  • The Vice-Presidency, Human Resources and Corporate Services ensures the delivery of efficient, people-centered, client-oriented, corporate services to ensure overall institutional effectiveness in all aspects of the Bank’s corporate services.
  • The complex leads efforts to ensure the competitiveness of the Bank as the employer of choice and is responsible for providing leadership in the formulation and implementation of Bank’s strategies on people, information technology, general services and institutional procurements, language services, business continuity and, health and safety strategies.
The Hiring Department / Division
  • The role of the Human Resources Management department is to develop and execute a People Strategy, Policies, processes and practices which will enable the Bank to achieve its strategic Agenda. Core to the Human Resources Strategy will be the attraction, development, engagement, motivation and retention of a best-in-class workforce.
  • In order to create a truly transformed human resources work-way, the Human Resources Management department is structured around a triangular Model: Business Partnerships for strategy, client contracting and human resources delivery; Centers of Expertise/Subject Matter Experts (SMEs) for internal consulting, thought leadership, design, talent and staff development and training and best practice benchmarking; Human Resources Shared Services for transactional excellence and employees outreach. The Position
  • Reporting to the Human Resources Director, the Division Manager of the Human Resources Shared Services Division will work with identified stakeholders, to plan, develop and implement a programme of innovative human resource strategies on the transactional excellence and employees outreach including the formulation, control, administration of automation of Human Resources processes including data analysis, contract administration of all employees (Elected officers, regular staff, technical assistants, projects staff and short term staff) and the administration of staff salary and benefits plus Payroll.
  • The position will ensure that the strategies relating to Human Resources Shared Services will be in compliance with future Human Resources capabilities required to transform the Bank into a world-class organization.
  • The incumbent will identify, develop and implement proposals, strategies and programs aligned to the Bank’s strategic focus and direction through Human Resources transactional interventions.
  • The Job holder will be the primary custodian of the ‘Facilitate and Retain’ component of the Human Resources Value Chain.
Duties and Responsibilities Under the overall supervision of the Human Resources Director, the Division Manager Human Resources Shared Services Division will undertake the following key responsibilities:
  • Formulate, develop, and update Human Resources Personnel Administration processes, procedures and forms in order to permanently, optimize the efficiency, and reliability and recommend such improvements in processes and documents in other areas impacting the efficiency and reliability of the Human Resources administration.
  • Develop feasibility studies and requirements analysis to justify and support the development of new and enhanced information systems in order to improve the functionality of applied research.
  • Initiate and formulate new policies or proposals to modify and improve/update existing ones as circumstances may require.
  • Lead team of experts in Human Resources Information Services (HRIS) to provide functional input needed by Corporate Information Technology Services to evaluate continuing needs for hardware, software, databases, and operating systems, and further carry out detailed evaluations of operating systems, commercial software and programming utilities.
  • Provide input in the design of staff compensation and benefits system that is internationally competitive and capable to attract and retain highly qualified people.
  • Provide advice and guidance to the Human Resources Department’s Management team and Human Resources Business Partners concerning staff problems that, if mishandled, may lead to grievances.
  • Supervise the overall administration of employee benefits of the Bank (Staff loans, Home Leave, Education Benefits, etc.) excluding the medical and the staff retirement plans.
  • Prepare staff communications and process individual decisions regarding administration of staff employment contract, career movements and separation in line with policies and procedures in an efficient and timely manner.
  • Lead the processing of staff remuneration, benefits and employment contract with the Bank in line with policies and procedures in an efficient and timely manner
  • Provide inputs to the design of compensation and benefit policies and procedures and provide input in the definition of the set of compensation & benefits rules applicable to a newly opened field office.
  • Ensure that the division provides consistent and efficient customer service to all employees on the basis of the agreed Service Level Agreements.
  • Lead the administration of the Bank’s payroll program accurately and in a timely manner, and in accordance with Bank’s rules and regulations.
  • Provide leadership in the development and the maintenance of systems (DARMS, SharePoint) and procedures for the filing and management of confidential personnel files, individual staff-related documents, correspondence, circulars, policy documents, etc., to permit easy and timely retrieval.
  • Clear and maintain statistics, and design a variety of Human Resources analytical reports in various Human Resources business areas (Recruitment, career development, staff planning, personal administration etc.) and for the others Human Resources teams in consultation with the respective Officers, and for Senior Management’s use.
  • Plan, develop, revise, organize and implement the Division's work programs, set medium and long term goals and determine financial resource requirements (budget) to efficiently and effectively finance the various programs.
  • Monitor progress, provide advice and guidance, approve changes in accordance with practices, recommend training, and undertake staff performance evaluations, determine the need for special studies by consultants, develop requests for tender and draw terms of reference for consultants.
  • Oversee consultants' work to ensure that deadlines are met and that work is being accomplished on time and within budgeted financial resources.
Selection Criteria Including desirable skills, knowledge and experience:
  • Hold at least a Master's degree or its equivalent in Human Resources Management, Organisational Development, Social Sciences, Business Administration, Compensation, Public Sector Management, education, Information Technology related to Human Resources Management or any related discipline. Additional professional qualification/certification in Human Resources Management and or compensation and benefices administration, Human Resources Information Services, Payroll administration and staff relations would be an advantage.
  • Have a minimum of ten (10) years of relevant experience 3 years of which should be at managerial level in Human Resources Management, staff development and training compensation and benefices, talent sourcing or Human Resources Information Services, Data Analyst, Payroll, Contract Administration, Compensation and Benefits Administration and Payroll and any other related discipline.
  • Demonstrable experience of working in a client-centric, business partnering environment.

  • The Chief Economist/Vice-President for Economic Governance and Knowledge Management is the Bank’s spokesperson on economic matters and the VP for the ‘Economics Governance and Knowledge Management Complex’.
  • The Complex is responsible for (i) providing leadership and visibility for the Bank on economic, finance, financial governance and socio economic development issues; and coordinate the generation of analytical works to inform operational policy; (ii) systematically emphasize the critical role of knowledge, experience, lessons learnt and their tangible impact on sustainable, inclusive transformation of African economies.
The Hiring Department / Division
  • The Statistics Department is responsible for the Bank’s statistical activities that focus on two main components: (i) providing support for effective development of statistical capacity and systems in African countries for the provision of timely and reliable data to support development results measurement for the High 5s and Sustainable Development Goals agenda across Africa, (ii) mainstreaming results measurement in Bank operations to ensure their operational effectiveness as well as to support the Bank’s research, policy and financial services.
  • As part of the Statistics Directorate, the Economics and Social Statistics Division ensures that Regional Member Countries provide the Bank with timely, reliable, consistent and regionally comparable data on economic and social activities (trade, industry, agriculture, finance, infrastructure, population, demography, poverty, education, health, SDGs monitoring etc.).
  • Its principal activities are: to develop and manage statistical systems needed to support the operational work of the Bank Group and its development research activities; and to prepare the Bank Group’s official statistical publications and provide statistics and statistical analysis for the Bank Group’s Annual Report, the African Development Report and other important Bank’s publications.
The Position
  • The Statistician  will be responsible for contributing to the reliability of the bank's statistical data through the following main activities: (i) update country and sector information on Trade, Balance of Payment, Financial flows, Tourism, Foreign Direct Investment and Debt in the Bank’s databases, (ii) update country and sector reports for North African countries and support, statistical capacity building, AIKP (iii) preparation of Bank statistical Publications and briefs (iv) Statistical support for regional integration: develop and maintain a system to monitor regional integration.
Duties and Responsibilities Under the supervision of the Division Manager Economic & Social Statistics and Chief Statistician, the Statistician will:
  • Provide and maintain statistical database on Regional Member Countries to support the Bank's analytical work, in the specialized fields of Economic statistics (National accounts, Prices, Government Finance, Balance of Payments, Money and Banking, Financial Flows, Trade Statistics) and Bank Group Operations statistics.
  • Promote the use of the Bank Data Portal, including the use of the Highway Information System within the Bank, in Regional Member Countries and among development partners.
  • Undertake activities in the Africa Information Highway Initiative (SDGs , eGDDS, High 5s,…).
  • Assist countries in the implementation of the AIH through trainings at country and regional levels on the Open Data Portal.
  • Assist in developing and maintaining a framework for monitoring and evaluating development indicators to support the Results Measurement Framework for the Bank.
  • Provide the statistical input for the Bank Group’s Annual Report, the African Development Report, the African Economic Outlook, the African Statistical Yearbook and other important Bank publications.
  • Provide support to estimate and analyse macroeconomic aggregate on Regional Member Countries and at the regional and sub-regional levels, identify indicators, develop models, and apply statistical methods such as trend analysis, forecasting methods to estimate aggregates.
  • Contribute to the production of African Economic Outlook by (i) collecting data from countries; (ii) generating country economic forecasts; (iii) producing the charts and statistical annex tables.
  • Generate of economic/social/financial aggregates figures (Africa, Regions Economic Groupings,) for several indicators.
  • Provide statistical and analytical support to meet the operational and research needs of organizational units throughout the Bank by providing advice and assistance on use of appropriate statistical methods and techniques, on data sources, its availability and quality, and by participating in missions where statistical issues are of particular importance.
  • Assist in the printing process and the dissemination of the publications within the Bank and to officials and institutions in member countries.

  • Hold at least a Master's degree or its equivalent in Statistics, Economics or a related domains.
  • Specific degree or certificate relevant to database management systems, database software/web applications will be a plus.
  • Have a minimum of four (4) years of relevant experience in the field of official statistics. Working experience should include statistical information system.
  • Capability of developing and managing statistical information system.
  • Strong background in quantitative methods and knowledge of data collection Methods and analysis.
  • Ability to identify analysis biases (false data, data in deviation ...) and purify the database collected.

Job Title: Principal Syndication Officer Reference: ADB/17/230 Location: Côte d’Ivoire Grade: PL4 Position N°: 50001323/50093715 The Complex
  • The Vice Presidency for Finance oversees the financial management of the Bank Group.
  • This encompasses the Bank Group’s treasury activities including borrowings from the capital markets and investment activities; controllership functions including financial reporting and loan administration; strategic resource mobilization and the strengthening of the non-statutory financial resources and instruments; the overall asset/liability management for the Bank Group.
The Department /Division The role of the Syndications and Financial Technical Services department is rooted in Article 2 of the Agreement Establishing the Bank, which requires the Bank to:
  • Mobilize and increase in Africa and outside Africa, resources for the financing of investment projects and programs and;
  • Promote investment in Africa of public and private capital in projects or programs designed to contribute to the economic development or social progress of regional member countries.
  • To help the Bank execute these functions, the Syndications and Financial Technical Services department  was established to;
  • Provide centralised syndications and financial technical services to the entire Bank group cutting across both public and private sectors lending activities and across products
  • Set up and coordinate the achievement of bank-wide mobilization targets and Key Performance Indicators and
  • Serve, through Syndication and co-financing as a platform to build institutional capacity for two related activities, namely balance sheet management (risk mitigation on the existing portfolio) and agency functions which are the back office activities needed to support a full service syndication function.
The Position Under the Supervision of the Division Manager, The Principal Syndications Officer is required to develop and maintain close relationships with the broader donor and investment community with a view to facilitating the co-financing of sovereign and non-sovereign projects and specifically to:
  • Establish ADB as the leading arranger of syndicated development co-financing in Africa;
  • Mobilize funding from all external investors – commercial banks, DFIs, ECAs, funds, etc. - to leverage the development impact of the deployment of the Bank’s risk capital;
  • Mobilize resources from the many development partners and other related agencies with whom the African Development Bank have ongoing relationships or with whom otherwise Memorandums of Understanding have been signed e.g. China Development Bank, Korea Exim bank, India Exim bank etc ;
  • Integrate syndication and co-financing into Operations, so that the mobilization of external funding becomes the standard business model;
  • Support investment officers and task managers in identifying co-financing opportunities  and promoting the unit’s products to borrowers / sponsors;
  • Assist with the structuring and pricing of proposals by feeding back market intelligence;
  • Enable the Bank to manage its existing portfolio of assets through secondary sales/securitizations and any other balance sheet optimization mechanism.
Duties and Responsibilities The Principal Syndication Officer  will  carry out the following functions:
  • Provide structuring guidance to investment officers and task managers and actively participate in presenting proposals and mandate letters to clients, emphasizing the benefits of syndication and co-financing;
  • Establish working relationships with  the widest possible group of commercial co-financiers;
  • Execute A/B-loan co-financings and DFI syndications, sharing responsibilities where appropriate with co-arrangers;
  • Perform market soundings and provide risk appetite feedback to senior management for their consideration;
  • Identify existing assets for potential secondary sale, obtain market feedback on likely cost of sale and, where applicable, seek all necessary approvals;
  • Participate in the balance sheet optimization transactions.
