Protection Officer at Rapid Action Aid Initiative


Rapid Action Aid Initiative (RAAI) is woman led organisation and independent registered non-governmental, nonprofit, Non-religious and equal opportunity, civil society organization based in Maiduguri. RAAI is a registered organization with the Corporate Affairs commission here in Nigeria with a CAC/IT/NO 138018.

We are recruiting to fill the position below:

 

 

Job Title: Protection Officer (SGBV, GP, CP, SRH, TIP)

Location: Borno

Scope of Work

  • The Protection Officer is responsible for protection activities in the areas affected by the crisis in the area of coverage in Borno North east and not limited within the BAY state.
  • The main tasks will be to monitor the situation in terms of protection of populations affected by the crisis, to conduct mapping for existing service providers and provide information to the communities through the organization of focus groups discussions or individual interviews and finally refer the most urgent cases to the appropriate service.
  • The Protection Officer will respect the principle of confidentiality of the information received during the activities with ensuring adherences to CHS.
  • S/he will work closely with the Protection Manager- Snr Project Manager, other Protection Officers, Child Protection Officer, M & E Officer and other mobile team members to provide a protection response during deployment.
  • The Protection Officer will report to the Protection Manager.

Responsibilities

  • Conduct protection risk analysis in deployment areas and in coordination with WPE, and CP teams, work with communities including CBOs to develop risk reduction mechanisms
  • Conduct rapid protection assessment and refer at-risk individuals to relevant / appropriate service providers, including health centers, community-based organizations, NGO programs or other care services in the intervention areas.
  • Provide emergency response to cases of protection for persons with special needs
  • Conduct mapping of existing service providers on deployment areas and, through focus group, provide an update on existing services and their accessibility for people with specific protection needs.
  • In collaboration with the Protection Manager and the WPE team, organize capacity building sessions for CBO members and community leaders on protection topics.
  • Work with WPE and Child Protection teams to facilitate internal referencing.
  • Conduct training on counter trafficking, peace-building, SRH, SGBV, PSS while demonstrating capacity monitoring on PSEA to ensure all relevant stake holders adhere and all have a role to play to ensure total adherences to local laws and humanitarian laws in regards to human right violations, sexual violence, SGBV, TIP.
  • Report daily protection situation to the Protection Manager and M & E Officer for integration in monitoring reports.
  • Ensure ethical and confidential data collection during, case management, monitoring and evaluation while Develop community protection base action group/network
  • Monitor the progress of the program and identify any delays that have been or may be expected
  • Comply with the RAAI security procedures and report the security information provided to her/him to ensure a safe and secure environment for the implementation of the program.
  • Ensure that all relevant financial documentation is accurately completed and submitted, as required by RAAI policies. While ensure Staff Supervision & Development
  • Support the implementation of the SGBV prevention and response by managing Programme implementation and monitoring.
  • Support that community-based approaches are applied in SGBV programming and communities considered as key stakeholders.
  • Give adequate opportunities to different groups to participate in the prevention of SGBV in communities and schools.
  • Provide psychological counselling and support to the victims of SGBVs.
  • Set-up and support meeting for advisory groups and develop informative materials for learning.
  • Raise awareness about the problem of SGBV in community meetings and fora.
  • Establish groups of boys and girls, male and female in IDP settlements, host and formal schools to prevent SGBV.
  • Set-up and manage integrated safe space for referral of SBGV cases.
  • Distribute SGBV based material items (dignity kits).
  • Develop and maintain partnerships among other agencies, clusters/sectors, as part of humanitarian response.
  • Support prevention of SGBV and women’s empowerment in the communities.
  • Strengthen the capacity of community leaders to effectively manage the citizens of their communities and further reduce the case of SGBV to the minimum.
  • Achieve social cohesion and community security with participation of women, youth, religious and other groups.
  • Participate in conducting, consolidating and reporting on SGBV assessments.
  • Support operational capacity development efforts and provide technical support on gender and SGBV mainstreaming.
  • Under the guidance of the Program Manager, support and facilitate the establishment of and ensure the functioning of SGBV coordination mechanisms with all relevant stakeholders.
  • Ensure safe and ethical SGBV data collection and reporting is functioning and regular reporting is done on SGBV.

Monitoring & Reporting:

  • Ensure that activities are fully documented, including regular and systematic collection of data required by the lessor and for use in M & E activities.
  • Establish and implement a training evaluation system as pre/post tests to measure participants' learning level.
  • Produce / contribute to the writing of reports required by RAAI and the lessor (monthly reports, progress of activities, monitoring of indicators, etc.)

Coordination & Representation:

  • Ensure coordination on the organization of training in mainstreaming protection with other stakeholders on the theme as well as with communities.
  • Work closely and coordinate with the RAAI Support Services to carry out program activities. This includes participation in the opening, follow-up and closing meetings of grants.
  • Ensure linkage, coordination and sharing of information on activities with national NGOs, international organizations, donors and the government.
  • Participate in Protection Cluster (including GBV and CP AoRs) meetings and other humanitarian coordination meetings as will be assigned by the Manager from time to time
  • Ensure completion of 5 Ws of the Protection Cluster and PSWG LGA level and represent in the LCG local level with UNOCHA coordination period

Others:

  • Any other task requested by his supervisor for efficient program implementation.

Qualifications
Education:

  • A Bachelor of Arts or Science Degree in Social Sciences, Law, Public Health, Humanities or other related field.
  • Master Degree is an asset and M.Sc is an assets especially women.

Experience, Skills and Abilities:

  • At least, two years of experience in protection activities in particular protection monitoring, case management, counseling, social work or other related field; - Previous experience supervising field protection staff
  • To be of Nigerian nationality
  • Positive and professional attitude, including ability to lead and work well in a team setting
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail: - Excellent communication and writing skill
  • Clear understanding of and interest in the protection field of expertise
  • Strong ability to maintain composure, prioritize work under pressure
  • Proven experience working in a difficult environment
  • Fluency in English, Hausa, Kanuri, Shuwa Languages is required. Demonstrates
  • Clear understanding of human rights, and issues surrounding violence against civilians
  • Demonstrated understanding of and ability to maintain confidentiality and respect for clients
  • Knowledge and experience with community outreach and mobilization;
  • Orderly presentation of work.
