incumbent will be involved in the preparation, implementation and monitoring of the REDISSE project activities.
- More specifically, he/she will assist the REDISSE Project Coordinator to:
- Draw up the annual work plan and budget (AWPB) of the project;
- Develop terms of reference and memoranda for activities;
- Make arrangements for meetings and field missions;
- Prepare correspondence and letters of invitation to be sent to participants for the various activities and meetings;
- Prepare activity and progress reports;
- Prepare follow-up meetings on activities implementation with countries and partners and project implementation agencies;
- Collect information and data from the Project Coordination Units (PCUs) at country level, as well as project partners and implementing agencies;
- Support the Monitoring & Evaluation Unit to populate the project results framework;
- Organize field supervision and monitoring missions;
- Prepare the Technical Committees and Project Regional Steering Committee Meetings;
- Monitor implementation of the recommendations of all meetings ;
- Prepare the project’s account audit in collaboration with the Financial Management Specialist;
- He/ she may represent the REDISSE Project Coordinator at any meeting or task whenever required to do so, within the framework of the implementation of the project;
- He/she will carry out any other duties assigned by WAHO management;
- He/she will support other Project Coordinators as required in the execution of their activities.
Required Qualifications, Experience and Skills
The REDISSE Project Officer must have the following:
- Have a Master's degree in Epidemiology or Public Health or a related field;
- A certificate in Project management would be an advantage;
- Have at least 7 years of professional experience;
- Professional experience in World Bank-funded project management would be an asset;
- Excellent team building and leadership skills in a multicultural setting;
- Strong computer skills (key MS office application, including project management tools) and ability to use information technology as tool and resource;
- Highly organized and self-directed with a positive interpersonal attitude;
- Demonstrated experience working with a wide variety of partners and divers stakeholder groups;
- Proficiency in one of the three working/official languages of ECOWAS: English, French, Portuguese. A working knowledge of a second official language would be an advantage.

Job Title: Procurement Specialist

Duties and Responsibilities
The Procurement Specialist, working under the coordination of the General Coordinator of the Project Management Unit (PMU) of the West African Health Organisation (WAHO), will be responsible for conducting effective and efficient procurement and tender-related activities for the projects and WAHO, in accordance with the requirements and procedures of the World Bank and ECOWAS. Among his/her duties are the following:
- Prepare and update, in collaboration with the General Coordinator of the Project Management Unit, the Annual Procurement Plan for Projects financed by the World Bank and WAHO,
- Implement basic procurement instruments (operations manuals, guidelines and contract management documents in accordance with the requirements of the project implementation manual,
- Implement contract management tools suitable to the needs of the project, including the annual procurement plan and its periodic updating,
- Initiate the procurement processes, ensuring compliance with agreed procurement method thresholds,
- Monitor and ensure timely responses to procurement questions raised by the World Bank and also prepare the requests for “no objection”,
- Prepare final contracts and see to the timely distribution of all relevant procurement and contract documents to all stakeholders (Consultants, Suppliers, the World Bank etc.),
- Ensure timely delivery of goods, works and services,
- Establish a performance monitoring database for all suppliers and consultants, and ensure efficiency and timeliness in the delivery of outputs from the service providers,
- Establish and maintain a central procurement filing system, and ensure all related documents are included in the respective files, to ensure ease of retrieval of information,
- Prepare Monthly, Quarterly, Semi-annual and Annual Procurement Reports as inputs into the Project Management Reports,
- Coordinate preparation of post procurement reviews by the Bank and participate in Bank supervision missions,
- Provide support and participate in capacity building activities of WAHO procurement staff and
- Carry out any other relevant duties that may from time to time be assigned by WAHO management.
Required Qualifications, Experience and Skills
- Master's Degree in Business, Public Administration, Procurement or other related disciplines
- At least seven (07) years professional experience in the management of public procurement
- Experience or acquaintance with the World Bank and other international donors’ procurement regulations, procedures and standards documents
- Knowledge of public sector procurement requirements
- Sound knowledge of computerized purchasing systems
- Demonstrated experience working in a multicultural environment and with senior level professionals, a variety of partners and diverse stakeholder groups
- Demonstrated capacity building experience
- Highly organized, good interpersonal skills, and a team player
- Candidates must be fluent (written and oral) in one of the official languages of ECOWAS (English, French and Portuguese). A working knowledge of a second official language would be an advantage.
