Job Title: Programme Officer

Job Description / Summary

  • Under the supervision of the Senior Management Team, the Project Officer will be responsible for providing feedback on project implementation, managing and supporting the day-to-day activities and resources of the project, with special emphasis on coordination and networking, management, and resource mobilization.
  • The Programme Officer will undertake his/her duties in close consultation with the Senior Management team for technical guidance. S/he will also liaise regularly with the relevant MDAs of government and partners that DHDC works closely with.
  • The Programme Officer will work in close collaboration with the communications team and will be responsible for preparing narrative and financial reports, generating innovative ideas to assist with the development of relevant concept notes and facilitating the implementation of project activities.

Specifically, the Programme Officer will support the delivery of project outputs within the timeframe and budget of the programme as well as resource mobilization efforts Specific responsibilities will include supporting the following:

  • Delivery of project outputs;
  • Management of the project’s financial resources;
  • Fundraising and donor relations;
  • Supervising team members and ensuring the quality of their deliverables;
  • Providing planning direction and input to the CFCS project implementation;
  • Collecting information, producing and disseminating reports and documents as required;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, and other material as required;
  • Assist the programme team in reviewing and preparing documentation on the procurement of goods and services, and support project tracking;
  • Support the team in providing feedback on funding sources on routine implementation of the project, tracking the use of financial resources;
  • Participation in relevant trainings and meetings on behalf of the organization;
  • Maintaining routine communications and working relationships with senior management team, relevant MDAs, civil society organizations, stakeholders and international partners;
  • Preparing donor reports;
  • Managing responsible parties responsible for the implementation of project activities;
  • Prepare presentation material/slides in PowerPoint for presentations for the meetings/workshops and keep all papers ready for meetings;
  • Provide programme and administrative support to the team in the preparation of various programme documents, such as work plans, budgets, reports and proposals on programme implementation arrangements;
  • Under the guidance of the supervisor, assemble briefing materials and prepare PowerPoint and other presentations for the programme unit.

Required Qualification and Experience

  • Post-secondary Degree in a relevant area such as International Relations, Project Management, Social Sciences, Political Sciences or a related field;
  • At least three years of demonstrable experience working on project development and implementation, including financial/budget management, procurement, and reporting.
  • Knowledge and management experience with project management methodologies including results-based management.
  • Proven record of mobilizing resources in the private and/or public sectors.
  • Proficient computer skills and use of relevant software and other applications (Microsoft Office tools (Word, Excel, and PowerPoint), are required
  • Demonstrated knowledge and experience in TB, TB advocacy and working in TB programme implementation is a plus

  • Demonstrated strong competence in community mobilization
  • Remain calm, in control and good-humoured even under pressure;
  • Ability to support the facilitation of project planning, results-based management and reporting;
  • Ability to assist/lead implementation, monitoring and evaluation of project activities mobilize resources, create networks, etc.;
  • Strong planning and organizational skills; ability to handle planning and budgeting of multiple concurrent projects/activities;
  • Demonstrate strong oral and written communication skills;
  • Demonstrates openness to change and ability to manage complexities.
  • Excellent planning and facilitation skills.
