Job Title: Project Manager II (MEAL Manager)

Job Summary
- The MEAL Manager provides leadership in ensuring high quality monitoring, evaluation, accountability, and learning (MEAL) within the STaR project across the three target countries (Nigeria, Niger and Chad) in support of the achievement of project objectives and in line with CRS program quality principles and standards, donor guidelines, and industry best practices.
- The MEAL Manager plays a key role in the strengthening local staff and partners’ capacity to assure robust MEAL practices across the project. The MEAL Manager reports to the STaR Chief of Party, while coordinating directly with local MEAL staff embedded in the three country program teams. S/he is accountable for all MEAL activities and leads project documentation of activities, results and program quality.
Specific Responsibilities
- Lead MEAL-related technical, budget management, monitoring, reporting, and capacity strengthening activities through the project cycle – start-up, implementation and close-out – in line with CRS program quality standards and MEAL Policies, Procedures and Practices (MPPs), as well as donor requirements. Ensures both compliance to auditable requirements and implementation of good practices.
- Lead the development, management and periodic review of project-level MEAL systems., including MEAL documents and donor deliverables such as Performance Monitoring Plans, Performance Indicator Reference Sheets, Indicator Performance Tracking Tables, data collection instruments, and Detailed Implementation Plans.
- In coordination with the externally contracted MEAL consultancy, lead the baseline, annual survey and endline evaluation processes, including the development of quantitative and qualitative tools; training of data collectors across the three countries; and data analysis and reporting. Ensure broad dissemination of study results to key stakeholders and use of study results data to inform implementation strategies.
Qualifications and Skills
Education and Experience
- Proven ability to coach, mentor, and provide effective capacity strengthening to peers, direct reports, and partner staff.
- Experience analyzing data using statistical software and data visualization packages and providing effective graphics to summarize/present data to variety of audiences.
- Experience using and strengthening the capacity of staff/partners in ICT4MEAL data collection and cloud-based database and data visualization platforms (Commcare, PowerBI, etc.)
- Required/Desired Foreign Language Strong written and oral proficiency in both French and English required
- Master’s Degree in Statistics, Health, Agriculture or related MEAL field required.
- Minimum of 7 years of work experience in MEAL technical or managerial positions.
- Strong background in recovery/resilience program implementation; experience in supervising and providing MEAL technical assistance for agriculture, access to finance, infrastructure, social cohesion and/or governance programs a plus.
- 3 to 5 years of supervisory experience, excellent partnership and interpersonal skills to work effectively in a multi-country/multi-lingual team environment with ability to dialogue, network, and work effectively with senior managers of local and international institutions.

Job Title: Field Security Officer

Job Summary
- The Security Officer is responsible for coordinating operational security issues and sourcing of relevant security information within CRS project activity areas and in the entire Adamawa and southern Borno states.
Specific Responsibilities
- Collection of information regarding safety and security situation in Adamawa and southern Borno states as well as on safety & security issues concerning CRS.
- Daily tracking and recording of all CRS vehicle field movements.
- Follow up of any calls made by Satellite phone and radio.
- Track staff movement and advice Head of Office accordingly.
- Responding to security relevant incidents with information gathering and informing the Head of Office.
- Maintain a state-wide network of influential actors and communication of CRS status and mission in the State.
- Escort field staff on outreach activities providing security support where necessary.
- Develop, consolidate and implement security operating procedures and contingency plans.
- Assess equipment (including vehicles) and organizational assets to ensure equipment integrity.
- Ensure that responsible guardians (Private Security Guards) have the capacities to perform their duties as per the SOPs.
Qualifications and Skills
- Minimum of 3 years’ experience in the field of community engagement, risk management, safety and security management or other related fields.
- Degree in Criminology, Peace & Security Studies, Political Sciences or related subject.
- Professional Certification in security studies.
- Be a Nigerian National.
- Ability to plan and organize work and write clear and concise reports and communicate effectively (both in writing and verbally).
- Proven ability to prioritize tasks and meet deadlines.
- Stable, moral, reliable and robust character and a good team-player.
- Excellent communication skills, calm, with a good sense of humor.
- Proven commitment to accountability practices.
- Excellent Microsoft Office skills (Excel, Word, Emails, Skype, Web researches).
- Fluency in oral and written English and Hausa (Kanuri Speaking).
- Demonstrable training and capacity building experience.
