The Complex
- The Vice Presidency for Agriculture, Human, and Social Development is a Sector Complex focusing on the Bank’s Ten Year Strategy High 5s priority of “Feed Africa” and “Improve Quality of Life for the People of Africa”.
- The complex objectives are (i) to develop, policy and strategy; (ii) provide deep sector expertise to the Regions by gathering pool of experienced individuals who can be consulted to provide sector expertise on complex transactions; (iii) develop new financing instruments; (iv) the Vice President will act as the spoke person to represent the Bank with external stakeholders on aspects of “Feed Africa” and “Improve Quality of Life for the People of Africa”.
The Hiring Department
- The Human and Social Development Department spearheads the Bank wide Jobs for Youth in Africa Strategy implementation coordination as well as the achievement of the High 5s on “Improving the Quality of Life of People in Africa” and contributes to the other High 5s. The Department supports scaling-up of Bank’s support to strengthening Jobs for Youth Flagship coordination, education, skills, employment, health systems and nutrition, for industrialization and economic transformation.
- The Department leads the Bank’s support to Africa’s economic transformation by: (i) developing and promoting the adoption of relevant policies and strategies; (ii) providing deep multi-sector expertise to the regional hubs by gathering pool of experienced individuals who can be consulted to provide technical advice on complex transactions (Communities of Practice); (iii) developing new financing instruments; and, (iv) fostering strategic partnerships to leverage resources into the human and social development sectors.
The Position
- The African Development Bank adopted in May 2016, the “Jobs for Youth in Africa” Strategy for the period of 2016 – 2025. This Strategy responds to the priorities in Bank’s Ten Year Strategy and the New Corporate Priorities (High-5).
- Creating productive jobs for the youth would improve their living conditions and enhance their engagement in Africa’s growth and economic transformation. The Jobs for Youth in Africa Strategy was launched during the Bank’s annual meetings in May, 2016, in Lusaka to commence its operationalization.
- The Programme Coordinator will be part of the team responsible of the day to day management of the implementation of the Jobs for Youth in Africa Strategy.
Duties and Responsibilities
Under the general supervision of the Director in charge of the implementation of the Jobs strategy, the Program coordinator shall carry out the following duties and responsibilities:
- Contribute to the preparation and the monitoring of the Annual & Multi Annual Work Programme of the Jobs for Youth in Africa strategy implementation in order to optimize the resource utilization.
- Contribute to the preparation of the Jobs for Youth in Africa strategy implementation Key Performance Indicators, ensure their consistency with Complex level Key Performance Indicators and prepare regular status reports and annual activity reports.
- Keep the portfolio database of the Jobs for Youth in Africa strategy implementation (active and pipeline projects).
- Coordinate responses to enquiries concerning the Jobs for Youth in Africa strategy implementation.
- Coordinate the preparation and monitoring of the quarterly mission schedules and collate related data for reports.
- Ensure a close follow up of the Jobs for Youth in Africa strategy implementation activities and regularly update work programmes.
- Represent the Jobs for Youth in Africa Team in some of the coordination meetings with other departments of the Bank.
- Liaise with the Corporate Information Technology Services Department, if necessary, for all issues relating to the SAP system and other information technologies; play the role of SAP resource person in the department; provide training to relevant staff in the use of SAP-PS.
- Keep up to date information for exchange with partnership agencies and institutions such as bilateral donors (Department for International Development, African Development Fund, etc.) and multilateral donors (World Bank, International Monetary Fund, United Nations Economic Commission for Africa, European Union, etc.).
- Disseminate information and liaise with the Communications and External Relations Department and external communication parties as well as manage the website’s content and ensure circulation of a quarterly newsletter.
- Contribute to the quarterly work program and budget reports.
- Liaise regularly with other key Departments of the Bank, including front office, budget department, resources mobilization, etc.
- Liaise and network closely with the Bank’s Youth Employment Task Team in planning, reviewing, managing and supporting the implementation at all levels.
- Support field staff in delivering, reviewing and assessing effectiveness and efficiency of operation under the Jobs for Youth in Africa umbrella.
- Manage M&E data collection, compilation, analysis and reporting to track the number of direct, indirect and induced jobs created and the number of youth reached from the Bank’s operations every year.
- Support the design, preparation, implementation and evaluation of the Bank’s projects with a youth employment component as requested.
- Carry out other technical tasks and coordination as required by the Jobs for Youth in Africa coordinator or the Director of the Department.
Selection Criteria
Including desirable skills, knowledge and experience:
- Hold at least a Master’s degree or its equivalent in Business Administration, Economics, Social sciences, Finance, Statistics, or other relevant field.
- Have a minimum of five (5) years of experience working in managing/coordinating portfolio and programs.
- Demonstrated experience in portfolio monitoring, reporting and providing proactive solutions for improving performance.
- Good working knowledge of operations, particularly the information required for project cycle activities and portfolio management, planning, work programmes, budget preparation and financial management.
- Excellent organizational, analytical, coordination and communication/writing skills.
- Ability to work accurately, methodically and to meet deadlines.

It works in close collaboration with the two divisions of the Department i.e. the Education, Human Capital and Employment Division and the Public Health, Security and Nutrition Division as well as other relevant Bank departments..
The Position
- The Coordinator, Jobs For Youth In Africa, reports to the Director Human Capital, Youth and Skills Development Department.
- The Coordinator is responsible for providing leadership and supervising the staff activities of the Jobs for Youth in Africa initiative, and for supporting the related initiatives in the department.
The main work objectives are:
- Lead the Bank’s policy and strategic work on youth employment to ensure that operations which are identified, developed and executed by the regional hubs effectively implement the Bank’s relevant sector policies and strategies;
- Contribute to forge strong strategic partnerships with multilateral and bilateral organizations and regional organizations to leverage resources and support business development in regional hubs in the area of youth employment and social protection, and to support VP’s role as the Bank’s spokesperson to external audiences;
- Support the development and implementation of innovative financing mechanisms, as well as technical and management approaches to promote access to employment and entrepreneurship across regional member countries, including through public-private partnerships, and improvement of the overall governance of these sectors;
- Enhance knowledge management and provide technical guidance/advisory services and expertise to regional hubs;
- Foster coherence of the Bank’s action in youth employment and entrepreneurship across regions; and
- Foster an environment that stimulates and rewards innovation, creativity and accountability for results, and motivate staff to contribute to delivering significant developmental impact for Africa’s growth.
Duties and Responsibilities
The Coordinator manages the staff of the Jobs for Youth in Africa and plans, organizes, supervises and directs the work to ensure efficient and effective delivery of the results assigned to the Jobs for Youth in Africa. Specifically, the Coordinator, under the oversight of the Director, Human Capital, Youth and Skills Development performs the following:
- Leads, supervises and carries out the strategic direction of the Jobs for Youth in Africa; evaluate its performance; promote and organize team work among the staff of Jobs for Youth in Africa to achieve its objectives.
- Foster collaboration and ensure synergies with the two divisions of the Department.
- Determine and manage the human and financial resource requirements of the Jobs for Youth in Africa strategy; participate in the selection of staff, provide management support to the staff and facilitates their full performance in technical work; identify the staff's training and career development needs; prepare their periodic performance evaluations;
- Oversee the programmatic/administrative tasks necessary for the functioning of the Jobs for Youth in Africa initiative, including preparation of budgets, reporting on performance; recruit staff, taking due account institutional values; manage, guide, develop and train staff of department
- Prepare and implement Jobs for Youth in Africa’s work program, determine priorities and allocate resources for the timely delivery of outputs; foster teamwork and communication among Jobs for Youth in Africa staff and across organizational boundaries; manage the activities undertaken; and ensure that the Key Performance Indicators set for the Jobs for Youth in Africa strategy are met.
- Participate in and/or chairs meetings for Jobs for Youth in Africa, the Department, Inter-Departmental Working Groups, donor and partner meetings related to the Jobs for Youth in Africa strategy, as well as other meetings related to Jobs for Youth in Africa;
- Provide expertise and leadership in the development and review of Bank Group's policies, rules, regulations, norms and standards especially related to youth employment and entrepreneurship; and ensure their implementation; promote and ensure the professional quality of the documents produced by the Jobs for Youth in Africa staff;
- Provide advice to the Director on issues related to youth employment and ensure preparation of Jobs for Youth in Africa-related documents for presentation to the Board;
- Develop and maintain cooperation and co-financing relations with the other development agencies and organizations; may lead important and sensitive missions to the member countries and partner organizations and agencies; may represent the Bank Group in major international conferences and meetings on employment and human capital development;
- Oversee the preparation of Economic and Sector Work to contribute evidence for the design of the Bank’s relevant policies, strategies and guidelines.
- Perform other duties as assigned by the Director.
Selection Criteria
Including desirable skills, knowledge and experience:
- Hold at least a Master's degree or its equivalent in either Economy, Labor Economy, Development Economics or closely related disciplines.
- Have a minimum of eight (8) years of extensive and progressive experience in an internationally recognized financial or development institution. Out of these, three (3) years should be in managerial roles with proven knowledge of operational policies, rules, procedures and practices of the Bank or comparable institution.
- Strong experience of employment and entrepreneurship related issues, especially for youth.
- Operational experience of preparing and managing development projects.
- Experience in employment issues, and policy support in developing countries including in Africa.
- Having private sector experience will be an added advantage.
- Familiarity with the work of other multilateral and bilateral development institutions is a plus.
- Recognised as a leader with deep knowledge of youth employment issues in Africa, with a focus on research and policy, particularly related to youth employment or social protection; and ability to analyse and evaluate critical matters pertaining to a broad spectrum of youth employment and social protection issues and provide policy advice.
- Experience in planning, organising, managing and coordinating the activities of similar units and supervising Division’s staff, organising teams, and providing managerial support.
- Experience in delivering high quality operational products and services (economic analyses, research advice, sector studies and reviews).

The Hiring Department/Division
- The Human Capital, Youth and Skills Development Department, within the Agriculture, Human and Social Development Complex will spearhead the achievement of the High 5s on “Improving the Quality of Life of People in Africa” and contribute to the other High 5s. The Department has two divisions (i) Education, Human Capital and Employment Division which focuses on scaling-up of Bank’s support to education, human capital and employment/livelihoods; and (ii) Public Health, Security and Nutrition Division focusing on strengthening health systems and nutrition for human wellbeing. It also hosts various pertinent initiatives and trust funds.
The Education, Human Capital and Employment Division focuses on human capital development, skills training, employment creation and empowerment, poverty reduction for improved and sustainable wellbeing and livelihoods. The Division:
- Leads the development and promotion of Bank’s policy and strategy work so that operations which are identified, developed and executed by the regional hubs effectively implement the Bank’s relevant sector policies and strategies;
- Provides technical guidance/advisory services and expertise to regional hubs by generating relevant knowledge and gathering a pool of experienced individuals who can be consulted to provide technical advice on complex transactions (Communities of Practice);
- Fosters strategic partnerships with regional and global partners to leverage resources into the human and social development sectors. It also directly contributes to the work of the various initiatives and trust funds hosted under the Human Capital, Youth and Skills Development Department; and provides expertise to support Vice President’s role as the Bank’s spokesperson to external audiences, and;
- Ensures coherence of the Bank’s action in human and social development across regions.
The Position
- The Division will lead the Bank’s agenda on Education, Human Capital and Employment. It will promote activities related to improving the demand responsiveness of the training system to the needs of the labour market and job creation on the continent. Specifically, activities focusing on improving the basic, post-basic, technical and vocational training, tertiary education and science and technology in education will be undertaken.
In this context the main objectives of the Chief Education Analyst will be to:
- Provide expertise to the department and other relevant Bank’s departments;
- Lead knowledge work;
- Provide documented strategic advice to Management;
- Contribute to the preparation of policies and strategies.
Duties and Responsibilities
Under the supervision of the Division Manager Education, Human Capital and Employment and working closely with internal and external stakeholders, the Chief Education Analyst performs the following:
Strategy Implementation:
- Responsible for developing and promoting evidence-based policy positions in accordance with the Bank’s Ten Year Strategy 2013-2022, the Human Capital Strategy 2014-2018 and the High 5s priority 5 focusing on improve the quality of life for Africans and in consultation and dialogue with Regional Member Countries and Regional Economic Communities;
- Support the Regional and Country Offices in analyzing the financial requests of the Regional Member Countries in light of the priorities identified by the Bank;
- Provide technical support to country and regional office staff during drafting of Country Strategy Papers, identification, preparation, appraisal of new operations and as well as review all related documents for Board approval and provide analysis of the implementation difficulties and adoption of corrective measures;
- Provide leadership in initiating, developing, updating and implementing Economic and Sector Work and economic analysis of project/program interventions;
- Play a leading role in knowledge sharing with the Bank’s clients, staff and development partners
- Provide other departments/divisions of the Bank with expert advice on economic and financial issues, particularly on links with educative sector;
- Review and give opinions on documents, studies and other reports prepared by the Bank;
- Supporting the development, management and monitoring of the Bank’s interventions in the Education system through the Education, Human Capital and Employment Division;
- Lead the design, steering, coordination and implementation of Human Capacity development measures at all levels of the education system;

Supporting education and human capital partnerships at international, national and local level by:
- Enhancing the collaboration between the Bank and the key partners on skills development and support the resources mobilization from multilateral/bilateral development institutions, donors and private sector institutions to complement the Bank Group’s operations;
- Representing the Bank at technical meetings on education;
- Liaising with and supporting the interventions under the different education and human capital technical assistance;
- Leading the Bank coordination mechanism on skills development and employability;
- Following-up on execution of decisions and recommendations made at the international level on Skills development and employability to keep the Bank up-to-date;
- Leading the development of a strong monitoring tool for human capital development interventions;
- Leading the development of public private partnerships in education.
Knowledge management:
- Contributing to the preparation of policy related documents;

Selection Criteria
Including desirable skills, knowledge and experience:
- Hold at least a Master's Degree or its equivalent in Education, or closely related disciplines. A PhD (or its university equivalent, a certification or diploma in project management is a plus;
- Have a minimum of seven (7) years of relevant professional experience in the areas of education and human development;
- Ability to understand complex problems in education, to identify key issues and recommend pragmatic solutions;
- Good knowledge of the education systems and development issues in Africa;
- Knowledge of activities of multilateral development banks will be an added advantage;
- Proven experience in project management;
- Having private sector experience will be an added advantage;
- Strong analytical skills;
- Strong understanding and grasp of multisector approaches of education, partnerships in Africa, as well as professional ability to build partnerships and deliver services that meet both immediate needs and long-term interests of clients within and outside the institution;
- Ability to innovative and integrate skills training through the other sectors;
