Program Manager at the Civil Society Scaling-Up Nutrition in Nigeria (CS-SUNN)


The Civil Society Scaling-Up Nutrition in Nigeria (CS-SUNN) is a non-governmental, non- profit-making coalition, made up of organizations with a shared vision to transform Nigeria into a country where every citizen is food and nutrition secured. We pursue this lofty goal by engaging government and non-state actors to raise awareness, sustain commitment and actions to effectively tackle under-nutrition in Nigeria. The coalition was formally launched on the 7th of August, 2014.

We are recruiting to fill the position below:

 

Job Title: Program Manager

Location: Nigeria

Role Overview

  • The Program Manager will provide overall leadership and management of CS-SUNN's programs across all boards, ensuring effective planning, implementation, monitoring, and evaluation.
  • The role involves managing all projects, leading the program team, and collaborating with internal and external stakeholders to achieve the organization’s strategic objectives related to scaling up nutrition.
  • The ideal candidate must be an experienced programs manager with a strong background in Nutrition, Health, Advocacy, social sciences, organizational development in the INGO, NGO , CSOs level, or social works, with excellent leadership, people, emotional intelligent and organizational skills.

Key Responsibilities
Program Leadership and Strategy:

  • Lead the design, planning, and implementation of all programs and projects within CS-SUNN, ensuring alignment with the project specific objectives and CS-SUNN’s strategic objectives.
  • Drive program innovation, ensuring that CS-SUNN remains at the forefront of nutrition advocacy and policy.
  • Develop and oversee strategic partnerships with NGOS, INGOS, CSO as well as government, civil society, donors, and other key stakeholders to enhance program reach and impact.
  • Ensure that programs are integrated with research, policy, advocacy, and capacity-building components to promote sustainability.
  • KPIs under this section would be:
    • Development and execution of program strategies aligned with organization and project’s goal.
    • Development and achievement of specific program objectives within set timelines, including organizations strategic plan of action, AOPs and all project work plans
    • Percentage of planned activities completed on time and within scope

Program Planning and Management:

  • Develop and manage program plans, including objectives, timelines, and resource allocation.
  • Ensure that program activities align with project specific objectives as well as CS-SUNN’s strategic goals and objectives.
  • Organizational development, strong capacity building and mentoring skills to help identified organizations become prospective grant recipients.
  • Monitor program progress, adjusting as necessary to ensure successful outcomes.
  • Ensuring compliance with donor requirements, organizational policies, and international standards in all program activities.
  • Supervise program staff, providing mentorship, guidance, and performance management to enhance team productivity.
  • Coordinate the development of key advocacy messages and strategic plans for program-related initiatives.
  • Key KPIs under this section would be:
    • No of target Audience reached and influenced.
    • Use of data to inform program decisions and improvements.
    • Project influence across CS-SUNN states/geographies
    • Effectiveness of advocacy efforts shown by no of policy changes influenced in line with project objectives across project locations
    • Engagement metrics with stakeholders (e.g., meetings held, partnerships formed)

Team Leadership:

  • Lead and manage program teams, providing guidance, support, and motivation.
  • Coordinate with staff to ensure effective implementation of program activities and tasks.
  • Provide training and capacity-building support to program staff and partners.
  • Promote a culture of continuous learning and improvement within the project team
  • Conduct regular performance evaluations and provide feedback to team members.
  • KPIS under this section will include the below and more:
    • Performance ratings of program staff and improvement over time.
    • Completion of professional development plans and training for team members.
    • Improvement in skills or knowledge of staff and volunteers involved under the program Department.
    • Frequency and effectiveness of collaboration with other departments (e.g., M&E finance, communications) on program initiatives.
    • Feedback from other teams regarding support and collaboration

Stakeholder Engagement:

  • Engage with government bodies, NGOs, community leaders, and other stakeholders to support program initiatives.
  • Build and maintain strong relationships with partners and collaborators.
  • Facilitate meetings, workshops, and events to promote program objectives and gather input
  • KPIs under this section would be:
    • Feedback from beneficiaries and stakeholders on program effectiveness.
    • Number of partnerships established or maintained with other organizations and community stakeholders.
    • Feedback from stakeholders on program effectiveness and collaboration.
    • Track the number of beneficiaries reached through various projects and programs
    • Satisfaction ratings from partner organizations.
    • Conduct regular surveys to gauge satisfaction levels of stakeholders and partners.

Financial Management:

  • Develop and manage program budgets, ensuring financial resources are used efficiently and effectively.
  • Oversee financial reporting and ensure compliance with donor requirements and organizational policies.
  • Monitor and control program expenditures, making necessary adjustments to stay within budget.
  • KPIs under this section would be:
    • Variance between budgeted and actual expenditures for programs.
    • Budget adherence and financial reporting accuracy.
    • Timeliness of financial reporting related to program funds
    • Percentage of projects completed within allocated budgets
    • Amount of funds raised or secured for nutrition programs for implementation of CS-SUNN strategic objectives

Monitoring and Evaluation:

  • Develop and implement monitoring and evaluation (M&E) frameworks to assess program performance and impact.
  • Collect and analyze data to measure program outcomes and identify areas for improvement.
  • Prepare and present reports on program progress, challenges, and results to senior management and stakeholders.
  • KPIs under this section would be:
    • Quality (Definition: Assessment of the quality and comprehensiveness of program reports)
    • Target: Achieve a quality rating of at least 4 out of 5 in stakeholder reviews.
    • Evaluation Completion Rate (Definition: Percentage of programs evaluated against set indicators)
    • Target: 100% of programs evaluated annually.
    • Feedback Implementation Rate (Definition: Percentage of feedback from evaluations and stakeholders implemented in program planning)
    • Target: Implement at least 80% of actionable feedback.
    • Learning and Adaptation (Definition: Number of lessons learned documented and integrated into program planning)

Advocacy and Communication:

  • Support advocacy efforts related to program goals and objectives, including policy and budgetary advocacy.
  • Develop and disseminate program-related communication materials, including reports, briefs, and updates.
  • Represent CS-SUNN at relevant meetings, conferences, and events.

Risk Management:

  • Identify and assess risks associated with program activities and develop strategies to mitigate them.
  • Ensure that program implementation adheres to best practices and organizational standards.

Qualifications and Experience
Education:

  • Bachelor's Degree in Social Sciences, or a related field.
  • Master's degree in Public Health, Nutrition, Social Sciences, or a related field is compulsory.

Professional Certifications:

  • Professional certification in project management (e.g., PMP, PRINCE2) is compulsory.

Experience:

  • Minimum of 8- 15 years of experience in program management, project coordination, preferably Nutrition specific in the NGO, INGO, Nutrition or Public health sector.
  • Proven experience in managing donor-funded projects and understanding of donor compliance requirements.
  • Experience working with government bodies, NGOs, and community stakeholders.
  • Strong background in nutrition policies and best practices.
