Job Title: Programme Officer, Inclusion Works
Location: Sightsavers Country Office, Kaduna Nigeria
Reports to: Snr Programme Manager Operations, Nigeria Country Office
Responsible for: Coordination and Supervision of Inclusion Works Programme
Overall purpose and responsibilities: (the overall purpose and function of the job)
- The Programme Officer Inclusion Works Programme (IWP) will work to enhance the quality of the IWP, which focuses on the economic empowerment of persons with disabilities through formal employment.
- The post holder will ensure that the programme is planned, implemented, monitored and evaluated to the highest possible quality standards.
Principal Accountabilities (specific activities and end results)
Working with Partners (25% of time):
- Identify partner organizations with whom Sightsavers can work to achieve the programme and organization’s strategic objective of ensuring that people with disabilities have equal rights and opportunities through both service delivery and advocacy work.
- Build effective partner relationships and support longer term relationships that go beyond the duration of the project by disseminating information and advocating for the programme goals and Sightsavers work in general.
- Support partners to identify their own technical and organizational capacity building needs and facilitate providing technical assistance to support them through the programme cycle.
- Establish partnership agreements with partners where appropriate
- Promote shared learning and collaboration between partners by facilitating partner networks and meetings.
Programme Management 50% of the time):
- Work with the UK Inclusion Works programme team and other members of the consortia to coordinate implementation of activities and sharing of lessons learned.
- Manage all aspects of the programme cycle with the partners including effective planning, implementation, monitoring and evaluation, financial and asset management, reporting and documentation.
- Liaise and work with the Global Technical Lead (Disability Inclusive Economic Empowerment) and other internal expertise as required.
- Supporting partners to ensure that programme documentation and reports are made available in a timely and accessible way.
Financial & Resource Management (15% of time):
- Assist programme partners in the preparation of budgets and forecasts.
- Monitor expenditure of project financial resources in liaison with the Finance and Support Services Manager (FSSM) and the Programme Manager.
- Ensure that partners submit timely and accurate financial returns.
- Ensure that partners manage and utilize programme assets as per Sightsavers’ and/or donor policy.
- Follow up with partners on actions arising from audits carried out by the finance team or external auditors.
Information & Communication Management (10% of time):
- Be proactive in providing good quality information on case studies and interesting news stories relating to the programme to support preparation of fundraising materials and advocacy materials for Sightsavers headquarters in UK
- Ensure that the fund-raising and communication department in HH receive appropriate materials and information as required to support donor reporting requirements.
- Participate in all PR activities related to social inclusion e.g. World Sight Day, Person with Disabilities Day etc.
- Represent Sightsavers in programme and disability related meetings and advocate for Sightsavers philosophy and policies.
- Disseminate information about Sightsavers and its work to partners
- Attend to visitors to and from the programme and partners.

Qualifications, Knowledge and experience
- A tertiary qualification (Bachelors or above) in Social Sciences, Education, Development Studies or Public Health.
- Prior experience with labour market issues including labour market skills assessment, skills training/development, internships, job placements and job fairs
- Knowledge of current issues and best practices in disability, the Sustainable Development Goals (SDGs) and employment.
- Familiarity with national legislation and policies in the field of disability, human rights and employment.
- Extensive experience implementing programmes, including experience of the disability sector.
- Experience of designing, managing and carrying out advocacy work for social inclusion/disability programmes.
- Experience providing technical assistance to other organizations

Job Title: Finance & Logistics Officer
Location: Nigeria Country Office, Kaduna
Reports to: Nigeria Country Office Finance & Support Services Manager
Responsible for: Programmes Finance and Logistics
Overall purpose and responsibilities: (the overall purpose and function of the job)
- The Finance and Logistics Officer (F&LO) will work to enhance the quality of the Inclusive Education Programme (IEP), which focuses on the education of persons with disabilities through formal Education and the Inclusion Works Programme (IWP), which focuses on the economic empowerment of persons with disabilities through formal employment.
- The officer will be responsible for financial and logistics oversight of the programmes, maintaining consolidated programmes accounts, cash flow management and payment processes. This resource will work closely with the Finance & Logistics Manager and implementing partners to ensure the financial principles of the contract are complied with and that proper accounting records are maintained for reporting to Sightsavers.
- The position will plan and support the delivery of supplies and the application of an efficient commodity and logistics system for the programmes in accordance with donor requirements.
Principal Accountabilities (specific activities and end results)
Financial Management (50% of time):
- Ensure financial control and managing risk
- Ensure conformity to the policies and procedures of the contract with specific emphasis on:
- Financial Management & Controls
- Financial Planning, Budgeting and Forecasting
- Financial Monitoring & Audits
- Monitor and Retain financial record
- Verify claims by programme implementers and recommend for payment
- Ensure compliance to local regulations and governance requirements
Programme Logistics (40%):
- Implement and maintain vehicle, fleet logistics and movement protocols, including vehicle maintenance, fleet documentation, pre-travel authorization, travel insurance and vehicle and equipment protocols
- Tracking, monitoring and inventory analysis of the programmes and supplies employing the use of monitoring tools, spread sheets and data bases.
Programme Management (10%):
- Support, administer and strengthen financial management, accountability and capacities of partners in accordance with the principles of the contract.
- Develop and provide grant management support
- Ensure proper financial monitoring of partners including audit of funds provided.
- Ensure partners comply with the policies and procedures of the contract and retain appropriate financial and drugs records
Job holder entry requirements - the essential knowledge, skills and behaviours required
Knowledge (education and related experience):
- University degree in the relevant field ( a professional accounting qualification will be an added advantage)
- Extensive working experience, ideally in an INGO environment but experience of audit and government organization would also be advantageous
- Experience of financial management of Donor Funds.
- Previous experience working in a multidisciplinary team in a health sector setting.
Skills (special training or competence):
- Project Financial management and data analysis skills
- Project Logistics management skills
- Excellent communication skills (both oral & written)
- Capacity building or facilitation skills
- Ability to work with minimum supervision
- IT skill – Proficiency Excel, MS Word, an accounting package and emailing

- Sightsavers are happy to offer an excellent opportunity to join the organisation and enhance the quality of the IEP, with a focus on the education of people with disabilities. The role will also ensure that the programme is planned, implemented, monitored and evaluated to the highest possible standards.
- Working with Sightsavers partners the post holder will identify organisations with whom we can work to achieve strategic objectives of ensuring people with disabilities have equal rights and opportunities, as well as building and supporting longer term partner relationships. Support to partners is given by disseminating information about Sightsavers work, promoting shared learning and collaboration, and identifying their technical and capacity building needs.
- The post holder will work with the UK Disability Development programme team and other consortia members to coordinate activities and sharing of lessons learned. All aspects of the programme cycle will be managed by this role, as well as liaising and working with the Senior Global Technical Lead (Education), assisting partners with the preparation of budgets and forecasts, monitoring expenditure of project financial resources and ensuring partners submit timely and accurate financial returns.
- The successful candidate will possess a tertiary qualification in social sciences, education or development studies (Bachelors or above, or similar), will have experience in inclusive education programme skills assessment, knowledge of current issues and best practices in disability and Sustainable Development Goals (SDGs). Familiarity with relevant national legislation and policies and an extensive background implementing programmes with the disability sector is also required.
